Antecedentes

The United Nations Development Programme (UNDP) partners with people at all levels of society to help build nations that withstand crisis, and drive and sustain the kind of growth that improves the quality of life for everyone. On the ground in more than 170 countries and territories, UNDP offers global perspective and local insight to help empower lives and build resilient nations. As articulated in its 2014-2017 Strategic Plan, UNDP also aims to be a global operational arm for broadening and deepening South-South cooperation (SSC) and triangular cooperation (TrC).  The SSC team within the Bureau for Policy and Programme Support (BPPS) in UNDP Head Quarters is working to achieve an increased scale and effectiveness of UNDP’s support to SSC/TrC, as well as deeper cooperation with emerging partners on shared development priorities. 

In order to reflect the achievements of UNDP together with other partners, UNDP will bring on board an “Event Coordinator and Advocacy/Communication consultant” to ensure the development, organization and successful implementation of 4 main events:

  • Summit Level side event at UN General Assembly on the Inclusive and Sustainable New Communities (ISNCs) global programme
  • Global Inception Workshop on the Inclusive and Sustainable New Communities (INSCs) global programme
  • Side event at the Third International Conference on Financing for Development (Ffd)
  • The Global South-South Development (GSSD) Expo

The consultant will also support the work of the team along two work streams: (1) knowledge management and the nurturing of communities of practice, particularly through the design and dissemination of monthly and quarterly newsletters and the management of webpages; and (2) the production and dissemination of advocacy and communications materials through social media channels and campaigns.

Expected Outputs and Deliverables:

The following is an indicative list of deliverables, subject to modification based on the changing needs and priorities of the team:

By end of Month 1 (end-May):

  • Assist in the drafting of a concept note for the preparations for the side event at Third International Conference on Financing for Development (Ffd);
  • Support the team in the preparation of advocacy and communication products which include posters, brochures and any needed materials;
  • Identify potential speakers to invite to the event;
  • Prepare communication material for the launch and dissemination of UNDP’s corporate strategy on SSC.

By end of Month 2 (end of June)

  • Draft and send out invitations to speakers;
  • Assist in the design and printing process of the advocacy and communication material;
  • SSC Quarterly Newsletter (Issue 5) (e-version and print version) compiled, edited and disseminated;
  • Provide logistical support to the team in preparing for the side-event at the FfD event.

By end of Month 3 (end of July)

  • UNDP engagement at the Third International Conference on Financing for Development communicated widely through various channels;
  • Assist in the drafting of a concept note for the preparation for the Summit Level side event at UN General Assembly on the Inclusive and Sustainable New Communities (ISNCs) global programme;
  • Support the team in the preparation of advocacy and communication products which include posters, brochures and video clip
  • Prepare invitation letters to distinguished speakers for the event.

By end of Month 4 (end of August)

  • Provide logistical support to the team in preparing for the side-event;
  • Finalize the development of an advocacy video;
  • Communications materials produced and disseminated through UNDP’s public website, social media channels (including Facebook and twitter) and media campaigns, as well as through external platforms to publicize UNDP’s high-level side-event at the GA.

By end of Month 5 (end of September)

  • Provide logistical support to the team in preparing for the High-level side-event during the GA;
  • Summit Level side event at UN General Assembly on the Inclusive and Sustainable New Communities (ISNCs) global programme communicated widely through various channels;
  • Assist in the design and printing process of the advocacy and communication material;
  • SSC Quarterly Newsletter (Issue 6) (e-version and print version) compiled, edited and disseminated.

By end of Month 6 (end of October)

  • Assist in the drafting of a concept note for the preparation for UNDP’s engagement at the Global South-South Development (GSSD) Expo;
  • Support the team in the preparation of advocacy and communication products which include posters, brochures and case studies;
  • Provide logistical support to the team in preparing for the GSSD expo;
  • Draft and send out invitations to speakers.

By end of Month 7 (end of November)

  • Provide logistical support to the team at the GSSD expo;
  • The Global SSC Expo UNDP engagement communicated widely through various channels;
  • Assist in the drafting of a concept note for the preparation of the Global Inception Workshop on the Inclusive and Sustainable New Communities (ISNCs) global programme;
  • Support the team in the preparation of advocacy and communication products for the Global inception workshop;
  • Provide logistical support to the team in preparing for the Global inception workshop.

By end of Month 8 (end of December)

  • Provide logistical support to the team at the Global inception workshop;
  • Assist in the design and printing process of the advocacy and communication material;
  • SSC Quarterly Newsletter (Issue 7) (e-version and print version) compiled, edited and disseminated;
  • Communications materials produced and disseminated through UNDP’s public website, social media channels (including Facebook and twitter) and media campaigns, as well as through external platforms to publicize the launch of the Global Demand-Supply Matching Facility for South-South and Triangular Cooperation.

Institutional Arrangement

The consultant will be supervised by the Lead Advisor on South-South Cooperation, Bureau for Policy and Programme Support (BPPS) and will report to the Policy Analyst on South-South Cooperation on daily basis. S/he is expected to work closely with the respective task managers in the team and incorporate the comments and suggestions from other reviewers.

Duration of the Work

Services will be provided over a period of 8 months (May - December 2015), with possibility of extension based on available budget, the needs of the team and satisfactory performance.

Payment

The payment will be made in an all-inclusive lump sum at the end of the month, based on delivery of deliverables.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in communications, journalism, international relations, economics, social science or related fields.

Experience:

  • At least five (5) years of professional experience with multilateral development organizations in the areas of event coordination, advocacy, communications or knowledge management;
  • Strong familiarity with international development issues, including South-South cooperation;
  • Good knowledge of office software packages and on-line tools.

Language skills:

  • Excellent written and oral communication skills in English.
  • Competency in French or Spanish is an asset.

Evaluation method:

Applicants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ technical qualifications (70%) and financial proposal (30%).

Shortlisted candidates will be interviewed and scored using the following criteria:

  • Strong experience in event coordination for a multilateral organization: 30%;
  • Strong familiarity with international development issues, including SSC/TrC: 30%;
  • Experience in knowledge management, including development of advocacy and knowledge products: 20%;
  • Experience in communications, media outreach with a multilateral development organization: 20%.

Only Individual Consultants obtaining a minimum of 70 of the obtainable points of 100 points (70%) in technical evaluation would be considered for the Financial Evaluation.

Financial Evaluation. The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated;
y = maximum number of points for the financial proposal;
µ = price of the lowest priced proposal;
z = price of the proposal being evaluated.

Only the highest ranked candidates will be considered for the Financial Evaluation.

The contract will be awarded to the applicant whose offer has been evaluated and determined as: (1) responsive/compliant/acceptable, and (2) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

UNDP will provide the following office facilities: a) office space/access to UNDP premise; b) Telephone and internet connection.
