Antecedentes

UNDP under a Partnership Cooperation Agreement with the Western and Central Pacific Fisheries Commission (WCPFC) has agreed to implement the GEF funded project entitled: Sustainable Management of Highly Migratory Fish Stocks in the West Pacific and East Asian Seas. The proposed Project will remove the main barriers to sustainable fisheries management of highly migratory tuna species in the East Asian Seas, primarily Indonesia, Philippines and Vietnam by strengthening national capacities and regional cooperation to implement fishery sector reforms that will sustain and conserve the highly migratory fish stocks in the West Pacific Ocean and East Asian Large Marine Ecosystems (LME) whilst also considering climatic variability and change. The project is a Regional Project involving the countries of Indonesia, Philippines and Vietnam. UNDP Philippines Country Office has been designated as the Principal Project Responsible Representative for this Project.

The Project Assistant will provide technical assistance to the both UNDP and WCPFC in ensuring that the project produces the results specified in the project document in line with the required standard of quality and within the specified constraints of time and cost. He/She will also liaise with all three countries on the implementation of the project activities at site-level.

Deberes y responsabilidades

Under the supervision of UNDP and the Project Manager, the Project Assistant will carry out the following tasks:

  • Assist in overseeing the  day-to-day management and coordination of the implementation of project activities in accordance with the project document;
  • Provide assistance in the holding of Inception Workshop, trainings, seminar-workshops, meetings and other project activities to be conducted by the project;
  • Assist in preparing/reviewing  and revising consolidated periodic/annual project work and financial plans of partners/collaborators;
  • Monitor the timely submission of technical reports, quarterly financial reports, and other reports as may be required;
  • Assist in coordinating the work of all components/implementing partners/collaborators, recruited staff, service providers, consultants and sub-contractors;
  • Prepare and consolidate for submission, in coordination with WCPFC, monthly evaluation of project activities and accomplishments of all components/ implementing partners/collaborators;
  • Provide assistance mainly to National Fisheries Research and Development  - Bureau of Fisheries and Aquatic Resources – (NFRDI-BFAR) which is the National Partner for Philippines, in the conduct of their project activities;
  • Conduct virtual monitoring with Vietnam and Indonesia National Implementing Agencies of their project activities;
  • Assist in liaising with relevant private and government agencies to ensure the effective coordination of all project activities;
  • Actively support the project in knowledge management and knowledge networking activities
  • Coordinate with UNDP regarding project implementation activities;
  • Disseminate project reports and respond to queries from stakeholders; and
  • Perform other duties and related functions.

Habilidades y experiencia requeridas

Education: 

  • University degree in Statistics, Economics, Environmental Sciences, Agriculture, Management, Business Administration, Social Sciences or closely related field

Experience: 

  • At least 2 years of relevant experience in technical assistance in project implementation, planning and policy, monitoring and knowledge management/marketing;
  • Experience in dealing with different government and private agencies;
  • Experience in Project Management and Implementation, planning and policy, monitoring and knowledge management;
  • Previous working experience with a UN agency an asset.

Language requirements:

  • Has excellent communication skills, such as: oral and written communication in English and Filipino.
