Antecedentes

Funded by the KFW and the Government of Japan, UNDP is implementing a project under the title “Improving Living Conditions in Palestinian Gatherings Host Communities”. The project aims at enhancing living conditions in the Palestinian Gatherings and their surrounding in Lebanon that host Palestinian and Syrian refugees from Syria. For this reason, the project focuses on improving access to basic urban services (BUS) and infrastructure networks (water, sewage systems, solid waste management, electricity and roads) as well as shelter conditions in these areas.

The forty-two Palestinian Gatherings and camps’ Adjacent Areas in Lebanon used to house 110,000 Palestinian refugees in conditions marked by inadequate access to basic urban services. Constituting informal settlements, Palestinian Gatherings in Lebanon do not benefit from basic urban services provided by UNRWA, which under UNRWA’s mandate are provided only within the boundaries of the twelve official camps, or by municipalities. As an alternative mechanism, dwellers resort to self-help informal practices; the environmental and social implications are severe not only on the Palestinian Gatherings but also on the surrounding areas inhabited by Lebanese families and attended to by the twenty-five municipalities. Most recently, the situation in the gatherings has dramatically worsened with the arrival of some 26,000 Palestinian refugees and 4,000 Syrian refugees displaced from Syria. These refugees are living in inadequate shelters that are connected in an ad-hoc manner to the available networks, exerting additional pressure on the already poor and insufficient basic urban services.

In order to improve access to BUS in the host Palestinian Gatherings, infrastructure works will be implemented. These projects will be implemented in Palestinian Gatherings and their surroundings in North Lebanon.

Deberes y responsabilidades

In order to implement infrastructure projects in the gatherings and their surroundings in South Lebanon, the services of a civil engineer are required to study the feasibility of the projects, develop necessary engineering studies and supervise works on the ground. These projects will be identified and selected together with the local communities along the course of the implementation of the “Improving Living Conditions in Palestinian Gatherings Host Communities” project. The services of a civil engineer will be used therefore when needed along the duration of the project.

Under the supervision of the Project Manager, the consultant (civil engineer) will undertake the following tasks and activities:

Task 1: Assess the feasibility and components of infrastructure projects, in consultation with local actors (local committees in the gatherings, municipalities, UNRWA, etc.).

Task 2: Produce engineering studies (BOQs, illustrations, maps, etc.) and bidding documents when applicable for infrastructure projects.

Task 3: Assess proposals submitted by contractors and make sure they correspond to the standards mentioned in the studies.

Task 4: Review and approve the Schedule of Works submitted by the contractor.

Task 5: Acknowledge, on behalf of the project, receipt of materials that will be delivered by suppliers (if any); and make sure that the final count of the materials (received by contractors) is adequate to the bill of quantities and Standards and Specifications.

Task 6: Supervise the implementation of works on the ground on daily basis.

Task 7: Provide technical guidance to the contractor and make sure that works are compliant with technical specifications and drawings; approve any changes in the work plan or BOQ along the course of implementation.

Task 8: Prepare weekly progress reports to the Project Manager and check and approve payments for contractors according to finished works.

Habilidades y experiencia requeridas

 Education:

  • Graduate degree in Civil Engineering or related field.

Experience:

  • Minimum of 12 years of relevant experience;
  • Previous experience in working in Palestinian gatherings.

Languages:

  • Proficiency in Arabic and English.
