Antecedentes

The Renewable Energy for Rural Livelihood (RERL) is a joint programme of the GoN/AEPC and UNDP/GEF. In continuation to UNDP’s support to the energy sector and UN’s commitment towards ensuring universal access to modern energy services. UNDP Nepal as well as the GON/AEPC has agreed to extend the partnership in this sector to scale up decentralized energy systems for better linkages with the enterprise development and livelihood enhancement. The RERL will operate within the broader framework of National Rural Renewable Energy Programme (NRREP) of AEPC and aims to provide support particularly in mini hydro, large solar PV, productive end-uses and renewable energy financing contribute to economic, environmental and social benefits of the rural people by removing barriers that have hindered the wider use of renewable energy resources in rural Nepal.

Deberes y responsabilidades

The PIE will work directly under the supervision and guidance of the National Project Manager and Senior National Advisor of RERL. The main responsibilities of the Policy and Institutional Srengthening Expert (PIE) are to coordinate with AEPC and NRREP to implement the energy related activities in a harmonized way. Specifically, PIEs will:

  • Support to prepare Annual and Quarterly Plans and budgets in coordination with respective NRREP components.
  • Support to implement RERL activities in close coordination with respective NRREP components.
  • Support AEPC/NRREP in planning and policy formulation including for promotion of mini hydro and large solar installations. Identify the key areas of studies for policy feedback; develop ToR for hiring consultants and experts for studies and overseer the study, including organization of stakeholder meetings.
  • Support AEPC/NRREP to coordinate plans and activities of stakeholders related to clean cooking and lighting solutions for all by 2017, scaling up renewable energy, sustainable energy for all, etc.
  • Support DDCs to prepare district electrification master plans in close collaboration with Nepal Electricity Authority (NEA) incorporating both grid and off grid solutions for effective and efficient use of resources.
  • Support in institutionalization of mini hydro and large solar PV installations supported by AEPC/NRREP/RERL through formation and capacity enhancement of special purpose vehicles (SPV).
  • Support to identify gaps in dissemination of mini hydro and large solar PV system and prepare capacity development package.
  • Participate in different forums organized by various agencies related to rural/renewable energy, productive energy uses, poverty alleviation, livelihoods and gender and social inclusion.
  • Assist in networking amongst the key stakeholders of rural /renewable energy.
  • Help AEPC to institutionalize RE based best practices and models established through UNDP supported REDP and RERL programme.
  • Documentation and sharing of the lessons learnt from the different innovative technologies and implementation process of promotion of RE's with other stakeholder in national as well as regional level.
  • Provide additional support as requested by the NPD, NPM and SNA as required to make the programme a success.

Habilidades y experiencia requeridas

Qualification:

  •  Master’s Degree in Renewable Energy, Engineering or related field

Experience

  • 7 years’ of work experience in renewable energy sector.
  • Preference will be given to previous experiences in planning and policy for promotion of renewable energy in developing countries.
  • Experience on large micro/mini hydro, large solar system and productive energy uses will be an advantage.
