Antecedentes

UNDP has a long track-record of supporting Fiji through both country-level and regional governance-related programming on issues related to civic education, local governance, human security, to name a few. The Fiji REACH Programme will seek to continue UNDP’s programmatic support to Fiji in the area of governance and will work with the Ministry of Women, Children and Poverty Alleviation to strengthen and promote sustainable democratic governance by adopting a peaceful, socially cohesive and socially inclusive approach. The Programme will also work with key government agencies in enabling them to becoming more effective and accountable in their provision of a system of justice and the rule of law, at the same time promoting the rights of women and youth in both rural and urban communities.

The Fiji REACH Programme is expected to be a three-year Project and will focus on supporting the Government of Fiji and other key democratic governance and human rights institutions in improving service delivery to women, youth and minorities and people in rural and urban informal settlements communities in the area of justice, rule of law and human rights.

Under the guidance and direct supervision of the ARR-Programmes and the Governance Specialist (P4) based in Fiji Multi-Country Office, the Project Manager takes the lead responsibility for the coordination and day-to-day management of the Rights, Empowerment And Cohesion for rural and urban Fijians (REACH) Programme for Fiji.

The REACH Project Manager will also supervise and lead other programme support staff assigned to work with him/her. He/She is expected to work in close collaboration with key UNDP Officers such as the Governance Analyst and with other programme staff in UNDP and other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Deberes y responsabilidades

Implementation, coordination and management of the Fiji REACH Programme:

  • The Project Manager is a key full-time technical and management personnel for the Project. The Manager supervises the project team and provides overall project management and operations support to the International Governance Specialist, responsible officers in the Fiji Government, and other UNDP staff in the smooth operation of the Project;
  • The Project Manager takes the lead on operational management of the Project. This includes management of day-to-day procurement, human and financial resources and service operations;
  • The Project Manager is responsible for achieving results in line with the outputs and activities outlined in the Project Document. This includes working closely with implementing partner;
  • The Project Manager will also lead the Project Management Unit (PMU) whose job it is to add value and coordinate the Project activities;
  • Lead the coordination of project activities with related and parallel activities both within UNDP and with external agencies;
  • Ensure that operationally and financially the project is managed in accordance with the rules and regulations of UNDP and in close coordination with implementing agencies;
  • Liaise with UNDP on the conduct of project audit and ensure access by auditors to all project documentation, personnel and institutions involved in the project. Ensure that audit recommendations are complied with;
  • Assumes direct responsibility for managing the project budget by ensuring that: project funds are made available when needed, and are disbursed properly, expenditures are in accordance with the Project Document and/or existing project work plan, accounting records and supporting documents are properly kept, required financial reports are timely prepared, financial operations are transparent and financial procedures/regulations for DIM projects are properly applied, and prepared to respond to audits and interact with auditors at any time;
  • Manage and continuously update Project details and results on UNDP Atlas Management system;

Monitoring & Evaluation, Project Reporting and Building Partnerships:

  • Monitor project progress against annual and quarterly work plan and budget plans;
  • Monitor and evaluate activities implemented by partners and update status on UNDP Atlas Management System;
  • Oversee preparation of monthly, quarterly and annual progress reports and organize, quarterly progress reviews;
  • Facilitate secretariat functions to prepare for outcome board/steering committee and coordination committee meetings;
  • Lead the preparation, consultation and implementation of the annual results based work plans and result frameworks;
  • Liaise with the Fiji Ministry of Women, Children and Poverty Alleviation as implementing partner and UNDP on the conduct of project evaluation and ensure access by the evaluators to all project documentation, personnel and institutions involved in the project.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Mobilize and network with the experts of national and regional offices of the UN system, international development organizations, sub-regional and regional associations, affiliations and bodies (inter-governmental, non-government or private sector) and prominent private sector organizations;
  • Prepare proposals for mobilization of human, technical or financial resources from international development organizations, non-government organizations and the private sector;
  • Take lead in organizing coordination meetings with project partners, donors, UNDP, etc. as required.

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to project policy goals;
  • Support to development of policies and institutions that will address the project problems and needs in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations and programme staff on project issues.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree or equivalent in Governance, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field;
  • Some qualification in Project Management will be preferred but is not necessary.

Experience:

  • 2 years of relevant experience at the national or international level in providing project management, advisory services, hands-on experience in project coordination, design, monitoring and evaluation of democratic governance projects;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language:

  • Fluency in English and the national language of the duty station.
