Antecedentes

The United Nations Development Programme (UNDP) is the global development network of the United Nations system that is on the ground in 177 countries, with its Headquarters in New York, USA. The Bureau of Management is a central Bureau of UNDP Headquarters that deals with the development of corporate strategies, policies, tools and systems in the key management areas of human resources, finance and administration, budget, procurement, information and communications technology, legal, security, management consulting, and multi-partner trust funds. Drawing on sound analytics and a risk-management approach, BoM supports UNDP in the achievement of development results through management advice, innovative business solutions and other corporate services in operations management in line with evolving needs and expectations of development partners and international best practices. BoM also oversees policy adherence in operations management, safeguarding UNDP’s accountability vis-à-vis United Nations Member States and other relevant partners.

The Directorate of the Bureau of Management (BoM) consists of a small team advising and supporting the Assistant Administrator/Director and Deputy Directors of BoM on a wide range of management issues with significant corporate implications. The Directorate is also responsible for integrating and coordinating activities of BoM business units. The Directorate is managing the Programme and Operations Policies and Procedures (POPP) Enhancement Project and UN Agency services task force related to operational issues.

Deberes y responsabilidades

Under the direct supervision of the Chief of Directorate, Bureau of Management and working closely with Management Advisor/POPP Enhancement Project Manager in the Directorate, the Consultant shall perform the following duties:

  • Assistance with the preparation of operation advice on a wide range of corporate and institutional issues, including on the interpretation and application of operational aspects of the regulations, rules and Programme and Operations Policies and Procedures relating to UNDP operations;
  • Provide technical and administrative implementation support to the POPP Enhancement project activities, including support and follow up of meetings recommendations;
  • Providing regular follow up on new/revised corporate policies and procedures;
  • Maintaining of Repository of UN Partnership agreements and Service Level Agreements, undertake customer surveys, follow up on client related matters;
  • Support to training/workshops on new policies, procedures and agreements;
  • Assist in coordinating the Project Board, Project Team, Headquarters and Field Focus Group meetings and consolidate feedback provided;
  • Assist in the preparation of the concept papers, notes, minutes, presentations to relevant stakeholders;
  • Supporting review of MOUs, SLAs and documents relating to UN Agency services;
  • Assist with other functions of the Projects as needed.

Habilidades y experiencia requeridas

Education:

  • Master's degree in management, law, public administration and/or public policies. Law degree with a concentration in commercial and international law would be an advantage.

Experience:

  • A minimum of 2 years of relevant experience with an international organization or government;
  • Knowledge of the UNDP policies and procedures;
  • Experience in the usage of computers and office software packages;
  • Knowledge of UNDP legal framework, would be an advantage.

Language:

  • Fluency in English;
  • Knowledge of French, Spanish or another United Nations official language is desirable.
