Antecedentes

The g7+ is an independent and autonomous forum of 20 countries affected by conflict and crisis that have united to advocate for country-led Peacebuilding and State building and related development aid process, such as the Global partnership.  It has a Secretariat in Dili (Timor Leste). The g7+ is part of the International Dialogue on Peacebuilding and State building (IDPS), with the International Network of Conflict And Fragility (INCAF), based at the Organization for Economic Cooperation Development (OECD), composed of Donor countries and International development organizations.

In order to meet the challenges of conflict and fragility through more effective development and in the g7+ countries, the members of the international Dialogue established the New Deal for Engagement in Fragile States (the New Deal).  The New deal prioritizes five Peacebuilding and State building Goals, commits the Dialogue to work towards full consideration of these Goals in the Global debate. The New deal further commits members to takes a series of steps to strengthen their focus in country-led planning and priority setting, based on fragility assessments, simplified planning mechanisms and support for political dialogue, and to increase trust between national and international actors by promoting transparency, risk management, capacity development and use of country systems in the delivery of external aid.

The New Deal was presented at the fourth High Level forum on Aid effectiveness in Busan, Korea, in November 2011 by the International Dialogue. It endorses support to implement of its recommendation in the g7+ countries. It is widely recognized that strong g7+ leadership, ownership and voice will be crucial precondition for successful implementation of the New Deal. Furthermore, there is agreement that the New Deal implementation will be guided by individual country context and can therefore take different forms.

The Senior Liaison Officer will improve engagement between g7+ member countries in Africa, the g7+, the International Dialogue for Peace building and State building (IDPS), and the Civil Society secretariats, as well as the World Bank Nairobi based fragility, conflict violence center, while supporting the host country in taking ownership of inter-linkages between conflict, fragility and development in the region and implement the New Deal.

The senior officer will report on a day-to-day basis at the local level to the Chair of the steering committee, composed of representatives of the Presidential office, the Prime Minister office, the Ministry of foreign affairs, the Ministry of finance, the Ministry of Planning, Civil Society Africa focal point, the g7+ Chair and Secretariat, African Development Bank (AfDB), UNDP country office, and the United Mission in Congo (MONUSCO). At the international level, the officer will provide written reports on a quarterly basis and evaluated bi-annually by the g7+ Secretariat. The UNDP team-leader provides general oversight.

Deberes y responsabilidades

Support the development of a strong g7+ group, particularly through:

  • Establishing network within the regional multilateral organization such as AfDB, Africa Union (AU), AU regional Bodies, UNDP regional offices, and Word Bank Fragility, conflict, and Violence Hub, etc.;
  • Supporting the effective day-to-day coordination, communication, and outreach between the g7+, the IDPS and Civil Society secretariats, (the 3 secretariats), with member countries in the Region, including (a) Seeking, gathering, and feeding back view on policy matters from members in the region, communicating these effectively to the 3 secretariats of IDPS, (b) Facilitating the secretariats meeting with high level governments officials, (c) Outreach to new members and mobilizing existing members in the region;

Support members in the New Deal implementation at country level  in the region through:

  • Supporting member countries, including DRC, in the fragility assessment;
  • Producing on an annually basis the African States Fragility Assessment Report;
  • Providing advice as necessary to individual g7+ members on aspects of the PSG indicator, including through presentation, speaking points, briefing notes and other material as necessary;
  • Engaging with international dialogue working group on the New Deal implementation to support countries in the African region;
  • Supporting peer learning process among g7+ member counties, including by visiting the countries as requires and facilitate research and the capturing and exchange of information;
  • Serving in the host country as senior advisor on fragility, conflict and development and the New Deal at the presidential office level.

Support  member countries, including DRC, in enhancing national political buy-in for New Deal implementation:

  • Providing policy support and briefs to the focal points on their engagement with government officials in the country;
  • Facilitate political ownership of the New Deal process at the highest level within the government of g7+ countries in the region;
  • Representing the g7+ secretariat at regional event, as necessary.

Support indicator development and piloting in African region through:

  • Stocktaking and scoping. The aim is to determine PSG data availability and what we need to gather, in terms of the evidence base underpinning peace- and state-building indicators;
  • Tailored evaluation tools and methodologies. This component includes a review of, and dialogue on, rigorous research methodologies and data collection tools suited for  g7+ African countries environments;
  • Promoting rigorous research and brokering evidence. It aimed at disseminating knowledge and findings to policy makers, Civil society and practitioners in  the region.

Other:

  • Other task as requested by members of steering committee, and the g7+ secretariat.

Impact of Results

The purpose of the senior liaison officer is to strengthen the g7+ outreach among g7+ member countries in Africa, to support individual countries to implement the New Deal, to support indicator piloting by countries in the African Region, and to support host country to take ownership of the conflict and fragility regional issues and implement the New Deal.

Habilidades y experiencia requeridas

Education:

  • Master degree or equivalent in development economics, finance, environmental science, international relations or other relevant discipline.

Experience:

  • At least seven (7) years of progressively responsible in international development;
  • A substantial part of that experience should have been gained at the global level, with a focus on development issues in post-conflict countries and fragile states;
  • Extensive and in-depth knowledge of and experience in a g7+ country;
  • Specific knowledge about the g7+ and the New Deal;
  • Excellent written and oral communications skills;
  • Excellent organizational skills and ability to deliver under pressure, flexibility and willingness to have unusual working hours;
  • Good familiarity with ICT solutions.

Language:

  • Fluency in both French and English required.
