Antecedentes

Organizational Context:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil societies and other relevant actors.

UN Women Regional Office for Europe and Central Asia (ECA) region was established in Istanbul, Turkey, at the beginning of 2014 as a part of the UN Women’s new regional architecture. Much progress has been made since the establishment, yet at the same time, the Regional Office faces high expectations and demands from partners at both regional and country levels as well as from UN Women Country Offices. Despite significant advances over the past few decades, it is an essential component of UN Women’s work to invest in efforts to achieve equality between women and men in the six countries of the Western Balkans and Turkey. Framed by the European Union (EU) political agenda and the acquis communautaire in the area of equality between women and men, the six countries within the Western Balkans are at different stages of accession to the EU.

UN Women ECA Regional Office has conducted a needs assessment/analysis, specifically covering Turkey and the Western Balkans, which highlighted the current state social and political state of all six countries in regard to gender equality and women’s empowerment. The assessment/analysis included a mapping of existing gender equality and women’s empowerment programmes and the work of all relevant stakeholders.

Based off of this needs assessment/analysis, which served as the basis for identifying potential priority areas for UN Women’s multi country initiative in the region, The UN Women ECA Regional Office would like to hire a short-term consultant to develop a full project proposal for the Implementing Norms, Changing Minds: A Regional Intervention in Turkey and Six Western Balkans Countries on Women's Human Rights and Ending Violence Against Women, Targeting the Most Disadvantaged Groups of Women and Addressing Harmful Gender Stereotypes project. The EU project will be implemented in Turkey and in countries within the Western Balkans (Albania, Bosnia & Herzegovina, Kosovo, FYR Macedonia, Montenegro, and Serbia), which are identified as EU candidate, or potential candidate countries.

In order to develop a full project proposal, UN Women Europe and Central Asia Regional Office wishes to hire an international consultant to design the EU proposal, utilizing the key information gained from the needs assessment/analysis.

Deberes y responsabilidades

Summary of Resonsibilities:

The consultant will work under the direct supervision of UN Women ECA RO’s Programme Specialist, under the overall guidance of UN Women ECA RO Deputy Director, and will collaborate and communicate regularly with UN Women colleagues based in country and programme offices within Turkey and the Western Balkan countries. The consultant will be responsible for the following specific tasks:

  • Review the submitted UN Women concept note and related feedback from the EU;
  • Develop a work plan for the assignment to include methodology, outline and time line;
  • Liaise with UN Women field colleagues in ECA to compile information ahead of the face-to-face meeting with the EU in July/August 2015;
  • Liaise with UN Women Brussels colleagues to follow up on possible contractual modalities with the EU and the corresponding proposal format;
  • Prepare a presentation to be delivered at the meeting with the EU in Brussels in July/August 2015;
  • Develop the EU project proposal draft, outlining UN Women’s proposed interventions and initiative methodology, based on the needs assessment/analysis of the existing state of gender equality and women’s empowerment in Western Balkans and Turkey;
  • Revise the project proposal on the basis of feedback from field offices, and the Programme Specialist and Deputy Regional Director from ECARO;
  • Prepare the final version of the EU project proposal and submit for to UN Women Regional Office for approval;
  • Facilitate the submission of the final project proposal to EU;
  • Other project proposal-related and timely tasks assigned by the Regional Office.

Key Tasks:

  • Establishing and maintaining communication and coordination with UN Women Regional Office, UN Women field offices throughout Turkey and the Western Balkans, and other stakeholders as needed in regards to the project proposal;
  • As needed, going on a mission to Istanbul and Brussels to discuss the development of project proposal in detail and to hold consultations.

Key Deliverables:

  • Exact dates of deliverables to be agreed and confirmed.
  • Develop a personal work plan and project outline for EU proposal / 2 days by 08 July 2015 / 20% Payment
  • Prepare a presentation for the UN Women and EU meeting in Brussels / 5 days by 15 July 2015
  • Develop a draft EU project proposal outlining UN Women’s proposed interventions in Turkey and the Western Balkans from a gender equality and women’s empowerment perspective. / 10 days by 15 August 2015 / 30% Payment
  • Submit the final EU project proposal to UN Women and facilitate its submission to EU according to guidelines / 3 days by August 2015 / TBC

Confirmation of Deliverables:

  • Confirmation by hiring manager that all deliverables have been satisfactorily submitted at the required quality by 7 September 2015 - 50% Payment.

Habilidades y experiencia requeridas

Education:

  • Master’s degree, or higher, in social sciences, gender studies, public administration, international relations, international law, public policy, or a related field.

Experience:

  • 5 years of experience in the area of international development;
  • Extensive experience in preparation of project proposals and analytical reports for UN or similar international organisations;
  • Specific experience in the field of gender equality and empowerment of women is an asset;
  • Experience within the European and Central Asian region, particularly within the UN system, is an advantage.

Language:

  • Fluency in written and spoken English.

Application Procedure and Required Documents:

  • Cover letter to include a brief overview about which of your previous experiences makes you the most suitable candidate for the advertised position;
  • Financial Proposal:  Specify a total lump sum amount for the tasks specified in this Terms of Reference. The financial proposal shall include a breakdown of this lump sum amount (daily rate and number of anticipated working days, any other possible costs);  As this assignment may need travel to Istanbul and Brussels, the ECA RO will cover the travel-related costs separately (tickets and per diem/DSA) and therefore these travel related costs should not be included in the financial proposal;
  • Personal History Form (P-11 form) - including past experience in similar assignments; can be downloaded at http://www.unwomen.org/about-us/employment, a signed copy should be submitted;
  • Candidates should have the ability to quickly produce degree certificates and medical certification (of good health) should they be short-listed in consideration of the consultancy post.

Payment Schedule:

  • 20% payment - Develop a personal work plan and project outline for EU proposal;
  • 30% payment -  Draft EU project proposal outlining UN Women’s proposed interventions in Turkey and the Western Balkans from a gender equality and women’s empowerment perspective;
  • 50% payment -  Confirmation by hiring manager that all deliverables have been satisfactorily submitted at the required quality.
  • Receipt of all deliverables will be reviewed and certified by the UN Women Hiring Manager at the ECA Regional Office, Istanbul.

Evaluation of Applicants:

  • Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation;
  • Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services)

Technical Evaluation 70% - 70 points:

  • Relevant Education - 10 points;
  • Experience in areas related to the tasks as described this ToR - 30 points;
  • Knowledge of relevant standards and regional context - 30 points.

Financial Evaluation 30% - 30 points

Total - 100 points

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

  • p = 30 (µ/z)

Using the following values:

  • p = points for the financial proposal being evaluated;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
