Antecedentes

As part of the overall framework of UNDP Country Programme for Somalia, the Poverty Reduction and Environment Protection (PREP) programme responds directly to, and is consistent with, the guiding frameworks, strategies and plans at national and global levels. The programme is designed to have a medium to long-term development approach with capacity development of planning institutions, livelihoods improvement, economic recovery, private sector engagement, sustainable natural resources management, disaster risk reduction, building resilience to climate change and formulation of policies and legal frameworks central to all its interventions.

Somalia is among the world’s most vulnerable countries to climate change and climate variability, a situation aggravated by the interaction of multiple stresses, occurring at various levels, and coupled with a low adaptive capacity among the population. Somalia is also a party to all the major environmental conventions, including: UN Convention on Biodiversity (CBD); Cartagena Protocol on Biosafety; Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); Convention on the Conservation of Migratory Species of Wild Animals (CMS); UN Convention on Law of the Seas; Convention on the Prevention of Marine Pollution by dumping Wastes and other matters; UN Framework Convention on Climate Change (UNFCCC); Kyoto Protocol to the UNFCCC; UN Convention to Combat Desertification (UNCCD); Stockholm Convention on Persistent Organic Pollutants; Basel Convention on the Control of Transboundary Movements of Hazardous Wastes; Rotterdam Convention on the Prior Consent Procedures for Certain Hazardous Chemicals and Pesticides in International Trade; and, Montreal Protocol on Substances that Deplete Ozone Layer. However, the national level actions to meet the obligations under these conventions are negligible due to the capacity constraints and lack of resources to plan or implement integrated programmes in support of the global agreements. The global funding mechanisms linked to these conventions, the country has the opportunity to overcome funding constraints to address key environmental problems.

UNDP-Somalia under its programme Poverty Reduction and Environmental Protection (PREP) has been supporting the National/Regional Governments in Somalia to benefit from the Global Climate Financing. The National Adaptation Programme of Action (NAPA) in response to Climate Change for Somalia was completed in April 2013. The NAPA was prepared by the Federal Government of Somalia with the support of UNDP. NAPA highlighted the priority actions for building the coping capacities of the institutions and communities against the negative impacts of climate change. As a follow-up of NAPA, UNDP and Government of Somalia has initiated a project on “Enhancing Climate Resilience of the Vulnerable Communities and Ecosystems in Somalia”. The project is funded by Global Environment Facility/ Least Developed Countries Climate Fund (GEF/LDCF) for the implementation of priority actions identified in NAPA.

Under the overall guidance of the Project Manager, and as a team member of the Climate Resilience Project, the M&E Officer works closely with the UNDP Project Officers (POs) and the Regional Committees to prepare the relevant M&E/KM systems required to monitor and assess quality of progress, to identify, collect, analyze, document and disseminate lessons learned through an annual project meeting, and support the preparation of project evidence for sharing with UNDP’s Adaptation Learning Management System (UNDP ALM). He/she in collaboration with the POs will prepare the data collection protocols to consistently collect data on project progress from project sites and its processing by the PM for national reporting purposes.

Deberes y responsabilidades

Summary of Key Functions:

  • Development of Monitoring and Evaluation system for the project;
  • Initiate technical reports as well as quarterly and annual reports in line with UNDP and GEF procedures;
  • Liaise with M&E specialist of UNDP Country Office and UNDP/GEF headquarters for quality assurance;
  • Facilitation of knowledge building and knowledge sharing on monitoring and evaluation.

Specific Responsibilities will include:

Ensures a development of Monitoring and Evaluation system for the project focusing on achievement of the following results:

  • Establish the overall results-based M&E/KM strategy in accordance with M&E/KM plans outlined in the project document;
  • Design a system for collecting information on project lessons to be used in annual progress meetings.

Ensures initiation of technical reports as well as quarterly and annual reports in line with UNDP and GEF procedures focusing on achievement of the following results:

  • Develop data collection instruments, cognisant of the spatial data requirements advised by the Technical Advisory Committee;
  • Guide and coordinate the review of the project Strategic Results Framework, including;
  • Provide technical advice for the revision of performance indicators;
  • Identify sources of data, collection methods, who collects data, how often, cost of collection and who analyses the data.
  • Facilitate annual review of risks by PM;
  • Prepare reporting formats and support PM to prepare the required reports. Guide project task teams in preparing their progress reports in accordance with the approved reporting formats. This includes quarterly progress reports, annual project reports, the key meetings reports and technical reports in line with UNDP and GEF procedures.

Ensures liaison with M&E Specialist of UNDP Country Office and UNDP/GEF headquarters for quality assurance focusing on achievement of the following results:

  • Foster participatory planning and monitoring by advising the training institutions on content for participatory monitoring and evaluation of activities;
  • Assist the PM to collate technical reports and other documents from the project and contribute to the Adaptation Learning Management System (ALM);
  • Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader knowledge management efforts.

Ensures facilitation of knowledge building and knowledge sharing on M&E focusing on achievement of the following results:

  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy;
  • Collaboration and coordination with UNDP’s M&E Specialist, other UN Agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues;
  • Participation in evaluation community remaining abreast of latest development and professional norms, standards, tools and methodologies.

Habilidades y experiencia requeridas

Education:

  • Master’s degree preferably in Natural Resources Management, Economics, Climate Sciences, Business Administration or related field with at least 2 years of relevant work experience;
  • A first level university degree with 4 years of relevant experience in the above areas at the national and international level in international development issues may be accepted in lieu of advanced university degree.

Experience:

  • Proven capacity in M&E/KM for the UN System;
  • Proven experience in Monitoring & Evaluation, and knowledge management with understanding of environment and climate issues;
  • Good communication and report writing skills;
  • Experience in the usage of computers and office software packages and experience in handling of web based management systems.

Language Requirements:

  • Fluency in oral and written English and Somali.
