Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the overall guidance and direction of the supervisor, the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions under his/her portfolio.  She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.     

Deberes y responsabilidades

Summary of Key Functions:

  • Provision of top quality advisory and programme development services;
  • Support and quality control of UN-Women and UN administrative and financial procedures;
  • Liaison with UN Women presence in the field and partner institutions and UN Agencies;
  • Internal and External Reporting;
  • Strategic partnerships and resource mobilization support;
  • Advocacy support and Knowledge building and management.

Provision of top quality advisory and programme development services:

  • Thorough analysis and research of the political, social and economic situation in the region related to the thematic/sectorial areas assigned and preparation of substantive inputs to the UN Women programme planning in those areas;
  • Constant monitoring and analysis of the programme environment, timely readjustment of programme interventions;
  • Identification of areas for support and interventions within the thematic/sectorial areas assigned;
  • Design and formulation of programme initiatives within the area of responsibility, translating UN Women’s priorities into local interventions;
  • Provision of programme advisory support to the Office Management within the thematic area/portfolio assigned.

Support and Quality Control of UN Women and UN Administrative and Financial procedures:

  • Provide technical and administrative support for timely implementation and monitoring of regional and country-level programmes, including reviewing and monitoring of work plans to ensure timely implementation, overall management of regional programmes to ensure timely disbursements of funds, as well as adherence to policies and procedures;
  • Provide technical inputs and facilitate communication between the Regional Office and the field, ensuring the preparation of quality project documents and supporting its implementation and monitoring;
  • Animate the use of systems and processes for effective planning, management, monitoring and timely progress reporting on activities.

Liaison with UN Women Presence in the Field and Partner Institutions and UN Agencies:

  • Under the supervision of the Deputy Regional Director and Regional Thematic Advisors, support UN Women’s programming in the region;
  • Responsible for coordinating, ensuring communication and providing technical support to UN Women´s programme;
  • Develop working relations with various stakeholders and, at the request of the Regional Deputy Director and/or Regional Thematic Advisors, represent UN Women in workshops, seminars, technical discussions and other;
  • Develop working relationships with other stakeholders such as multilateral and bilateral agencies, NGOs, donors, foundations, governments and other relevant networks while undertaking advocacy work and developing supportive networks; 
  • At the request of the Regional Director/Deputy, organize, participate and/or represent the Regional Office in internal and external Committees, Task Forces, and other meetings;

Internal and External Reporting: 

  • Ensure timely reporting to donors and Headquarters on programme implementation while liaising with other UN Women departments (i.e. Intergovernmental Support and Strategic Partnerships, Management and Administration Bureau);
  • Coordinate gathering of information on UN Women activities in the region for documentation preparation, (Annual LAC Report, Programme Fact Sheets, Briefing Notes, lessons learned etc..

Strategic partnerships building and resource mobilization support:

  • Implement the Office partnerships and resources mobilization strategies to achieve programme outcomes within the areas assigned;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing;
  • Follow up on resource on mobilization activities for fund raising for new projects in coordination with the Deputy Director and the Technical Advisors.

Advocacy support and facilitation of knowledge building and management: 

  • Support the establishment of advocacy networks at national level and linkages to international networks related to the sectorial/thematic areas assigned;
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners.
  • Identify and synthesis best practices and lessons learnt directly linked to programme country policy goals in the sectorial/thematic areas assigned;
  • Proactively contribute to knowledge networks and communities of practice.

Impact of Results 

The technical support provided to the implementation of programmes and projects at the regional and country level enhances overall efficiency, timeliness and effectiveness. Coordination with multi stakeholders ensures stronger and smoother coordination with field offices. This enhances the impact of UN Women’s initiatives in its focus areas to promote gender equality and women’s empowerment. For this post, it is expected that the Programme Specialist will contribute to the achievement of UN Women’s objectives in its focus areas.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree in International Development, Gender, Human Rights, Applied Anthropology, or in other related Social Sciences.

Experience:

  • Minimum 5 years relevant experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments, preferably in the field of gender and human rights of women.
  • Prior experience in the UN System and the Region will be an asset.

Language:

  • Fluency in Spanish and English is required;
  • (other Country Specific UN language such as French will be considered an asset).
