Project Title

Enhancing protection for vulnerable women and girls among the Syrian Refugees and IDP’s from SGBV and Trafficking.

Project Description 

The crisis in the different cities of Iraq and its neighbour country Syria and its consequences across the borders in Iraq is an escalating serious humanitarian and human rights emergency. The crisis is being compounded by a massive scale suffering and hardship. Women and children including, disabled, elderly, and victims of conflict in Iraq and Syria have endured numerous displacements since the start of the conflict. Women and girls in particular are among the hardest hit group and due to their gender-specific vulnerability and needs must be given additional support and protection to face the adverse conditions as refugees.

Since the beginning of the Syrian crisis over 220,000 Syrian refugees and 1,000,000 IDP’s have fled into Iraq’s Kurdistan region. These influxes of Syrian refugees and IDPs are being settled into different camps across the KR-I.

Considering the prevailing refugee and IDPs conditions, women and young girls are at serious risk of Increased vulnerabilities for Gender-Based Violence (SGBV), trafficking and sexual harassment and abuse, as well as forced and under-age marriages, rape, abduction, sexual slavery.

UNDP in partnership with Directorate for Combatting Violence against Women, national human rights institutions and national implementing partners from civil society, supporting the provision emergency prevention and protection measures targeting women and girl who are vulnerable to the afore-stated abuse, violations and exploitation. In doing so UNDP is supporting 3 centers inside the Syrian refugees’ camps in Duhok, Sulaimaniyah and Erbil governorates and additional 2 centres in the IDPs camps in Duhok and Erbil governorates, the cenetrs provide set of legal and social services to strengthen the protection of women and girls from Sexual Gender-based Violence.

In view of the above UNDP is seeking the recruitment of a Project Coordinator who will focus on supporting and monitoring the implementation of the “Enhancing protection for vulnerable women and girls among the Syrian Refugees and IDP’s from SGBV and Trafficking” Project, extending support to implementing partners, liaison and coordination with UN agencies, other organizations and monitoring and evaluation of program activities.

Deberes y responsabilidades

Implementation:

  • Lead UNDP intervention; contribute to technical discussion, advice and update UNDP management on issues related to the project;
  • Supervise the work of the implementing partners; monitor the daily implementation of activities provides sounds advice to improve the work;
  • Coordinate and supervise the implementation of project activities that involve different stakeholders, implementing partners and governmental entities;
  • Liaise with project implementing partners and ensure that the implementation of the activities is conducted in accordance to project work plan and objectives;
  • Support and advice on the process of selecting stakeholders for their participation in different activities;
  • Support UNDP resources mobilization to ensure that adequate fund is available for this project;
  • Develop concept note, project document and annual work-plans for the project;
  • Take the appropriate steps to develop SOPs, data-base for SGBV cases, establish referral system and lead coordination on Protection from SGBV with partners and UN Offices;
  • Support the creation and sustainability of strategic partnerships with counterparts;
  • Follow up on the project expenditure, in coordination with the Procurement and Finance Departments;
  • Follow up and ensure that required inputs are processed in a timely and transparent manner, according to UNDP Standard Operating Procedures;
  • Coordinate and liaise with the operations team in providing support services to the projects activities, namely finance/admin, HR, procurement and logistics including arrangement for conferences and workshops;
  • Follow up on the day to day management issues related to the implementation of the project;
  • Provide necessary support to the project team staff in KR-I.

 Reporting:

  • Produce report to UNDP project management, senior management, UNDP HQ and as required by other offices;
  • Issue and produce regular reports on the progress of the projects;
  • Ensure timely submission of reports as required by the donor.

 Financial management:

  • Provide the relevant input for the preparation of activity budgets and budget revisions;
  • Verify invoices for payments against the contracts terms and the actual services offered;
  • Ensure access by auditors to project documentation, personnel and institution involved in the project.

 Networking and Coordination:

  • Represent UNDP in interagency, clusters and workgroup meetings;
  • Provide information on the project and relevant inputs to UNDP promotional materials and press releases in coordination with the Project Manager and Communication Unit;
  • Develop ties with KR-I Human Rights community;
  • Participate in establishing working relationship with other national and international partners working in the same thematic fields in KR-I and in the region;
  • Coordinate jointly implemented activities between the governmental entities and the Civil Society Organizations.

Institutional Arrangement:

  • The Individual contractor will report directly to the UNDP Project Manager through Monthly reports;
  • The individual contractor will meet and interact on regular basis and whenever needed with UNDP implementing partners of the “Enhancing protection for vulnerable women and girls among the Syrian Refugees from SGBV and Trafficking” project;
  • The individual contractor will meet and engage in all sector working groups meeting with other UN agencies and implementing partners;
  • The project will provide all necessary personnel, service and logistical support to the individual contractor including office space, transport for official missions and laptop.

Habilidades y experiencia requeridas

 Education:

  • Master degree in law, gender studies, management, or any other discipline if supported by relevant work experience - 30%.

 Work Experience:

  • 5 years’ experience in SGBV, Humanitarian assistance, project management, program management and/or monitoring and evaluation, preferably within UNDP - 40%;
  • Experience in program coordination.

 Knowledge:

  • Familiarity with humanitarian coordination structures in Iraq is an asset - 10%;
  • Knowledge of the local cultural context.

 Language:

  • Fluency in English both written and spoken, fluency in Arabic both written and spoken/or Kurdish will be an asset - 20%.
