Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Caribbean Human Development report 2012 notes that “citizen insecurity has become an urgent challenge of human development in …. the Caribbean” with gender seen as “the strongest predictor of criminal behaviour and criminal victimization” (CHDR, page 33).

Gender-based violence, and in particular violence against women,  and the sexual abuse of both girls and boys is one of the most common forms of insecurity facing citizens in the Caribbean. Gender-based violence directly impacts citizen security, including the stability and health of a family and community.  In addition to direct experiences of violence, the fear or threat of gender-based violence further impacts mobility, productivity, national prosperity and regional stability. Despite relatively strong legal frameworks to address gender-based violence, including intimate partner violence, comprehensive national responses and provision of services for those who have experienced violence remains a challenge in many countries in the Caribbean.

It is critical that on-going efforts to build more stable and secure societies in the Caribbean region integrate strategies which support government and civil society in: the implementation and monitoring of the existing legal frameworks to address gender-based violence (GBV) and intimate partner violence; ensuring a strengthened response by the judicial and policing systems to address impunity;  realizing improved, coordinated response services; ensuring increased voice and leadership of women and girls in this process; and significantly expanding social mobilization efforts which address culturally sanctioned behaviours which result in GBV, including the active engagement of men and boys, as well as community and faith-based leaders.

The programme of work on Social Mobilization to end gender based violence is aimed at supporting strategies and approaches at the national and community level which tackle social behaviours and perceptions that perpetuate the root causes of gender-based discrimination and which reinforce unequal relations of power between women and men. This work will be carried out in partnership with national and community-based partners, and in coordination with other international organisations, including UNICEF, so as to ensure complementarity of support to member states in addressing Domestic Violence.

Under the overall responsibility of the UN Women Deputy Representative, and day to day supervision by the UN Women Programme Specialist (Ending Violence Against Women and Girls), the Programme Analyst will support the Social Mobilisation portfolio of work within the context of the overall programme on Gender Based Violence in the Eastern Caribbean and Jamaica. 

The Programme Analyst will provides technical assistance, programme implementation, financial management, operational, administrative and programmatic support. S/he works in close collaboration with the operations, programme and projects’ staff in the MCO, Regional Office and UN Women Headquarters as required.

Programme management and monitoring support

  • Liaise closely with implementing partners to support project planning, implementation and evaluation;
  • Support the monitoring of the implementation of activities to ensure sustained progress toward the expected results;
  • Undertake field missions to observe the implementation of projects, track results and submit progress reports;
  • Liaise with other UN partner agencies on project activities and results, and in particular support UN Women’s partnerships with key UN agencies such as UNICEF, UNFPA and UNDP as required in this area, so as to ensure complementarity of results.

Technical Assistance

  • Provide technical assistance on social mobilization efforts to project partners as needed, including linking partners to new and dynamic social media and communications tools  and techniques, community intervention methodologies and the use of UN Women Psyco-educational tools  which will support enhanced social mobilization to end violence against women and girls;
  • Provide technical assistance to partners in the collection of regular data which will inform reporting on results and evaluation activities; this includes establishing baseline data and supporting monitoring and evaluation of the impact of social mobilization efforts.

Administrative and financial support

  • Provide technical assistance to project partners with the quarterly submission of Narrative and Financial reporting; 
  • Submit periodic reports on project progress and the achievement of results;
  • Update and maintain project files.

Facilitation of knowledge building and sharing

  • Contribute to identification and synthesis of best practices and lessons learnt directly linked to programme country goals and activities;
  • Support synthesis of lessons learnt and best practices related to programme management and finance;
  • Sound contribution to knowledge networks and communities of practice.

Habilidades y experiencia requeridas

Education:

  • Post-graduate degree, at least a Master’s degree, in one of the following areas:  social policy, gender studies, development studies, or a related field;

Experience:

  • Minimum 3 years relevant experience at the national or international level working with development projects providing hands-on experience in design, planning, implementation, monitoring and evaluation of development projects;
  • Prior experiences working in the areas of preventing/ending violence against women and girls, working in the UN; and in development of UN Joint Programmes on gender equality;
  • Knowledge of the Eastern Caribbean considered an important asset.

Language Requirement:

  • Excellent command of written and spoken English.
