Antecedentes

The Gambia Government has received funding from the Global Environment Facility’s (GEF) Least Developed Countries Fund (LDC-F) and the UNDP for the project Enhancing Resilience of Vulnerable Coastal Areas and Communities to Climate Change. The project is being executed by the National Environment Agency, on behalf of The Gambia Government, in partnership with the UNDP Country Office (CO), which is the GEF’s Implementing Agency for the Project. The ultimate objective of the project is to reduce the Gambia’s vulnerability to climate change and associated risks through, among others, institutional strengthening and capacity development and support to climate-resilient alternative livelihoods in vulnerable coastal communities. In 2014, the project produced designs for an integrated farming system in Dasilami and Illiasa, North Bank Region based on a comprehensive survey of local soil, water and topographic conditions that will integrate rice and salt production as well as fish farming in a single location. The project intends, this year 2015, to pilot the design in five hectares at each of the two locations; this pilot requires that a consultant with considerable experience in the design and construction of integrated farming systems is available to supervise the actualization of the designs.

Deberes y responsabilidades

Under the supervision of the National Project Coordinator, a supervision team comprising at least an Engineer & a junior Resident Engineer (RE) shall supervise the construction of an integrated farming system at Dasilami and Illiasa, as provided for in the supplied designs and specifications; the supervision shall have three components as below:

  • Pre-supervision;
  • Supervision;
  • Post supervision.

Pre-supervision

The pre-supervision relates to the recruitment of a contractor for the construction works and entails the following the specific tasks:

Prepare tender documents for the work that covers, but not limited to, the following and in accordance with the requirements of the UNDP:

  • Work and technical specifications including identifying the kind of staff required for the works;
  • Bills of quantities and cost estimates;
  • Prepare draft terms of reference for the work to be finalized by the Client for advertisement;
  • All the above should be accomplished within three calendar weeks (21 calendar days) of signing the contract.

Assist in the selection of a contractor through, but not limited to, the following:

  • Provide answers to questions that may be raised by tenderers in relation to the tender documents and the work;
  • On the identification of a contractor, attend pre-contract meetings between the latter and UNDP, take minutes of the meetings and draw up any necessary addendums between the two, which, and the minutes, shall be part of contract documents;
  • The main contract document shall be prepared by the UNDP.

Supervision

The supervision refers to the day-to-day monitoring of the civil works. The ultimate objective is to ensure that the highest possible quality construction is achieved as a result of full compliance with the engineering design, technical and other specifications in the contract documents.

The specific tasks of the team at this stage are, but not limited to, the following:

The Engineer in close consultation with the Client shall:

  • Prepare a ‘Construction Supervision Manual’ for approval by the Client thatoutlines routines and procedures to be applied in construction supervision and the overall management and administration of the work; this should be provided to the Contractor;
  • Approve the Contractor’s key, and other, personnel for the work;
  • Issue ‘Order-to-Commence’ to the Contractor;
  • Approve the Contractor’s work program, health & safety program, method statement and alsomaterials and their source;
  • Approve the Contractor’s subletting of parts of the work where this becomes necessary;
  • Provide explanations and adjustments to the contract documents as may be required for the timely and successful completion of the work;
  • Approve the Contractor’s working drawings and, if necessary, issue further drawings and/or give further instructions in this regard;
  • Approve the setting-out of the work;
  • Regularly inspect the construction work;
  • Appraise the progress of the works, order suspension of works and authorize, with the Client’s approval, extensions of the period for completion of the works if this becomes necessary;
  • If necessary, order special tests of materials or completed works and/or removal and substitution of improper materials and/or work;
  • If necessary, issue variation orders, evaluate the variations and fix rates for unpriced work in close consultation with the Client; propose alternatives to the latter if this is possible in such a situation;
  • Issue the Client a ‘certificate of payment’ advising the Client to effect payment to the Contractor on the basis of measured work items or the completion of the work or parts thereof;
  • Advise the Client on the need for extending the contract period for the Contractor where the latter requests for such an extension;
  • Advise the Client to relieve the Contractor of any duties or obligations under the contract or to impose additional obligations not included in the contracts;
  • Advise the Client on all matters relating to claims from the Contractor and to make recommendations thereon, including the possible recourse to arbitration if this is necessary.

The Resident Engineer, under the direct supervision of the Engineer, shall:

  • Monitor and check the day-to-day quality control and quantity measurements of the works carried out under the Contract and countersign the payment invoices submitted by the Contractor when the quality of the work is satisfactory;
  • Draw the Engineer’s attention to any instances of non-conformance of the Contractor's works with the technical specifications;
  • Supervise the Contractor in all matters concerning safety and care of the work and workers (including the erection of temporary signs at the worksites) and, if required, to request the Contractor to provide any necessary lights, guards, fencing, watchmen etc;
  • Direct the Contractor to carry out all such works or to do such things as may be necessary in his opinion to avoid or to reduce the risk of any emergency affecting the safety of life or of the works or of adjoining property and to advise the Engineer thereof as soon thereafter as is reasonably practicable;
  • write a day by day project diary which shall record all events pertaining to the administration of the Contract, requests from, and orders given to, the Contractor, and any other information which may at a later date be of assistance in resolving queries which may arise concerning execution of the works;
  • Certify, and if necessary, order correction of the ‘as-staked’ drawings supplied by the Contractor;
  • Check all quality measurements and calculations required for payment purposes and ensure that all measurements and calculations are carried out in a manner and at the frequencies specified in the project documents;
  • Identify construction problems and delays and recommend to the Engineer actions to expedite progress if the work fall behind schedule;
  • In consultation with the Engineer, interpret and apply various legal provisions of the contract documents, in particular with respect to claims from the Contractor for time extensions or extra payments and in general with respect to the Contractor's conformance and compliance with contractual obligations;
  • Prepare detailed recommendations to the Engineer for contract change orders and addenda, as necessary, to ensure the best possible technical results are achieved with the available funds;
  • Assist the Engineer with the execution of the ‘Taking Over’ by the Client from the Contractor of each work, in particular by preparing lists of deficiencies which need to be corrected;
  • Assist with monitoring of the performance of the work during the Defects Liability Period;
  • Carry out such duties under the terms of the Contract, which may, from time to time, be delegated in writing by the Engineer;
  • Organize, in partnership with the Client, monthly monitoring mission of the work by the Client and the Project Board.

Post-supervision

This refers to the ‘defects liability period (DLP)’ of the work; the team shall have the following tasks:

  • Monthly monitoring of the performance of the work by the RE;
  • Half-yearly monitoring of the performance of the work by the Engineer;
  • Advise the Client on the right course of action where defect(s) are noticed during this period for the purpose of correction of the defect(s) by the Contractor within the framework of contractual agreements with the Contractor;
  • Issue a ‘defects liability certificate’ to the Contractor after the correction of a defect(s) by the latter;
  • Issue a ‘certificate of final completion’ to the Contractor at the expiration of the DLP, effectively advising the Client to settle all remaining dues, if any, to the Contractor;
  • Advise the Client on relieving the Contractor of his/her entire contractual obligations at the end of the DLP.

Meetings:

  • The Supervisor shall be under the following meeting and reporting obligations to the Client;
  • Inception meeting-1, on signature of the contract, for presentation of the Supervision program, staff and other relevant matters;
  • Inception meeting -2, on signature of contract for the work with Contractor, for presentation of the work program of the Contractor, the team and other matters by the Contractor;
  • Quarterly presentation, at the quarterly meeting of the Project Board, on progress of the construction work; the Supervisor or RE needs to be present;
  • Site meetings as part of the routine monitoring by the project implementation unit; the Engineer or RE need to be present.

Reporting:

  • Minutes of inception meeting;
  • Monthly brief progress reports on the construction work;
  • Quarterly detailed progress report on the construction work;
  • Substantial completion report at the completion of the construction work;
  • Final completion report at the end of the DLP;
  • Technical reports as may be demanded by the Client;
  • The content of the above reports shall be agreed with the Client.

Habilidades y experiencia requeridas

Education:

  • Minimum Post-graduate training in civil engineering or a related field for Engineer and RE.

Experience:

  • Minimum five years of experience in the design and implementation of integrated farming systems;
  • The RE should have similar experience in either the design or implementation of integrated farming system with at least three examples as prove.

Language:

  • Excellent communication skills in the English language is required.
