Antecedentes

The OCD-NDRRMC, with support from the United Nations Development Programme (UNDP) is currently implementing a 3-year project entitled “Capacity Development for Managing Disaster Risks from Natural Hazards and Climate Change”, also known as the “DRRM/CCA Policies Standardization Project”.  Its expected outcome is that the national and local governments have the ability to reduce and manage risks to human development resulting from multiple hazards and climate change.

This Project, in support of enhancing the capacities of national government agencies and local government units to harmonize DRRM/CCA into national and local policies, strategies, and planning frameworks, will be producing study reports, technical advice and recommendations for the NDRRMC. To do this, a Consultant/Liaison Officer is being recruited to lead in establishing and maintaining relationships to relevant and important organizations for mutual understanding and cooperation in addressing gaps, issues and concerns, and challenges in DRRM and CCA in the Philippines. The NDRRMC currently reviews its policies, plans and frameworks that include the Sunset Review of the RA 10121, revisiting of its Implementing Rules and Regulations (IRR) and the National DRRM Plan. The liaison officer shall provide support to OCD-NDRRMC through this Project.

Deberes y responsabilidades

Under the supervision of the Project Manager, the Liaison Officer  will carry out the following tasks:

  • Formulate, coordinate, and execute national government’s legislative agenda for the NDRRMC; integrate DRRM/CCA efforts of NDRRMC with the Congress, develop comprehensive congressional engagement strategies, and dissemination of critical information on Congressional activities in relation to the Sunset Review of RA 10121;
  • Lead in establishing and maintaining relationship with the Congressional Oversight Committee, Responsible Partners and NDRRMC members for a mutual understanding and cooperation in the development, implementation and monitoring strategies, policies, plans and programs in DRRM and CCA;
  • Communicate and exchange information directly with the relevant and important government, non-government and civil society organizations for the Sunset Review of RA 10121;
  • Facilitate the organization of meetings, forums and conferences with the concerned organizations;
  • Prepare and submit progress reports to OCD-NDRRMC regarding development, implementation and monitoring strategies, policies, plans and programs in DRRM and CCA.

Habilidades y experiencia requeridas

Education:

  • Bachelor's degree in communications, community development, social sciences, public administration, or other relevant fields.

Experience:

  • At least 5 years of professional experience in formulation, coordination, and execution of national government’s legislative agenda, integration of DRRM/CCA efforts with congress, development of comprehensive congressional engagement strategies, and dissemination of critical information on congressional activities; conducting policy dialogues, policy briefs and Project Management;
  • Extensive trainings on DRRM, applied knowledge on gender responsive policies and familiarity with international standards.

Language:

  • Fluency in the English and national language
