Antecedentes

UNDP’s Local Governance program is supporting the Government of Myanmar in its local governance reforms. Since 2013, UNDP has engaged closely with Ministry of Home Affairs to map the current situation on local governance, amongst others in terms of planning, service delivery and institutional arrangements as well as available capacities. The purpose of the mapping has been to better understand the state of governance in Myanmar at both state/region and township levels, from both the supply and demand side perspective, i.e., from the institutional and people’s perception.  The mapping has identified opportunities and challenges that exist in the area of sub-national governance, and contributes to policy discussions on regional and local governance in an informed manner. It is expected that this mapping exercise will build on the momentum of reforms, and contribute to a further consolidation of the democratic transition process in Myanmar. The objective of the mapping has been to provide national stakeholders with the necessary data and information to make informed decisions/produce better informed policies/better plans for improved service delivery and democratic governance at local level. The mapping will also be used as a basis to design and refine UNDPs support to the Governments future work on local governance in Myanmar.

UNDP is now looking for a short-term international consultant to prepare a consolidating paper of the all findings emerging from the local governance mapping.

Deberes y responsabilidades

UNDP is seeking to engage an international consultant to support UNDP in drafting such paper based on the local governance mapping. The International consultant will report to the Local development specialist under Pillar 1.

Prepare a policy paper on local governance of around 50 pages that consolidates the data and findings from the local governance mapping.

The paper should as a minimum include the following aspects:

  • People’s perception of the quality of service delivery in the sectors covered by the local governance mapping;
  • People’s perception of the quality of township governance;
  • Peoples involvement in development activities (as coming out of the data);
  • Service providers perception of governance in their sector;
  • Cross comparisons of findings between states and regions, urban/rural, gender.

Habilidades y experiencia requeridas

Education:

  • Advanced university degree (minimum Master’s level) in law, human rights, development economics, political science, local development, economics, or equivalent qualifications.

Experience:

  • A minimum level of 7 years of working experience of which at least 5 years should be in local governance/local development;
  • Excellent communication and writing skills and experience of writing learning material on local governance;
  • Capacity to write complicated issues in a clear and concise language;
  • Good understanding of the local governance mapping methodology;
  • Previous work experience in UNDP is an advantage;
  • Previous experience of work in local governance in Myanmar is an advantage.

Language:

  • Full working knowledge of English, including excellent writing skills.
