Antecedentes

UN Women is the UN’s global entity for gender equality and women’s empowerment. It is an inter-governmental body that provides financial and technical assistance to innovative approaches aimed at fostering women's empowerment and gender equality at global, national, regional and sub-national levels. The UN Women Multi Country Office (MCO) works for countries including India, Bhutan, Maldives and Sri Lanka.

Inspired by commonality of concerns between the goals of UN Women and the common concerns of the South Asian Association for Regional Cooperation (SAARC), towards evolving gender just societies, a Memorandum of Understanding was signed between SAARC and UN Women (then UNIFEM) on December 31, 2001. It was founded upon the realization of gender equality between SAARC and UN Women, taking into consideration the established cooperation between UN Women and the Member States of the SAARC. The MoU was renewed on 13 December 2007 and again on 15 April 2014 on mutual interest.  The objective of this provision of advisory role by UN Women is to increase the institutional capacity of the SAARC Secretariat on gender equality and empowerment by providing in-house expertise.

The Gender Advisor will advise the Director, Social Affairs of SAARC on the gender issues and will also support the mainstreaming of gender across programmes and thematic areas of SAARC programmes and coordination of interventions related to gender equality and the empowerment of women. This involves strengthening the understanding on and facilitation of gender mainstreaming as a process, taking into account gender dimensions in all of the SAARC’s policy, programme and organizational procedures.

The Gender Advisor will work in close collaboration with the officials of the SAARC Secretariat and also report to the senior management in UN WOMEN, MCO. This position is located in the SAARC Secretariat, Kathmandu, Nepal

UN Women seeks the services of a consultant to support the SAARC initiatives of the UN Women Multi Country Office for India, Bhutan, Maldives and Sri Lanka.

The International Consultant - Gender Advisor will report to the Director of Social Affairs, SAARC Secretariat in terms of day-to-day work. She/he will report on monthly basis to the UN Women MCO through the Deputy Representative and will link with MCO programs and interventions and technical support/inputs.

The Consultant will be responsible for the following duties and responsibilities:

Summary of Key Functions:

  • Provide technical support to the operationalization of the SAARC Gender Policy Advocacy Group (SAARC-GPAG);
  • Ensure effective and efficient implementation of gender mainstreaming strategies in SAARC;
  • Provide support to joint SAARC Secretariat and UN Women initiatives;
  • Effective knowledge building and sharing in the SAARC Secretariat.

Duties and Responsibilities:

Provide technical support to the operationalization of the SAARC Gender Policy Advocacy Group (SAARC-GPAG) :

  • Support the SAARC Social Affairs Director and UN Women to operationalize the SAARC Gender Policy Advocacy Group (SAARC-GPAG), a regional mechanism for Empowerment of Women and Gender Equality, which was established in 2014, in line with the Addu Declaration of the Seventeenth SAARC Summit (Maldives, 10 November 2011), to promote the empowerment of women and gender equality in the region;
  • The Gender Advisor is expected to be familiar with the TOR of the GPAG and facilitate and support the GPAG in its activities : Assist SAARC to organize Meetings of the GPAG, twice per year; Coordinate and liaise with UN Women, experts and government representatives of the GPAG in preparation for meeting; Prepare reports and maintain records;
  • Support the SAARC Secretariat with the ongoing work of the SAARC-GPAG focusing on the following results : Analyze the gender situation, flag gender issues and concerns, and recommend ways that GAPG Member States may address these; Support formulating projects for SAARC GPAG; Review and reformulate the Gender Primer and draft a Regional Gender Strategy for GPAG; Analyze gender-related linkages of SAARC programs and identify capacity-building initiatives for both the SAARC and the Implementing Partners; Coordinate inclusion of gender specific objectives, indicators, targets and activities in the work of GPAG; Develop gender-responsive toolkits and checklist for monitoring and evaluation of GPAG.

Ensure effective and efficient implementation of gender mainstreaming strategies in SAARC:

  • Provide overall support to Director, Social Affairs, in mainstreaming gender in the SAARC Development Goals and Agenda.
  • Assist the Director, Social Affairs, in building understanding and capacity of the SAARC Secretariat on gender mainstreaming,   working with the relevant development partners by undertaking the following:
  • Organize, facilitate and act as a resource person in training events to enhance the capacity of the SAARC Secretariat and partners in   gender mainstreaming;
  • Help SAARC Programme Units to develop action plans to address the needs of women through analysis of available data, thematic evaluation and assessment reports;
  • Support formulation of clear and measurable goals and expected outcomes related to gender equality and women’s empowerment, focusing on impacts rather than completion of activities;
  • Perform other engendering duties as assigned by the Director, Social Affairs (SAARC), including briefings, speeches and reports on issues pertaining to gender and the empowerment of women.

Provide support to joint SAARC Secretariat and UN Women initiatives:

  • Follow up on the SAARC Gender Info Base and other relevant regional commitments such as the SAARC Convention on Combating and Prevention of Trafficking of Women and Children for Prostitution, in cooperation with UN Women Multi Country Office for India, Bhutan, Maldives and Sri Lanka (India MCO);
  • Liaise with UN-Women India MCO for advisory services and sharing of information / best practices;
  • Maintain a roster/ database of gender and capacity development experts with appropriate subject specializations, language skills and field experience;
  • Establish joint partnerships with government, donor, and civil society on gender equality.

Effective knowledge building and sharing in the SAARC Secretariat, focusing on achievement of the following results:

  • Aid in preparation of relevant summary information on the gender dimensions of SAARC activities. Analyse and disseminate lessons learned through SAARC’s website, newsletters and other tools;
  • Assist the SAARC Secretariat to create networks of media members sensitive to gender issues and to prepare relevant material/information for briefing media and practitioners on gender equality and the empowerment of women, as and when required.

  Expected Deliverables:

  • Effective technical support provided to the operationalization of the SAARC Gender Policy Advocacy Group (SAARC-GPAG);
  • Gender mainstreaming strategies effectively implemented in SAARC;
  • Joint SAARC Secretariat and UN Women initiatives successfully managed;
  • SAARC Secretariat has implemented effectively the knowledge building and sharing mechanisms;
  • Monthly reports submitted to SAARC Director for Social Affairs and the UN WOMEN MCO Deputy Representative.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in Public Policy, Gender and Development Studies, Economics, Social Sciences or any other related field.

Experience:

  • 5 - 8 years of progressively responsible research and programme experience (preferably in South Asia) is required at the national or international level;
  • Experience in working on policy advocacy with government stakeholders or experience working with SAARC or UN, particularly in program development in South Asia would be an asset;
  • Experience in usage of computers and MS Office software (MS Word, Excel, etc.) is required.

Language:

  • Excellent knowledge of English, both written and spoken;
  • Working knowledge of at least one South Asian language
