Antecedentes

Technology can be a powerful solution to address the dual challenges of development and climate change. The purpose of this project is to create an online platform which supports decision makers and other stakeholders in developing countries to embrace renewable energy and energy efficiency technologies and to support the whole process of technology transfer and deployment.

REEEP dedicated funding towards building on the existing online technology database ClimateTechWiki (CTW) (http://climatetechwiki.org) with technology descriptions of mitigation and adaptation technologies, supporting case studies and a forum for discussion. Currently, CTW functions as a support tool for GEF funded Technology Needs Assessments (TNA) being implemented by UNEP /UNEP Risoe Centre in 36 developing countries.

Experts and government representatives involved in these TNAs expressed demand for additional CTW functions, including:

  • More detailed information on technology costs and examples of technology implementation;
  • Additional tools and supporting resources for project and program development, e.g. on project financing, existing funding mechanisms, and training and support programs;
  • The possibility for connecting a wide range of users (technology practitioners, policy makers, manufacturers).

During 2013 - 2015, UNDP, in collaboration with UNEP DTU (Denmark), ECN and JIN (both the Netherlands), implemented a project, supported under REEEPs 8th Funding Cycle, to further develop ClimateTechWiki as an on-line climate technology database. Additional efforts have been suggested by REEEP for further supporting REEEP’s Climate Knowledge Brokering initiatives.

Activities and Outputs

Under the guidance of UNDP, the following activities will be implemented by the selected consultant for the CTW:

  • Discussions with the Climate Technology Centre & Network (CTCN) on collaborations with CTW;
  • The consultant will organize phone/online discussions with CTCN to share experiences from CTW with building an online technology database.  The Consultant will also discuss options for CTCN & CTW collaborations and options for the future.

Outputs:

  • Summary report of outcomes from discussions with CTCN, outlining options for future collaboration between CTCN and CTW.
  • Participation in the work to create a “CKB Manifesto”;
  • The CKB Group (http://www.climateknowledgebrokers.net) is putting together a new publication on knowledge brokering. It is proposed that the Consultant will carry out semi-structured telephone/skype interviews with a number of targeted users of the website/database.

Targeted users will be identified from two categories:

Users of ClimateTechWiki during Technology Needs Assessment (TNA) projects: between 2009 and 2013, 36 developing countries have conducted TNAs for mitigation and adaptation. ClimateTechWiki was developed initially as an online technology database. In the latest round of TNAs (2009-2013), 61% of the Parties have mentioned in their TNA reports ClimateTechWiki either as an information source for stakeholders, or as a reference for their technology fact sheets for adaptation. For mitigation, 53% of the Parties have mentioned use and consultation of ClimateTechWiki as a source for technology familiarisation. For the interviews, around 10 TNA country contacts (as well as regional TNA supporting institutes) will be invited for an interview. Questions will be prepared by JIN and discussed with REEEP before the interviews.

Contacts from a database which ClimateTechWiki has developed with interested persons and institutions. From this list a number of persons will be invited for interviews about how they have used ClimateTechWiki, what they have found useful, where improvements can be made and what types of information they would recommend to be added to the site. For example, ClimateTechWiki team members have collaborated with WeAdapt and AfricaAdapt and lessons learned from this collaboration will be incorporated in the report.

The Consultant will conduct 8 interviews with CTW users, maintain a transcript of the interviews, and write the chapter for the manifesto.

Outputs

  • Draft chapter, based on interviews with CTW users, for CKB Manifesto;
  • CTW poster (A0 size) to share details about the platform with members of the CKB group.

Competencias

  • Outstanding overall expertise relating to web-based site development and management;
  • Excellent knowledge of issues around international technology transfer, as framed under the UNFCCC and beyond that;
  • Excellent knowledge of mitigation technologies;
  • Demonstrated leadership and experience in leading website development that involve cooperation with multiple stakeholders is an advantage;
  • Excellent interpersonal and communication skills; research, analytical and writing abilities and the ability to work in teams, especially those covering various disciplines;
  • Excellent demonstrated ability to be flexible and work under tight deadlines in an independent working environment;
  • Ability to work in an international environment and in multidisciplinary teams;
  • Excellent demonstrated fluency in English, both written and oral, is required;
  • Proficiency in at least one of the other UNDP official languages desirable.

Habilidades y experiencia requeridas

Education:

  • An advanced degree is required in one of the following areas: climate change, engineering, energy, technology innovation, environmental and/ or development economics.

Experience:

  • At least 10 years of relevant work experience in an international development context, including conducting research on international development issues including climate change, technology and/or energy;
  • Previous professional or research experiences with international organizations, especially with UNDP is preferred.

Language:

  • Fluent in English.

Criteria technical evaluation (70 points)

Technical Evaluation: 70% of total evaluation (maximum 70 points):

  • Criteria A: Education (maximum 15 points);
  • Criteria B: Experience (maximum 45 points);
  • Criteria C: Language requirements (maximum 10 points).

Note:

Only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation.

Financial Evaluation: 30% of total evaluation (maximum 30 points).

Please submit an all-inclusive lump sum daily fee.

Financial proposals must be all inclusive and must be expressed on the basis of a daily fee. The term ‘all inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the daily fee.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Note: UNDP will provide access to internet and a printer during the assignment (the cost of these facilities should not be included in the financial proposals). The cost of any official missions should not be factored in the financial proposal of the applicants either.

The Consultant will not be expected to travel in the context of this assignment.

Criteria for financial evaluation (30 points)

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where;
  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

Contracts will be based on deliverables (outputs/reports) in US dollars:

  • Summary report of outcomes from discussions with CTCN, outlining options for future collaboration between CTCN and CTW (15%);
  • Draft chapter, based on interviews with CTW users, for CKB Manifesto + Climate Tech Wiki poster (A0 size) to share details about the platform with members of the CKB group (85%).
