Antecedentes

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

With the end of BRR's mandate approaching, the scope of transition imperatives includes the handover of on and off-budget assets to designated Line Ministries and Local Government before April 2009. During BRR's tenure approximately IRD 31 trillion or USD 3 billion has been or will be spent. The Directorate of Accountancy, Reporting and Asset Management under the Chief of Finance and Planning is leading the asset transfer process. To date, the Directorate has completed inventory and evaluation for 2005-2006 assets and ongoing for 2007 assets, while approximately 40-50% of all on-budget assets have been informally handed over to Local Government.

The assets produced during BRR's tenure must be inventoried, evaluated and a Web GIS based Asset Management Information System (WEB GIS-AMIS) created to manage the related data and information. The AusAID's Asset Mapping Assistance (AMA) Project will develop the AMIS integrating on and off-budget asset transfer data and documentation with asset maps into an appropriate, user friendly system to improve Local Government's asset planning and budgeting, maintenance and operations of the received assets. The AMIS will take into account accounting information for on and off-budget asset in accordance to national and provincial asset accounting system. With the current staff in the Directorate carrying out daily tasks, additional assistance is needed to carry out the initial steps in the development of the AMIS prior to the AusAID project start up date in July 2008.

The TA will take direction from the Senior Asset Management Adviser, the Assets Sub Team Task Team Leader, technical guidence from the Director of Accounts and Asset Management and the Chief Information Office - System Development Manager - PUSDATIN, and collaborate with the AMA Project Team.

Deberes y responsabilidades

The Web GIS-AMIS to be developed will be successful if the development process is performed using procedures or methodologies of system development in compliance with industry standards. The Business process & system requirement analysis is first stage of system development cycle and is the most critical phase of a Web GIS-AMIS development. The objective of this assignment is an occupation to business process analysis & system requirement analysis for the Web GIS-AMIS, since the next steps of system development will be performed in cooperation with the team provided through the AusAID AMA Project.

In managing their asset, BRR has followed the accounting regulations set forth by the Central Government. On-budget asset has been recorded using the national accounting system (Sistem Akutansi Barang Milik Negara or SABMN). Meanwhile, the Local Government has its own accounting system for assets (Sistem Informasi Managemen Barang Milik Daerah or SIMBADA). The BRR Directorate of Accountancy, Reporting and Asset Management have started developing a preliminary database for on and off-budget assets. The Directorate is seeking individuals who have the combined the IT expertise and the knowledge of national accounting system (SABMN) and the provincial accounting system (SIMBADA) to further develop a comprehensive AMIS to be handed over to the Local Government .

Heavy emphasis is placed on end-user requirements. It is essential to involve the end-user in the system requirements activity, to insure the development of a system that is fully responsive the user's needs.


Scope of work:

  • Identify user needs and study existing BRR & Local/Central Government asset management business process (Deliverable: Related documentation; Duration: 3 Weeks)
  • Define Scenarios, alternatives and recommendations for improving asset management business process both at BRR & Local/Central Government (Deliverable: Related documentation; Duration: 2 Weeks)
  • Define Web GIS-AMIS Functional Requirement (Deliverable: Related Documentation; Duration: 2 Weeks)
  • Define Web GIS-AMIS Technical Requirement (Deliverable: Related Documentation; Duration: 1 Weeks)
  • Define Web GIS-AMIS Process & Data Model (Deliveralbe: Related Documentation; Duration: 2 Weeks)
  • Supervise system development & training (Deliverable: Related Documentation; Duration: 2 Weeks)
Identify user needs and study existing BRR & Local/Central Government asset management business process (Deliverable: Related documentation; Duration: 3 Weeks)

The consultants have obligation to make a presentation at least twice for each step of the above processes for getting feedbacks from stakeholders before finalization of the deliverable documents. The final deliverable at the end must have the approval of the stakeholder or end users.

Expected Results/Final Products/Deliverables:
Delivery of outputs as outlined above.

Output/Reporting Requirements:

1. An inception report within four weeks of commencement of assignment.

2. Monthly reports, each month after the inception in a set format covering:

  • Significant Achievements;
  • Allocation of Consultant's Efforts;
  • Challenges and Recommendations;
  • Lessons Learnt; (5) BRR Supervisor's Comments;
  • Report Approval (by BRR supervisor); and
  • Attachments. The attachments include: a log frame of the Content Management Specialist's assigned tasks, activities and output; a time sheet and, if the Content Management Specialist travels outside the duty station, a Return to Station report including any travel claims. This monthly report and its attachments must be submitted by the 5th day of the following month.

3. A final report at the conclusion of the assignment.

Competencias

  • Should have experience working with a reputable international consulting firm
  • Should have ability to interact with a variety of stakeholders in local government, central government, BRR and international technical assistance
  • Should have, if possible, experience with asset management MIS development within a government organization
  • The Consultant should be experienced in working within a dynamic and highly demanding environment. The assignment will be subject to continual time constraints and a sense of urgency, bearing in mind that BRR's mandate is nearing completion.
  • S/he should have the capacity and initiative to perform all tasks associated with the required deliverables. The Asset Transfer team is non-structural and administrative or technical support is limited.

Habilidades y experiencia requeridas

  • Masters degree preferred. Relevant additional post-graduate qualifications will be taken into account.
  • Senior business process analyst with 10 years of experience
  • Capable of conducting a high-level business process mapping
  • High expertise of government business process and government ERP system
  • Having an management/accounting background is an advantage
  • Familiar with process model tools such as UML
  • Proficient in English language spoken and written with an ability to write reports, make presentations, provide training
  • Some Bahasa Indonesia considered a distinct advantage
