Antecedentes

Within the context of the Zimbabwe United Nations Development Assistance Framework (ZUNDAF) 2012 2015, UNDP Zimbabwe supports the governance architecture and institutions with the primary aim of enhancing the national democratic governance and development processes in Zimbabwe. The Governance and Gender Mainstreaming (GGM) Unit is responsible for overall programme design, management and  implementation of the governance programmes and projects in the Country Office (CO). The Unit provides strategic policy, technical and advisory support services to partners and stakeholders in the execution of governance programmes and projects in Zimbabwe. Guided by the Corporate and CO frameworks, inclusive of the Country Programme Document (CPD), Country Programme Action Plan (CPAP), the GGM Unit supports the governance portfolios under three broad areas of strengthening Access to Justice and Protection of Rights; Capacity Development for the National Peace Architecture and Enhancing Citizen Participation and Accountability.

The Government of Zimbabwe recognizes the importance of Peace and Reconciliation as an enabler for development.  Chapter 12, Part 6 and Section 251 of the Constitution of Zimbabwe makes a provision for the National Peace and Reconciliation Commission (NPRC). It is anticipated that the NPRC will lay the foundation for shaping a peaceful future for the country. Additionally, the ZIM ASSET emphasizes the need to mainstream peace building across the nation as a strategy for creating a conducive environment for economic growth and development.

UNDP in collaboration with the Government of Zimbabwe has designed a programmed aimed at supporting the operationalization of the NPRC while also enabling broader processes geared towards building cohesion and resilience among communities. This programme is designed with the thinking that the promotion of Peace requires a holistic and collaborative approach between Government, Civil Society, Faith Based organizations, Traditional leaders, communities and their leaders at all levels of society and anchored upon a robust and responsive national institutions for peace and reconciliation.

Under the guidance and direct supervision of the ARR GGM Unit, the Peacebuilding Analyst will be responsible for providing substantive capacity building support to the Project within the governance thematic area. He/she will support efforts towards researching and analyzing key trends within the field, generate and manage knowledge, as well as contribute to the formulation of programme/ project briefs, strategies, concept notes and working papers. He/she will work in close collaboration with the UNDP GGM Unit and particularly the respective programme team.

Deberes y responsabilidades

Under the direct supervision of the Assistant Resident Representative Governance and Gender Mainstreaming (GGM) Unit and working closely with the Dialogue Specialist and Programme Coordinator, Peacebuilding Analyst will undertake the following tasks:

Ensures provision of project operation support focusing on achievement of the following results:

  •  Undertaking baseline research on existing capacities in respective field;
  • Analysis and research of information on donors, identification of opportunities for initiation of new projects;
  •  Assist in drafting of proposals for resource mobilisation in consultation with the Programme team;
  • Provision of substantive inputs into strategies for Peacebuilding as required.

Ensures effective implementation of project monitoring and evaluation strategy to achieve the following results:

  • Effective application of Results Based Management tools, establishment of management targets and monitoring achievement of results;
  • Design and formulation of programme Monitoring and Evaluation strategy, ensuring alignment with the Country Programme Action Plan;
  • Build systems and capacities amongst national officers and implementing partners to improve Reporting, Monitoring and Evaluation;
  • Provide efficient and timely responses to partner requests for information and for completion of donor funding agreements.

Ensure support towards knowledge management and dissemination of results with the following key  results:

  • Identification and synthesis of best practices and lessons learnt directly linked to the Programme;
  • Support Responsible Partners in developing critical baselines and knowledge products on existing national and community level peace, reconciliation and dialogue initiatives and mechanisms;
  • Support Responsible Partners in documentation of project outcomes, reporting and packaging of knowledge and practices emanating from their Peace Building work;
  • Development of Programme Development communication strategy addressing reporting of project progress with partners, donors and key stakeholders;
  • Ensure innovative and effective  communication of Peacebuilding work, liaising with Communication nit and Programme Team;
  • Preparation and quality controls of Peacebuilding Programme knowledge products; in conjunction with Dialogue Specialist and Programme Coordinator;
  • Multimedia formats including UNDP web sites and social media platforms are fully utilized to communicate results in accordance with UNDP Communications tool kit.

Habilidades y experiencia requeridas

Education:  

  • Master’s Degree or equivalent in International Development, Political Science or related courses.

Experience:

  • 2 years of progressive relevant experience in providing operational support services, monitoring and evaluations at the national or international level;
  • Experience in the use of computers and office software packages such as (MS Word, Excel, and Power Point) and web based management systems is essential.

Language Requirements:

  •     Fluency in English (both oral and written).
