Antecedentes

The United Nations Development Assistance Framework (UNDAF) guides the work of UN agencies in the country. The current UNDAF (2010-2016) is due to end in June 2016. The UNDAF is being developed through an inclusive and participatory process jointly with the Government and other stakeholders.

In April this year, as part of the process of formulating the next UNDAF, the United Nations agencies, programmes and funds, together with the Government of Ethiopia, conducted a Strategic Prioritization Retreat to determine the key areas of intervention for the next UNDAF which will run from July 2016 to June 2020. The strategic prioritization retreat was well attended by government, the UN, Civil society, private sector and donors.

At the end of the workshop the participants have come up with draft outcomes and indicative outputs. In line with the pillars agreed during the workshop, pillar working groups have been established to refine the suggested results areas and to draft the results and resources matrix.  Therefore, these pillar groups are relentlessly working to complete the results framework by the end of May 2015. In addition to this, under the leadership of the RCO, a draft country analysis has been prepared to help constitute the narrative part of the UNDAF.

Hence the RCO is seeking to hire an individual consultant to polish the results matrix and, based on already-existing work, to prepare the first draft of the narrative part of the UNDAF document which includes the introduction; development context in line with the national development agenda and internationally-agreed development goals; and resources requirements.

Deberes y responsabilidades

In the context of the above background information, the UNCT seeks one international consultant to support the 2016-2020 UNDAF preparation and drafting quality UNDAF document.

The consultant will be responsible for the following deliverables:

S/he will:

  • Help polish the results matrices for each of the five UNDAF clusters and ensure that they are consistent and in line with RBM principles;
  • Ensure that the five programming principles (human rights based approach to programming, environmental sustainability, gender mainstreaming, RBM and capacity development) are well reflected in the results matrices;
  • Pull together and draft the first cut of the narrative part of the UNDAF document which includes the introduction; the development context (considering the national development plan, country analysis and post 2015 SDGs); and the UNDAF resources requirement;
  • Share the draft UNDAF document with the Regional UNDG support groups (QSA-PSG) and UN working groups for comment and reflect the comments and finalize the draft.

  • Strong knowledge of UN System and experience in working with United Nations Country Teams;
  • Excellent communication (spoken and written) skills;
  • Previous experience coordinating UN agencies;
  • Ability to articulate ideas in a clear and concise style in English.

Habilidades y experiencia requeridas

Education:

  • Advanced University Degree (Master's or equivalent) in Social Sciences or a related field.

Experience:

  • A minimum of 10 years of the relevant professional experience; previous experience with UNDAF formulations, evaluations and/or reviews;
  • Extensive experience in supporting UNDAF preparations;
  • Specialized experience in result based management;
  • Excellent knowledge of the UN system and UN Common Country Programming Processes is highly desirable;
  • Practical experience in the region and knowledge of the development issues in LDCs is an asset;
  • Experience supporting UNCTs in other countries in drafting UNDAFs and/or strategic plans.

Language:  

  • Excellent written and spoken English.
