Antecedentes

The failure of liberalization of markets has led to a great shift of focus from a market-based economy towards active Government participation through planning. This has led to a revival of development planning in developing countries, focusing on inclusive growth and poverty reduction strategies.  This recognition culminated in the setting up of institutions for coordinating development planning efforts including monitoring and evaluation, investments in human capacities, and formulation of national development plans.

The Gambia has taken initiatives in this direction including the setting up the defunct National Planning Commission. The role of coordinating national development planning now lies with the Ministry of Finance and Economic Affairs under the Directorate of Development Planning (DDP) that also serves as the head of the planning cadre in the country.

The country has developed Poverty Reduction Strategy Papers (PRSPs)-2007-2011 that are succeeded by the Programme for Accelerated Growth and Employment (PAGE 2012 – 2015), which mainstreamed the MDGs and are geared towards attaining the country’s long term Vision (Vision 2020). These initiatives were complemented by investments in human resources both through recruitment and capacity building of planners with support from development partners.

Despite these initiatives and investments, gaps still exist which require attention by Government and stakeholders. These gaps include weak policy environment for development planning, capacity gaps in the planning cadre, and weak monitoring and evaluation among other issues. The PAGE Mid Term Evaluation indicated that the institutional arrangements proposed by PAGE were hardly implemented while the planning units that should be instrumental at the sector level have limited human and material resources to perform.

Scope of work

One of the major assignments to be undertaken by the Technical Assistant is to guide the preparation of the PAGE successor National Development Plan (NDP). To successfully accomplish this task, the Technical Assistant (TA) shall work very closely with DDP to draw up a roadmap for the exercise, develop the tools required for effective consultations at all levels (National and Regional) and with all stakeholders, develop drafts of the plan as well as the final document (including a priority action plan, and a robust results measurement framework). The TA will also serve as advisor to the Directorate of Development Planning on planning related issues and undertakings, and take part in capacity building of the planning cadre, development and/or updating of planning tools and manuals, and support the formulation of sector strategic plans that shall feed into the next NDP.

Deliverables:

  • Prepare a draft work plan/roadmap to be submitted to stakeholders for review and approval;
  • Final work plan/roadmap for the next development Plan;
  • Provide inception report on tools and methodology for the exercise;
  • Support the Ministry to reactivate Technical Working Groups (TWGs) and the running of these groups;
  • Actively participate in consultations on the next NDP at all levels;
  • Provide an initial draft for review and comments;
  • Provide a draft for validation and a post validation draft that encompasses the comments;
  • Development of a robust result measurement framework;
  • Develop/update planning tools and manuals;
  • Support the development of sector/ministerial strategic plans;
  • Equip the Planning Cadre with necessary capacity in Strategic Planning and Monitoring and Evaluation through undertaking specific trainings based on clearly specified needs from planners;
  • Enhance the mechanisms for strengthening the linkage between plans and budget;
  • Develop mechanisms for resource mobilization by closely working with Aid Coordination, PPP, and other relevant Directorates.

Habilidades y experiencia requeridas

Education:

  • Post graduate degree in Economics, Development Studies or in a related discipline.

Experience:

  • 5 years experience in carrying out similar exercise(s) within a developing country context;
  • 5 years experience in formulation of a National Development Plan.

Language:

  • Excellent communication skills in the English language required.
