Antecedentes

UN Women, grounded in the vision of equality enshrined in the charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Members States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 

Under the overall guidance of the UN Resident Coordinator (RC), and under the supervision of UN Women’s Regional Director for the Americas and the Caribbean, the Gender Specialist will be responsible for providing strategic and technical support to strengthen the work of the United Nations in Peru on gender equality across priority sectors. The scope of work of the Gender Specialist requires experience and in-depth understanding of gender equality and women’s empowerment issues, regional political acumen, as well as programming expertise.

 

The Gender Specialist will provide technical and programme support services to the UNCT to strengthen the UN response to addressing national priorities for gender equality and women’s empowerment and for supporting the Government in the mainstreaming of gender within national policies, in line with UN Women’s strategic vision. She/he is the first line of contact between UN Women and its partners and clients in-country, working in close collaboration with the UN Women Regional Office in Panama as well as UN Women HQ in New York.

 

In particular, she/he will assist, and coordinate with, the Resident Coordinator´s office and the UN Women Regional Office in partnership building, resource mobilization, outreach and donor relations within the country within the framework of related regional strategies for gender equality and women´s empowerment. She/he will also be responsible for effectively managing the administrative and financial activities related to her/his responsibilities.

Deberes y responsabilidades

Summary of Key Functions:

 

  • Advocate for the inclusion of gender equality and women´s empowerment issues within UN system programming and in Government policy in the country;
  • Provide strategic advice and technical support to the Resident Coordinator´s Office and to UN agencies to help ensure delivery of UN Women´s mandate related to gender equality and women´s empowerment within UN Peru;
  • Provide strategic advice and technical support to the Government of Peru to help integrate gender into national policies and programmes, within the framework of UN Women´s priorities for the region;
  • Develop networks and partnerships with appropriate Government Ministries and officials, civil society and other stakeholders for gender equality and women´s empowerment in relation to UN Women´s strategic priorities in the region.

 

Advocacy, strategic advice and technical support to the Resident Coordinator´s Office and to UN agencies

  • Advise and support the UN Country Team (UNCT), and national and local partners, in the development and implementation of laws, plans, policies and budgets, in line with international and national commitments on gender equality and the empowerment of women and girls; and in support of mainstreaming national gender equality priorities into legal frameworks and government-led programmes;
  • Provide technical inputs into, country level United Nations planning and programming processes and similar exercises, including Joint Programmes, in order to ensure that gender concerns are clearly reflected and mainstreamed in all processes, according to results management requirements;
  • Identify and advise on entry points for new initiatives for the UN to strengthen national and local capacities for gender equality and to support the advancement of women’s empowerment and gender equality in the country;
  • Manage the process of collecting and sharing lessons learned on gender equality and women’s empowerment in order to identify lessons learned in relation to areas of strategic priority to guide improvement to attention to gender concerns in UN country level activities in Peru;
  • Advise the UNCT on improved accountability tools and assets so as to ensure the UN’s commitments to gender equality and women’s empowerment are tracked and up-scaled as opportunities arise.

 

Strategic advice and technical support to the Government of Peru

  • Provide technical assistance to Government counterparts in specific policy and project formulation, implementation, monitoring and evaluation related to gender equality and women´s empowerment;
  • Provide technical assistance to Government counterparts to build national capacities for the promotion of gender equality and women’s empowerment, including thorough support to South-South learning and exchange.

 

Networks, partnerships and donor relations

  • Support UN system-wide inter-agency coordination on gender to contribute to strategic and policy discussion on gender equality, and women’s empowerment issues in Peru;
  • Represent UN Women at inter-agency, intergovernmental, regional and national conferences and meetings and advocate UN Women's policies and initiatives in advancing gender equality and women’s empowerment;
  • At the request of the Resident Coordinator, represent the UN system on gender equality and women’s empowerment issues at conferences and meetings to present UN system efforts for the advancement of women in Peru;
  • Establish and maintain active relationships and liaisons with Government counterparts, multi/bilateral donors, civil society organizations, institutes and academia on gender equality and women’s issues to strengthen key alliances and partnerships, enhance collaboration, share and influence agenda and priority setting, mobilize resources, and to develop and implement related policy and programmes;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing and joint programming;
  • Proactively and substantively support and implement resource mobilization activities for fund raising for new projects in coordination with the Regional Office;
  • Engage with National Government, including Parliamentary Committees, local authorities, and civil society organizations in support of women’s representation and leadership in national and local decision-making processes and to enable gender advocates to have a stronger voice in decision-making processes that shape lives of women.

 

Planning and management of activities

  • Formulation of quality project proposals in strategic areas for UN Women’s intervention, setting models for achieving aspired results according to clear monitoring and evaluation systems;
  • Prepare donor proposals and reports to ensure quality compliance with requirements as per established rules, regulations, including the commitments under relevant UNDAF and UN Women global strategic plans;
  • Prepare analytical and regular progress reports to donors, for UN Women Headquarters and the Regional Office
  • Activate and oversee use of systems and processes for effective planning, monitoring and timely progress reporting on activities;
  • Ensure the appropriate utilization of resources approved and allocated to activities,
  • Oversee the collection and verification of accurate and complete documentation for audit review, advice on the preparation of responses to audit and monitor the timely and full implementation of audit recommendations and requested actions;
  • Provide orientation and supervisory guidance through performance assessments, work planning, and managerial supervision;
  • Management of administrative and financial activities related to the functions;
  • Management of all operations related to activities.

Habilidades y experiencia requeridas

Education:

  • Master’s degree (or equivalent) in a social sciences, economics, gender issues, or other development-related fields. 
  • Specialized studies on gender.

 

Experience:

  • A minimum of 5 years of progressively responsible experience in development, focusing on gender programming, part of which has been in the field, with experience on gender equality and women’s rights with an international organization;
  • Experience with the UN inter-agency cooperation would be an asset.  Good knowledge of UN Women and the UN system;
  • Knowledge of and experience in Peru required;
  • Experience working with a variety of stakeholders and partners related to gender equality and women’s empowerment, including UN agencies, Governments and civil society organizations, in a development context required, preferably in the region required

 

Language Requirements:

  • Fluency in written and spoken English and Spanish.
