Antecedentes

Bangladesh is a global leader in the achievement of Millennium Development Goals (MDGs) and shaping the discourse for the Post 2015 development, resilience, urban poverty reduction and social protection agendas.   It has originated many of the most exciting and innovative solutions to development challenges.  UNDP Bangladesh’s mission is to help create open and inclusive civic spaces, within which the government and people are empowered to realize national development goals and fully engage in global sustainable development efforts.

UNDP Bangladesh is supporting the Government to find innovative solutions to its development challenges based on the Country Programme Document approved by the Executive Board for the period 2014 – 2018 with a delivery outlay of approximately $70-90 million per year on average.

UNDP Bangladesh is organized into Programme and Integrated Service Teams.  The former consists of 2 teams: Strategic Resources & Performance Support Team and Development Solutions Team which comprises of three portfolios: Poverty Reduction and Inclusive Growth; Climate Change, Environment and Resilience; and Democratic Governance.

The Integrated Service Teams consists of Human Resources; Procurement; Budget and Finance: Admin and General Support Services; Security and Travel units.

This consultancy is attached to the Strategic Results and Performance Support Team. Strategic Results and Performance Support Team consolidates, monitors and reports on the key results achieved by UNDP Bangladesh across the various clusters and projects; provides M&E advice and support to clusters and projects to meet corporate and donor/partners requirements; provides support to UNDAF M&E group to monitor the UNDAF outcomes and indicators; facilitates knowledge sharing on monitoring and evaluation.

Objectives

The consultant will work under the immediate supervision of the Programme Specialist, Head of Strategic Results and Performance Support Team. S/he will support effective management and implementation of planning, monitoring, evaluation and reporting requirements for UNDP Bangladesh. S/he will work in close collaboration with programme clusters and projects in CO to ensure implementation of result based management and knowledge management in programming processes across CO programmes and projects.

Research and services on M&E:

  • Undertake research and provide advisory support to projects on developing data collection methods, data analysis, empirical research design including RCTs, counterfactual, regression analysis.

Knowledge Management & Capacity Building on M&E:

  • Support knowledge sharing and capacity building activities on planning, monitoring, evaluation, and managing for development results.
  • Develops various types of instruments of data collection, pilot and finalize those instruments in order to carry out research.
  • Demonstrates high level of experience in selection of samples, administers different type of instruments of data collection, successfully manages data retrieval and entry, including programme design;
  • Analyzes quantitative and qualitative data using appropriate analytical tools and produce reports.
  • Carry out workshops and uses different means in order to disseminate findings and maximize the utilization of research to improve policy and practice;
  • Applies econometric techniques to enable rigorous empirical measurement of results, ensuring to the extent possible attribution of results to the relevant project or intervention;
  • Uses STATA to perform regression analysis, instrumental variables, discontinuity and other models as required.  Advises on appropriate models for new and existing project M&E frameworks.

Development and Monitoring of M&E plans:

  • Facilitate the Programme clusters in developing/improving cluster level M&E plans and indicators;
  • Lead and support programme and project staff in planning and implementing monitoring and evaluation tools (surveys, assessments, research works, etc.) following UNDP standards;
  • Provision of intellectual leadership and support to programme clusters at the design stage of project documents to ensure that the project Result and Resource Frameworks (RRFs) are well defined (following SMART/RBM guidelines).

Enhanced-Results Based Management System:

  • Ensure that UNDP Bangladesh effectively implements the corporate requirements related to the Enhanced Results Based Management (ERBM), including integrated work plan (IWP), unit key results, and result oriented annual report;
  • Collaborate with government agencies, other UN agencies, NGOs, research organizations to monitor CPD and relevant UNDAF indicators, and implement joint M&E activities including surveys and relevant research;
  • Ensure that  projects and programme staff are  applying the Results-Based Management tools;
  • Support the cluster head to ensure that UNDP led UNDAF pillars monitor and report evidence-based qualitative and quantitative results.

Effective implementation of UNDP evaluation policy:

  • Provide contribution in planning and management of thematic and country programme/project evaluations, including through drafting and providing comments of the evaluation Terms of References, and compiling all the project evaluation documents in the Evaluation Resource Center;
  • Ensure that evaluation feedback is integrated into project and programme plans;
  • Provide inputs and assist the supervisor to prepare timely management response to all evaluations, and following up on implementation of evaluation recommendations.

Knowledge Management & Capacity Building on M&E:

  • Organize trainings focused on enhancing staff’s capacity (at both CO and project levels) on results based management techniques and tools, monitoring and evaluation and evidence based results reporting addressing their needs and requirements;
  • Contribute to the development and adaptation of tools and guidance and training materials on M&E;
  • Contribute to development of UNDP Bangladesh roster of experts on M&E.

Supervision and Performance Evaluation:

The assignment will be supervised by the Head of the Strategic Results and Performance Support Team.

Timeframe and deadlines of deliverables:

  • The consultant will stay in Dhaka, Bangladesh full-time for the entire duration of the assignment. The consultant will deliver the following output;
  • Conduct mapping exercise/research of the most recent innovative techniques in M&E that can be applied by UNDP Bangladesh (Dhaka-based, 20 days);
  • Support the CO in organizing tailored training on M&E tools and processes (Dhaka-based, 20 days);
  • Ensure that projects are applying innovative M&E tools using mobile technology, ICT, crowdsourcing, etc. for effective and efficient M&E data collection (Dhaka-based, 20 days);
  • Assist with conducting qualitative and quantitative research, empirical analysis, including RCTs, regression analysis and establishment of counterfactuals (Dhaka-based, 20 days);
  • Apply econometric techniques to enable rigorous empirical measurement of results, ensuring to the extent possible attribution of results to the relevant project or intervention (Dhaka-based, 20 days);
  • Use STATA to perform regression analysis, instrumental variables, discontinuity and other models as required.  Advises on appropriate models for new and existing project M&E frameworks (Dhaka-based, 20 days);
  • Advice programme clusters and projects to develop, improve and implement M&E plans (Dhaka-based, 20 days);
  • Provide technical support in implementation of UNDP evaluation policy by reviewing TOR to ensure that they abide by the principles of the policy; assisting with completion of the evaluation plan and ensuring that management responses are adequately integrated in the Evaluation Resource Centre (Dhaka-based, 10 days).

Inputs:

  • UNDP Bangladesh will provide office space and transport to field sites when required.

Education:

  • Minimum Master’s Degree or equivalent in statistics/economics/social sciences or in any related fields.

Experience:

  • Minimum 5 years of relevant experience in conducting and overseeing research/developing and implementing monitoring and evaluation strategies at the national and/or international level is required;
  • Minimum 3 years of experience in conducting quantitative and/or qualitative research;
  • Minimum 3 years of proven knowledge of current issues and innovation in results-oriented monitoring, including trends, principles, and methodology;
  • Minimum 3 years of knowledge and understanding of monitoring and evaluation concepts and project design frameworks in international organizations;
  • Minimum 3 years of experience in the usage of statistical software packages and in handling of web based management systems.

Language:

  • Fluency in English.

Evaluation of the Candidates

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.

Technical Evaluation Criteria (Total 70 marks):

  • At least five years of experience in conducting or overseeing quantitative and/or qualitative studies (30 marks);
  • At least five years of experience in developing and implementing M&E strategies and tools in a development context (30 marks);
  • Prior working experience on research, monitoring and evaluation at international organizations, UN agencies, NGOs or CSOs Adequacy of the proposed methodology and approach in responding to the TOR (10 marks).

Financial Evaluation (Total 30 marks):

  • All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal.

All other proposals received points according to the following formula:

  • p = y (µ/z)

Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

  • 1st Installment: 15 % of the contract amount upon submission of the 1 deliverable;
  • 2nd Installment: 15 % of the contract amount upon submission of the 2 deliverable;
  • 3rd Installment: 15 % of the contract amount upon submission of the 3 deliverable;
  • 4th Installment: 15 % of the contract amount upon submission of the 4 deliverable;
  • 5th Installment: 15 % of the contract amount upon submission of the 5 deliverable;
  • 7th Installment: 10 % of the contract amount upon submission of the 7 and 8 deliverable.

Proposal:

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
