Antecedentes

The United Nations Development Operations Coordination Office (DOCO) brings together the UN development system to promote change and innovation to deliver together on sustainable development. DOCO works under the leadership of the UNDG Chair and guidance of the UNDG. The team provides field evidence to inform policy, facilitates the achievement of shared results, and promotes excellence in UN leadership and coordination. The core objective is a relevant and impactful UN contribution to development.

DOCO works in close collaboration with the development, peacebuilding, humanitarian, human rights and administration arms of the UN and its partners, to ensure teamed-up efforts and results through the following:

  • Provide ideas, analysis and advocacy on the UN’s common normative and operational agenda, including on integrated development policy;
  • Develop and quality assure UNDG programme and operations methodology and instruments to facilitate the UN working together for development;
  • Support UN development system coordination mechanisms at country and regional levels, including for Delivering as One;
  • Support field practices on UN coordination and coherence, that result in improved efficiencies and impact;
  • Support the UNDG Chair, regional UNDG Chairs, ASG Advisory Group and the UN Resident Coordinators in the discharge of their leadership and coordination responsibilities;
  • Manage and facilitate inter-agency networks of expertise and knowledge sharing.

As part of UN DOCO’s Knowledge and Innovation Team, the Communications and Knowledge Management Specialist oversees the design of communication tools for UNDG and external audiences to improve transparency and accessibility of the work of the UNDG. The Knowledge and Communications Specialist plays a critical role in ensuring the UNDG website serves the needs of the system while enhancing the narrative of why and how UN Coordination adds value to sustainable development.  This post interacts and collaborates across the DOCO team to improve innovation across DOCO’s work and support the UNDG.

Deberes y responsabilidades

UNDG Website Design and Content Management:

  • Design, develop, update, enhance and maintain the UNDG website ensuring a well-designed, well-structured, easy to navigate and high quality written and visual content that caters to a wide range of users, both inside the UNDG and beyond — from development professionals to UN Resident Coordinators, from UN Country Teams, UNDG Working Group Members to the general public;
  • Create and/or update UNDG web pages and sections to ensure content is current;
  • Administers, build capacity and backstop decentralized content management for parts of the UNDG website for UNDG Working Mechanisms and policy sections to be maintained by global, regional and country specialists;
  • Identify, evaluate and recommend new web-based tools and technology to increase public access to and engagement in the work of the UNDG;
  • Provide advice to website users, resolve real-time access or technical issues and develop and disseminate periodic user updates and bulletins to keep Regional UNDG Teams and other clients apprised of website status, changes and enhancements;
  • Improve search engine optimization; monitor usage statistics and log files and produce reports on user and web site behavior and make recommendation on how to improve web servicesSub point 2.

Knowledge management and  creation of communication materials on delivering together for development:

  • Optimizes content for online use and create graphics for visually appealing web pages;
  • Collaborate and/or actively solicit new written and visual content for website from colleagues in DOCO and across the UNDG, Review, polish, edit and post on the website, ensuring high quality  visual and content posting;
  • Support the Knowledge and Innovation team to document examples of joint communication and advocacy work;
  • Maintain a database of good practices among UN Country teams in communications and advocacy;
  • Collect, disseminate and oversee production of video materials for DOCO and the UNDG as needed;
  • Catalogue and triage frequently asked questions in communications and advocacy for referral to the UNDG Communications and Advocacy Working Group and ensure timely response to RC office colleagues as needed.

Lead DOCO’s social media strategy development and implementation:

  • Design, develop and enhance a DOCO strategy for social media engagement;
  • Day to day management of the UNDG blog site including tagging, uploads, images and comment administration;
  • Maintain database of UNDG Twitter handles. Linkedin & Facebook sites  at global, regional and country levels;
  • Advise on good practices for UNCT social media use;
  • Engage and support Country Communications colleagues in RC offices and UNCTs where relevant in UNDG social media campaigns as relevant;
  • Identify and design new opportunities for DOCO social media engagement including through Instagram, Vine, Reddit etc.

Provide technical support and administer communication and knowledge management tools:

  • Manage, administer and ensure quality on all UNDG web-based systems and manage UNDG knowledge platforms;
  • Provide technical advice, tools and templates to colleagues and other contributors to facilitate the development/posting of website materials and electronic communications and to ensure compliance with and consistency in style, structure, visual attributes and website standards;
  • Develop and manage contracts with external providers of services and supporting/technical resources, e.g. graphic and web designers, programmers, developers and other vendors, in order to maintain ready access to the required expertise to maintain and expand DOCO and UNDG capabilities;
  • Set up, oversee, administer and evaluate use of webinars to promote peer-to-peer exchange and circulation of innovations and new approaches;
  • Together with Knowledge and Innovation Team, maintain & review Lyris database of coordination officer contacts for accuracy & respond to routine Coordination Practice Network queries;
  • Perform the role of Administrator of all UNDG Content Management Systems and manage all sub sites, sections, etc., assign users and groups, add metadata, etc.;
  • Monitor usability, accessibility and security of all online assets;
  • Advise on usability and innovation in communication and knowledge management tools to improve access to information and peer-to-peer learning;
  • Liaise with functional owners and end-users of UNDG platforms to understand and collect applications development requirements;
  • Analyze requirements and prepare functional and technical requirements documents. Based on the requirements, generate a plan to include design, development, test and deployment methodologies;
  • Perform analysis of all production incidents with the applications and provide specific technical recommendations for improvements;
  • Backstop technical support, oversee user administration  and triage help requests for the Information Management System.

Habilidades y experiencia requeridas

Education:

  • Advanced degree in computer science, business administration, communications, or a related field is required.

Experience:

  • Minimum of 5 years’ experience in Communications and web project management experience;
  • Strong familiarity with in content management systems, specifically WordPress, and other web technologies;
  • Excellent writing skills, data visualization skills an asset.

Language:

  • Fluent in English.
