Antecedentes

UNDP in partnership with Commission on Human Rights of the Philippines (CHRP) is implementing the projects, “Nurturing a Culture of Human Rights and Empowering Citizens to Deepen Democracy”. 

The project seeks to build the capacity of key human rights institutions to fulfill their constitutional mandate as duty-bearers to the people, and empower claimholders, i.e. disadvantaged women and other vulnerable sectors to exercise and enjoy their rights.  It builds on the gains of previous human rights initiatives of the Philippine Commission on Human Rights under the UNDP projects, focused on the following concerns: mainstreaming and institutionalizing HRBA and UPR; formulating code of conduct on business and human rights/ environmental extractive mining concerns; and strengthening the capacities duty-bearers and claimholders to promote human rights, inclusivity, integrity, accountability, and the rule of law in governance through addressing the issues in Philippine politics, which inhibit and prevent democratic participation and representation. To achieve these outcomes and outputs, CHR have partnered closely with the key government agencies, NGOs, CSOs, and international organizations.

For 2015-2017, the project shall be on Accessibility which is the key to the enjoyment of human rights. Through the sustained capacity building on the Human Rights Based-Approach to democratic mechanisms (governance processes) such as elections, legislation and business, access by claimholders to enjoy their rights and duty bearers to fulfill their obligations will be enhanced. 

This project also aims to initiate reforms that are geared toward establishing indirect and direct voice channels at the local level, where the practice of democratic dialogue, constituency-building, and inclusive participation can be strengthened.

Various approaches and strategies to ensure passage of enabling policies and plans are set in place to ensure sustainability of the programs and processes. Participation and partnership with various stakeholders including the international community’s shall be done to further strengthen the promotion, protection and fulfillment of human rights in the country.

The Project Manager shall lead the CHR Management stationed at the Ground Floor, SAAC Building, Commonwealth Avenue, Quezon City. He/she shall continuously coordinate with the CHRP Management, Responsible Partners and key UNDP Project Staff in the implementation of the project. He/she shall also coordinate and report to the Project Board and other entities specified under the CHR-UNDP Project Document and Work Plan.

Deberes y responsabilidades

The Project Manager has the authority to run the operations of the projects on a day-to-day basis on behalf of the Project Board within the constraints laid down by the Project Board.  The Project Manager is responsible for the day-to-day management, and decision-making for the Nurturing a Culture for Human Rights and Empowering Citizens to Deepen Democracy projects.

The Project Manager prime responsibility to ensure that the projects produce the deliverables specified in the project documents, to the required standard of quality and within the specified constraints of time and cost. In consultation with the Commissioners, UNDP, and Project Team, the Project Manager shall have the following functions:

  • Establish project work plans and provides technical advisories/ recommendations to CHR Management and Responsible Partners in the areas of project and finance management, procurement and monitoring of the project results including the knowledge products to ensure the completeness and accuracy of project documents;
  • Draft ToRs for the recruitment of project staff including assignment of project personnel; review the procuring methods of goods and services for the projects;
  • Reviews, verifies, and consolidates project documents & finances with the RPs & CHR Project component managers i.e. Memorandum of Agreements (MOAs), Terms of Reference (TORs); & Procurement Plan needed to execute the partnership between CHR & its Responsible Partners; 
  • Conducts regular monitoring visits to the project sites aimed at troubleshooting, ground verification of project relevance and provides assistance to CHR Component Managers and RPs to improve the efficiency and effectiveness in the project deliverables/ outputs;
  • Reviews and finalizes quarterly progress & annual reports’ (integrating physical and financial delivery) based on project work plans/documents; and
  • Linkages and coordinates with concerned CHR, RPs (NGO partners), UNDP, NEDA, and other public and private sector institutions in relation to the implementation of the projects.

Habilidades y experiencia requeridas

Education: 

  • Advanced degree in social sciences or public administration from a reputable University.

Experience: 

  • Experience dealing with government agencies, non-govt organizations, civil society and people’s organizations;
  • Exposure to human rights and governance issues;
  • minimum 4 years experience in project management in a non-profit setting, in a mentoring, supervisory or managerial capacity;
  • Experience in dealing with international funding agencies an advantage.

Language requirements:

  • Fluency in the English, Filipino and the local language.
