Antecedentes

UNDP Myanmar is implementing the Country Programme Action Plan  2013-2017 with the aim to promoting local governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity.

This goal will be pursued through three complementary pillars:

  • Pillar I - Sustainable Inclusive Community Development;'
  • Pillar II – Disaster Resilience and Environmental Governance;and
  • Pillar 3- Democratic Governance.

Pillar II focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters. One of the output areas of the pillar II aims to enhance the capacities to adapt to climate change and reduce disaster risk at the local, regional and national level.

Under the Disaster Risk Reduction Programme, UNDP will support Ministry of Social Welfare, Relief and Resettlement to develop the Nation Public Awareness Strategy and Action Plan on Disaster Risk Reduction, in consultation with the stakeholders and based on a situational analysis on DRR public awareness.

Deberes y responsabilidades

The international consultant will undertake the situational analysis on DRR public awareness in Myanmar, and develop the National Public Awareness Strategy and Action Plan on Disaster Risk Reduction.  In addition, the consultant will develop a communication plan for the Disaster Risk Reduction Programme of UNDP. Cultural appropriateness, inclusiveness, accessibility and appropriateness of materials for both men and women equally should be guaranteed in the analysis, the National Public Awareness Strategy, Action Plan and the Communication Plan.

Key Result 1: Situational analysis on DRR public awareness in Myanmar

The consultant will review the public awareness programmes and activities of various agencies, and identify the gaps and needs of the public awareness on DRR. The consultant will closely work with the Relief and Resettlement Department, Department of Hydrology and Meteorology, Information and Public Relations Department, Myanmar Disaster Risk Reduction Working Group and other stakeholders in the review.

Key Result 2: National Public Awareness Strategy and Action Plan

Based on the key result 1 (Situational analysis on DRR public awareness), a National Public Awareness Strategy and Action Plan on Disaster Risk Reduction will be developed to support Ministry of Social Welfare, Relief and Resettlement, as the Chair of National Disaster Preparedness Management Work Committee, and the Information Sub-committee under the Management Work Committee for promoting advocacy and public awareness programme at nation-wide. The plan will be mainly targeted for; a) the general public (national audience), b) communities in specific disaster prone areas, and c) development agencies and partners, including private sector. The plan will be widely consulted with the government departments and DRR institutions, media, DRR Working Group and Civil Society Organizations (CSO).

The goal of the National Public Awareness Strategy and Action Plan should aim to:

  • Provide general and specific information on hazards, disasters and disaster resilience to the public;
  • Enhance the government’s accountability and credibility on public education on DRR;
  • Promote the partnerships between governments and civil society including local communities, indigenous people, women’s groups, the private sector and the general public;
  • Resolve potential replications/overlapping on DRR public programme among various stakeholders and increase effectiveness and efficiency of the public awareness programme.

Key Result 3: Communication Plan for the Disaster Risk Reduction Programme of UNDP

Based on the Key Result 1 and 2, the consultant will develop a communications plan for the DRR Programme of UNDP which is expected to be in line with the National Public Awareness Plan as well as the planned outcomes of the UNDP DRR Programme. The plan should be feasible in Myanmar context, practicable to implement and should serve as a tool to effectively communicate the project intervention with the target audience which includes the government, general public and specific project beneficiaries.

The communications plan will be a written document that describes:

  • What will be its objectives;
  • Ways in which the objectives will be accomplished;
  • Describe who is the target audience(s);
  • How will the objectives be accomplished (the tools and timetable); and
  • How will the results of the plan be measured (evaluation).

Expected Outputs and Deliverables:

  • Inception report is completed with the framework of the situation analysis on DRR public awareness, methodology, description of activities, timeline, stakeholders to be consulted and activities that require UNDP;
  • Situational analysis Report on DRR public awareness in Myanmar is completed;
  • The National Public Awareness Strategy and Action Plan is developed;
  • The Communication Plan for the DRR Programme of UNDP is completed.

Habilidades y experiencia requeridas

Education:

  • Advanced university degree (Master’s degree or equivalent) in development studies, social science, related field on public media  or any other related subjects.

 Experience:

  • Minimum 7 years of experience in the area of disaster risk management, in Asia and developing countries
  • Relevant experience and engagement in public awareness and capacity building on DRR.
  • Work experience in Myanmar and familiarity and understanding of DRM, climate change and related scientific, technical, institutional and legislative issues in the country will be considered as a great asset.
  • Good knowledge of the UNDP’s procedures and operational activities for development is an advantage.
  • Previous experience in UNDP, UN and/or other international agencies is desirable.

 Language:

  • Excellent language proficiency in English.
