Antecedentes

Under the GOI-UNDP project on “Enhancing Institutional and Community Resilience to Disasters and Climate Change (2013-2017)”, technical support is being provided at the national and state levels to strengthen capacities of government, communities and institutions to fast-track implementation of the planning frameworks on Disaster Risk Reduction and Climate Change Adaptation.  Under the project it is envisaged to develop Community Resilience Indicators to assess the level of CR of Communities. In order to assess the CR indictors of the communities it is important to prepare the Base Line Data (BLD) of the selected Districts/ Grama Panchayats where the CR indictors (process and output) will be pilot tested.

 It is proposed to develop a baseline to assess district-specific hazards, vulnerabilities and capacities, and take stock of various interventions by governmental and non-governmental actors that contribute to resilience building of communities. The Action Plan developed through BLD will guide the design and implementation of specific community resilience initiatives in the project districts through the GOI-UNDP project. The BLD will help in monitoring the impact of specific community resilience pilot initiatives implemented under the GoI-UNDP project.  The concept note, study design, project locations and work plan is available on below link:

Deberes y responsabilidades

The consultant/Agency would work under the guidance of the Emergency Analyst & Officer in Charge of the Disaster Management Unit, and in consultation with other colleagues working in the DM team of UNDP as well as officials of the Ministry of Home Affairs. Specific tasks to be undertaken are given below:

  • Secondary data analysis - sampling design, developing tools and techniques and pre-test and finalizing the tools and techniques;
  • Orientation of Survey team in each of the proposed States;
  • Data Processing and analysis, (quantitative and Qualitative);
  • Help organize workshop to discuss the findings and seek feedback;
  •  Develop a hazard and vulnerability profile of select districts (Demography, Occupation, Communication and Transportation, Education, Health and WASH etc);
  • Identify and Assess existing capacities of institutions and communities in the identified districts in terms of their rights & entitlements, their knowledge and response to any types of disasters; and
  • Identify the DRR & CCA initiatives of different stakeholders in working area in terms of policies, practices and actions and mechanism of coordination between GO-NGO-CSO;
  • Identify entry points and develop an action plan for initiating community pilot projects that would enhance the resilience of communities to disasters and climate change.

Expected Outputs and Deliverables

  • Inception report containing the format for data collection, sampling design, tools and techniques to be used;
  • Report on the data processed and analyzed;
  • Workshop report capturing feedback on the report;
  • Draft Final BLD Report – State Wise.

Institutional Arrangement

  • The consultant will report to the Emergency Analyst & Officer In Charge DM unit;
  • The Consultant is expected to coordinate with the State Project Officers, UNDP and the State government counterparts  in the course of performing the work.

Habilidades y experiencia requeridas

Academic Qualification:

  • Master Degree in the  area of Disaster Management, Economics, Social Science Research, Social Work  or in relevant field..

Professional Experience:

  • Total 12 years of experience in Social  Development work  with a minimum of 5 years involvement in conducting baseline studies;
  • The consultant should have a good understanding of the Community Resilience framework or programmes designed and run by Government of India.

Language requirements

  • Excellent written, oral, presentation and communication skills in English with the ability to explain complex analysis and data in a clear and simple manner;
  • Working knowledge of Hindi and any other vernacular language will be advantageous.

Payment Schedule:

  • Submission of Secondary data analysis report of 15 districts identified. Detailed Work Plan – Study design includes (Methodology, Pre-test of tools and finalization of tools for data collection- 30%;
  • Orientation of data collection team in 6 states and completion of data collection from 15 Panchayats. Data Processing and Analysis-50%;
  • Submission and acceptance of Draft report, Power Point Presentation and Final report based  on the feedback from UNDP-20%.

Documents to be submitted:

  • Financial Proposal specifying per day consultancy fee. Prior approved economy class travel expenses will be reimbursed as per actuals in line with UNDP rules;
  • Updated CV with contact details of three references;
  • Proposed methodology and work plan for undertaking the task.

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  •  Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%.

Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
