Antecedentes

The approved GOI-UNDP Country Programme Action Plan (2014-2017) envisages that as a contribution to the programme, appointment of dedicated human resources can be made for the implementation of nationally implemented projects. It also envisages provision of demand based development support services to support administrative efficiency and to develop capacity of the government agencies.

The Urban Development Department, State Government of Himachal Pradesh, responsible to implement the Comprehensive Capacity Building Programme under the JNNURM a centrally sponsored  scheme of Government of India has identified the need to fast track the hiring the qualified professionals/ experts at various levels in different domain areas. This is to enhance capacities of urban local bodies and the respective Mission Directorates and/or Implementation Units to initiate the activities under the scheme. Accordingly, the Government of Himachal Pradesh has requested UNDP India to provide demand-based human resource to facilitate implementation of activities outlined under the scheme.   

Summary of Key Functions

The Project Executive will be based at UNDP, Delhi office in and under the overall supervision of the Energy & Environment Unit; he/she will assist the unit in day to day coordination required for smooth implementation of various DSS related services to be provide to the Government of Himachal Pradesh.

Deberes y responsabilidades

The Project Executive will be responsbile for the following tasks:

  • Act as the focal point for contract management for recruitment made under various DSS agreements signed between the state governments;
  • Assist the unit in implementation of DSS programmes for state Governments;
  • Assist the unit in budget preparation for DSS proposals to the state government;
  • Processing of payment for various vendors/contract holders under the programmes and generating MIS for the same;
  • Providing update on the status of the ongoing programmes as required by the unit;
  • Drafts responses to emails, letters, minutes of meetings, format presentations and document briefs;
  • Provide HR related support in terms of coordinating interviews, processing requests for contracts renewal;
  • Maintain HR related records and files to ensure effective storing and retrieval system for the unit;
  • Coordinate logistics support in terms of organizing conferences, interviews, workshops, liaison with procurement and travel unit to support travel arrangements and hotel accommodation;
  • Perform any other tasks assigned from time to time by the unit.

Habilidades y experiencia requeridas

Education:

  • Essential - University Degree in Science, Economics, Management or relevant disciplines;
  • Desirable - Post Graduate degree/ diploma in management or relevant disciplines.    

Experience: 

  • Overall 5 years of experience with minimum 2 years of relevant experience for degree holders and 2 Years with minimum of 1 year of relevant experience for post graduates, with regard to the implementation and management of projects related to Recruitment & Government Services. Prior experience of working with the government and UN agencies will be an advantage.

Language:

  • Fluency in English;
  • Working knowledge of Hindi and/or any other Indian language is desirable.       

Other:

  • Travel to the programme states, districts and cities would be required.    

Remuneration package is Rs. 60,005/- per month (taxable).  UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
