Antecedentes

UNFPA, the United Nations Population Fund, is the lead UN agency for delivering a world where every pregnancy is wanted, every birth is safe, and every young person's potential is fulfilled.

Its work is guided by the International Conventions of Human Rights and Gender Equity, especially in global agreements in population themes included in the Programme of Action of the International Conference on Population and Development (ICPD) and the Millennium Development Goals (MDG).

In the Country Programme, signed by the Government and UNFPA for period 2012-2016, the approach on rights and gender sensitivity, is harmonized with UNPFA's strategic plan with three components: (a) Sexual Health and Reproductive Rights; (b) Population and Development; and (c) Gender and Youth. The Government and UNFPA implement the Programme in coordination with State authorities and Civil Society partners.

Deberes y responsabilidades

This role is primarily responsible for providing programme and administrative support to in the Population and Development Area and its partners in order to contribute to the achievement of Country Programme goals.

Substantive

  • Provide support to the Population and Development (P&D) Area and its partners in administrative and financial activities;
  • Support the P&D Area and its National Program Officer (NPO) with the negotiation of Work Plans (WPs) and maintain their program and financial information accurately and permanently updated and available to contribute to an effective and efficient Country Programme (CP) management;
  • Monitor P&D WPs project budget and expenditures and programmatic objectives to avoid deviations and keep them as per UNFPA’s Policies and Procedures Module (PPM) and form the CP;
  • Support the NPO with the formulation, implementation and monitoring in the UNDAF on P&D issues;
  • Support the NPO in providing technical guidance and support to national counterparts and Country Office (CO) staff on P&D issues;
  • Support P&D Area in designing, conducting, editing and/or disseminating P&D data, analysis and studies;
  • Support the NPO in promoting partnerships on P&D issues with government partners, UN agencies, NGOs, the private sector and academic institutions;
  • Support P&D Area in identifying and systematizing good practices and lessons learned;
  • Support the M&E Focal Point in implementing the CO’s M&E Plan;
  • Support the P&D Area in creating a close working relationship with journalists.     

Operational/Administrative

  • Keep fluent communications with implementing partners confirming that all documentation is complete in filing system and properly approved according to UNFPA rules and guidelines;
  • Ensure WP operation within approved budgets and PPM;
  • Support the P&D Area in communicating and setting meetings with partners;
  • Provide logistical and program support to the CO in organizing events

Financial

  • Maintain P&D Area WPs financial information accurately and permanently updated and available;
  • Facilitate the area WPs operations ensuring administrative and financial support and compliance with UNFPA guidelines and procedures;
  • Control the budget and expenditures of the P&D Area projects to comply with UNFPA financial regulations and rules;
  • Enter requisitions for procurements processes of P&D area in Atlas system. 

Operational

  • Assist in the management of programme budget and WPs in the P&D Area;
  • Gather information and elaborate documentation to initiate WPs’ operations;
  • Provide necessary documentation and information to implementing partners on administrative and financial procedures;
  • Participate in training workshops, meetings and the like on P&D topics;
  • Prepare detailed budget and revisions and review with NPO and implementing partners;
  • Support timely delivery of FACE;
  • Process direct payments requested by implementing partners;
  • Make sure that payments are delivered on time;
  • Monitor acquisition of equipment and follow up the transfer process;
  • Recommend a supplier after analyzing different vendors’ quotations;
  • Send proper documentation to the Administrative Associate in order to have the purchase order prepared and authorized in line with UNFPA guidelines;
  • Monitor payments by UNDP;
  • Provide support in the annual audit process of NEX projects;
  • Ensure the compliance of project closing procedures;
  • Support NPO in preparing presentations and correspondence;
  • Maintain P&D area office and project records updated (electronic and physical files);
  • Make travel arrangements for P&D NPO P&D when required;
  • Schedule of appointments, keep supervisor’s calendar updated;
  • Perform similar and related activities as required.

Competencias

  • Knowledge of Population and Development issues, especially in the Dominican Republic;
  • General knowledge of UNFPA programme themes (Gender and SRH);
  • Ability to interpret financial statements and monitor budgets;
  • Computer literacy, including the ability to prepare presentations;
  • Sound analysis, planning and organizing;
  • Communication and negotiation skills, among others;
  • Writing skills.

Habilidades y experiencia requeridas

  • Bachelor’s degree in Social Sciences, Business or Finance;
  • Desirable:  Master’s degree/ English/ Experience with academic research;
  • Minimum 4 years of experience.
