Antecedentes

Global Pulse (http://www.unglobalpulse.org/about-new) is an innovation initiative of the United Nations Secretary-General on Big Data. Its vision is a future in which big data is harnessed safely and responsibly as a public good. Its mission is to accelerate discovery, development and scaled adoption of big data innovation for sustainable development and humanitarian action. Global Pulse is building a catalytic network of in-country innovation centers, which will test new tools, data and analysis, share what lessons with the global community, mainstream successful approaches for real-time impact monitoring into policymaking. The first Lab has been established in New York (Pulse Lab New York) followed by Jakarta, Indonesia and Kampala, Uganda.
    
Pulse Lab Kampala (http://www.unglobalpulse.org/kampala) is an inter-agency initiative of the United Nations under the Office of the Resident Coordinator in Uganda. The first of its kind in Africa, it will bring together researchers from Government, the UN, non-governmental organizations and private sector to explore the utility of new sources of digital “Big Data” (such as social media, mobile data, online information) and real-time analysis techniques for social development monitoring and program planning. 

The NBSAP Forum (www.nbsapforum.net) was established as a partnership between UNDP, UNEP and the CBD Secretariat. In addition, UNDP and UNEP share a global GEF initiative to support the Forum – the Global Support to NBSAPs project. Among the key NBSAP Forum project products, the team developed and is using the NBSAP Peer Review Framework (http://nbsapforum.net/#peer-review-intro), which establishes a structured methodology for reviewing draft revised NBSAPs against a baseline global best conservation planning practices. The Peer Review Framework consists of 60 questions, or ‘review points’, divided into four sections and six chapters. When requested by countries, the NBSAP Forum global support team systematically uses the Peer Review Framework to analyze the draft revised NBSAP and provide feedback and recommendations on next steps, prior to the country submitting the NBSAP to the CBD, and prior to adopting it as a national instrument. 

A technical review of 20 drafts of second generation NBSAPs suggests that access to and incorporation of geospatial data for systemic conservation planning analysis is a persisting area of deficit. In a review of nine recent peer reviews, the challenge is so pervasive that status and trends data are only clearly evident four times across all of the review points and across the nine NBSAPs. The most commonly omitted analysis is related to the identification and mapping of key connectivity areas (including corridors, buffers, stepping stones), and changes in their extent, ecological integrity, protection status and threats.

Pulse Lab Kampala will built a tool to support  the incorporation of spatial data in NBSAPs. The tool will be a user-friendly online dashboard and associated graphs that will show spatial analysis to inform and monitor policy. The tool will be built in dialogue with the NBSAP Team and the UNDP Global NBSAP Support Team. Accessible through a web browser, the biodiversity monitoring user-friendly tool will provide the ability to compare a number of sources of geographical information (such as the extent of protected areas, changes in the distribution of human settlements, and climatic changes), and to extract statistical summaries of important factors of interest.

Deberes y responsabilidades

The GIS expert will collect, convert and process of spatial data to be uploaded in the web-based tool.

Methodology:

  • The GIS expert is expected to work in close consultation with the Data Scientist and team at Pulse Lab Kampala and Data Engineer at Pulse Lab New York;
  • Skype meetings with Pulse Lab Kampala will be necessary, actual materials to be delivered may be worked on at the location of the expert’s choosing and delivered via email;
  • Copyright and ownership - all materials produced and other intellectual property will be solely owned by Pulse Lab Kampala. Any material provided to the expert will remain the property of Pulse Lab Kampala.

Deliverables/ Outputs:

  • Collation of the available GIS data sources included in annex 1; 
  • Report to support the acquisition of the GIS data sources included in annex 1;
  • Conversion of the GIS data sources included in annex 1 to a consistent format (shape file format, projection, extent);
  • Calculate additional layers with spatial data for the locations of:  wildlife corridors, ecosystems, mining activity and deposit maps, settlements and climate change;
  • Process satellite (as per annex 1) imagery spatial datasets to show trends in land use change.

Habilidades y experiencia requeridas

Education: 

  • Bachelor in Geography, Environmental Sciences or other related disciplines;
  • Specialize post-graduate studies in GIS and Satellite imagery processing.  

Experience:

  • A minimum of five years of post-graduate experience in GIS analysis;
  • Experience handling complex enquiries and interactions with multiple stakeholders;
  • Fully proficient computer skills and use of relevant GIS software. 

Language:

  • Fluent in English (both written and spoken).

Institutional Arrangement:

  • The consultant will report to Pulse Lab Kampala Data Scientist on a regular basis on the progress but this will be done in line with the set deliverables of the assignment;  
  • The consultant will liaise, interact, collaborate/meet staff at Pulse Lab Kampala and partners;
  • UNDP (Pulse Lab Kampala) will support the consultant in the following:

         Access to all reports and data relevant to the assignment. These will include donor reports, project documents and donor reports;
        Support and assistance to gain access to relevant stakeholders for consultations to the extent possible.

Price Proposal and Schedule of Payments:

Payment shall be by the lump sum modality. This shall be an all-inclusive lump sum fee and the contract price shall remain fixed regardless of changes in the cost components:

100 % payment will be made upon achieving the agreed deliverables indicated below:

  • Collation of the available GIS data sources included in annex 1; 
  • Report to support the acquisition of the GIS data sources included in annex 1;
  • Conversion of the GIS data sources included in annex 1 to a consistent format (shape file format, projection, extent);
  • Calculate additional layers with spatial data for the locations of:  wildlife corridors, ecosystems, mining activity and deposit maps, settlements and climate change;
  • Process satellite (as per annex 1) imagery spatial datasets to show trends in land use change.

Evaluation method and criteria:
Cumulative analysis

  • The award of the contract shall be made of to the consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre- determined set of weighted technical and financial criteria to the solicitation
  • Technical criteria weight; 70 points;
  • Financial criteria weight; 30 points.

Only candidates obtaining a minimum of 49 points (70% of the total weighted technical points) would be considered for the financial evaluation.

  • Bachelor in Geography, Environmental Sciences or other related disciplines. Specialize post-graduate studies in GIS and Satellite imagery processing (15 points);
  • At least of five years of relevant post-graduate experience in GIS analysis (30 points);
  • Demonstrated experience handling complex enquiries and interactions with multiple stakeholders (15 points);
  • Fully proficient computer skills and use of relevant GIS software (10 points).

  • Updated Personal CV highlighting past experience in similar assignments and with 3 professional references with contact details (email and telephone);    
  • Financial proposal (in template provided in Annex III) stating an all-inclusive fixed lump sum fee for this assignment in Ugandan Shillings, supported by a breakdown of costs. Such total lump sum price must include professional fee, and costs necessary to conduct the assignment such as communication costs, etc. The consultant will be paid against the completion of specific, measurable deliverables as identified in this TOR.
