Antecedentes

The Executive Committee decided at the 72nd meeting (Decision 72/40) the following:

  • To note the overview of approved HCFC demonstration projects and options for additional  projects to demonstrate climate-friendly and energy efficient alternative technologies to HCFCs contained in document UNEP/OzL.Pro/ExCom/72/40;
  • Pursuant to decision XXV/5 of the Twenty-Fifth Meeting of the Parties, to consider at its 75th and 76th meetings proposals for demonstration projects for low-global-warming potential (GWP) alternatives to HCFCs within the following framework.

The following criteria would be applied when selecting projects:

  • The project offered a significant increase in current know-how in terms of a low-GWP alternative technology, concept or approach or its application and practice in an Article 5 country, representing a significant technological step forward;
  • The technology, concept or approach had to be concretely described, linked to other activities in a country and have the potential to be replicated in the medium future in a significant amount of activities in the same sub-sector;
  •  For conversion projects, an eligible company willing to undertake conversion of the manufacturing process to the new technology had been identified and had indicated whether it was in a position to cease using HCFCs after the conversion;
  • The project proposals should prioritize the refrigeration and air-conditioning sector, not excluding other sectors;
  • They should aim for a relatively short implementation period in order to maximize opportunities for the results to be utilized for activities funded by the Multilateral Fund as part of their stage II HCFC phase-out management plans (HPMPs);
  • The project proposals should promote energy efficiency improvements, where relevant, and address other environmental impacts;
  • Total funding for such projects described in sub-paragraph (b) above would not exceed US $10 million. The project proposals should also contain information on co-financing;
  • Funding requests for project preparation and project concepts where no project preparation funding was required, including indicative costs of the final demonstration project for projects described in sub-paragraph (b) above, would be considered at the 74th meeting. The funding requirements and project concepts should address the criteria described in sub-paragraph (b) above;
  • If not extended by decision of the Executive Committee, the demonstration project would be considered financially completed 12 months after the intended completion date, and remaining funds would be returned; reporting obligations for the demonstration project would become part of regular progress reporting under the HPMP, and their fulfillment would be required to allow submission of a tranche;
  • Any reductions in the consumption of HCFCs would be deducted from the starting point for sustained aggregate reductions in eligible consumption.

To invite bilateral and implementing agencies to provide proposals for feasibility studies, including business cases for district cooling, no later than the 75th meeting. The resulting studies should assess possible projects, their climate impact, economic feasibility and options for financing such undertakings. The studies should enable stakeholders to understand the advantages and challenges as compared to business as usual. The funding for each study would be limited to a maximum of US $100,000, with a maximum of four studies to be funded. The Executive Committee is not agreeing with this approval to consider further funding beyond the feasibility studies.

To request the Secretariat to prepare a paper analyzing the remaining eligible HCFC consumption in various sectors and subsectors of potential demonstration relevance, for consideration by the Executive Committee at its 74th meeting.

Based on this decision, china drafted the proposal: Proposals (PRP) of demonstration project of ammonia semi-hermetic frequency convertible screw refrigeration system in the industrial and commercial refrigeration industry and submitted the 74th Meeting of the Executive committee held in May 2015.  As per decision 72/40, the demonstration projects need to be developed and submitted on or before the 76th Meeting of the Executive Committee.  Services of consultant – individual or organization – is sought for development of this demonstration project for submission to the 76th Meeting of the Executive Committee.

Deberes y responsabilidades

The Specialist will work with UNDP under the direct supervision of the UNDP China Country Office; the Foreign Economic Cooperation Office, Ministry of Environmental Protection (FECO/MEP) of China; the Montreal Protocol Unit/Chemicals Programme Coordinator in the Asia and Pacific Region; and in close collaboration and coordination with the technical staff of the project implementation partner, China Refrigeration and Air-conditioning Industry Association (CRAA).

The specialist will carry out the following services:

  • Review of the demonstration project proposal submitted to the 74th Meeting of the Executive Committee along with the comments of the Multilateral Fund Secretariat that related to key aspects to be covered in the demonstration project;
  • Draft the proposal for Fujian Snowman Co. Limited to be submitted the 75th ExCom and cooperating with UNDP, FECO and the company to finalize the proposal. The 75th ExCom meeting will be held from 16 to 20 November 2015. The report should be submitted to the Multilateral Fund Secretariat 8 weeks before the 75th meeting. The proposal will include total costs, for product design modifications, production process and operations modification, testing requirement modification, training and product/market promotion for semi-hermetic frequency convertible screw refrigeration system that are under consideration. The coverage of the project proposal should be in line with the project proposal submitted to the 74th meeting of the Executive Committee that was approved;
  • Hold consultations with Fujian Snowman Co. Limited, China Refrigeration and Air-conditioning Industry Association (CRAA) and FECO on the project proposal;
  • Assist UNDP and FECO in consultations with Multilateral Fund Secretariat during negotiations on this project;
  • Two days visit to the enterprise to discuss the project activities, technologies and budgets. The enterprise is located in Fuzhou, the capital city of the Fujian province.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree in refrigeration and air-conditioning engineering, mechanical engineering, business administration; or relevant degree.

Experience:

  • At least 10 years of relevant technical and managerial experience in ODS reduction activities and extensive experience in the application and use of non-ODS substitutes in the context of the Montreal Protocol;
  • Minimum 5 years work experience in actual industrial operations, or monitoring industrial operations, using CFCs, HCFCs, halons, and other ozone depleting substances;
  • Minimum 5 years work experience in developing countries, including project implementation, monitoring and evaluation activities, including interactions with Government institutions for project implementation coordination;
  • Experience in working in close cooperation with UN organizations, Governments of donor countries and developing country governments;
  • Knowledge and experience in other cross-cutting environmental conventions and mechanism such as Montreal Protocol, GEF, Kyoto Protocol, Sound Chemical Management policies etc. desirable.

Language:

  • Fluency in both written and spoken English;
  • Knowledge of Chinese an advantage.

Duty Station

Home based with one 5 days mission to China.

Fees

The consultant will receive payment based on an all-inclusive daily rate on a maximum of 10 working days.
