Antecedentes

Since 2002, the UN Agencies in Montenegro agreed to pursue the idea of seeking support from within the UN (common services grant), the Government and bilateral donors to establish common premises. The agencies felt that establishing a single roof would strengthen the UN System presence, and meet a stated goal of the UN Secretary General under the Simplification and Harmonization initiative. Agreeing on this, the team forged the idea of developing an Eco Premises as both an innovative way of raising funds and a symbolic gesture of respect to the Montenegrin Constitution’s claim as an Ecological State. Moreover, the relocation of the UN family in Montenegro in the new joint premises comes from the fact that the Government of Montenegro voluntarily requested adoption of Delivering as One (DaO) reform in January 2007 and the country officially began implementation of the UN reform in 2010.

The agencies moved to the new building in March 2014. The UN Eco-House is conceptualised using efficient, ecological technology and a modern design. Being designed as a single-floor building and embedded in the landscape, the UN Eco building smoothly fits into the landmark between two bridges. Just as the building costs to the UN have been minimized thanks to the generous contribution of the project partners, on-going costs have also been minimized through the careful design and construction of the building. By producing energy on-site, and using it more efficiently, energy bills are expected to be zero, and any excess energy that is produced will be donated to the national grid.

 

Deberes y responsabilidades

Under the direct supervision of the UNDP Operations Manager and overall guidance of the UN Operations Management Team, the Building Manager will be responsible for managing all activities related to the maintenance and functioning of the common premises and related services within the Eco Shared Premises. He/she will work part-time 80%, i.e. 6.5 hours per day.

To ensure a sound and collegial management of the Eco-building in Montenegro, the incumbent will consult the UN Operations Management Team during the execution of his/her duties. More specifically the selected incumbent will:

  • Maintain smooth work of all systems of the UN building, in coordination with contracted servicing companies, including: electricity (internal electric grid, generator, UPS, photo-voltaic solar panel system, etc.), HVAC (heating, ventilation and air conditioning), communication – landline telephones, internal networks (except computer LANs), security systems – anti-burglar alarm, access control and video surveillance, fire alarm and sprinklers, water supply and sewage; waste removal, elevator, gardening/landscaping.
  • Perform minor repairs in the interior and exterior of the building;
  • Prepare annual work plan for running of the common premises including a draft annual budget for building maintenance/ management; Liaise with the UN Operations Management Team to seek views on needs and different proposals;
  • Liaise closely with the UN Country Security Focal Point and UN Department of Safety and Security Advisor to ensure consistency in the management of security related services and UN common services in the UN House; Liaise closely with UNDSS regarding infrastructure needed for the security guards to properly perform their functions;
  • Liaise with local authorities in relation to UN building maintenance and management;
  • Perform any other task related to building maintenance;
  • Act as a backup to UN Receptionist when needed.

Following his/her selection, the Building Manager will receive basic training about the functioning of the main systems in the building.

Habilidades y experiencia requeridas

Education:

  • Secondary Degree; University Degree in Engineering is desirable, but it is not the requirement.

Experience:

  • Minimum 5 years of relevant working experience.

Languages:

  • Fluency in Montenegrin language;
  • Basic knowledge of written and spoken English language.

Other:

  • Good computer skills.
