Antecedentes

The EU signed an Association Agreement with Georgia in June 2014. This aims to deepen political and economic relations between the EU and Georgia and to gradually integrate Georgia into the EU’s internal market. This entails, as one element, creating a Deep and Comprehensive Free Trade Area between the EU and Georgia.

Under Article 333 of the Association Agreement (Cooperation between the Parties in the field of agriculture and rural development), there is provision for ‘facilitating the mutual understanding of agricultural and rural development policies’. This is the basis for the formulation of a Rural Development Strategy for Georgia which will in turn yield specification of measures which will benefit from funding under the European Neighborhood Programme for Agriculture and Rural Development (ENPARD).

A Rural Development Strategy will eventually be prepared for Georgia as a whole but, as an initial action, a Rural Development Strategy will be prepared for Ajara alone. As with support under ENPARD 1 (which was also first piloted in Ajara), this is informally seen as a pilot action preparatory to the formulation of the Rural Development Strategy and delivery of actions at the national level.

UNDP within EU supported ENPARD Ajara project has initiated the process of elaboration of Ajara Rural Development Strategy which is supposed to become policy guiding document for developing rural areas in Ajara. The Strategy implementation Action Plan will be elaborated for consolidating the main actors’ efforts and activities serving also as a resource planning tool.

UNDP has developed the ToR for International Consultant in Supporting Development of Ajara AR Rural Development Strategy to support the process of elaboration of the strategy and its action plan.

Deberes y responsabilidades

The overall objective of the consultancy work is provision of support to the UNDP and ENPARD Project Team, UNDP contractors and the Government of Ajara in the process of planning and participatory approach based elaboration of the Rural Development Strategy for Ajara AR

The International Consultant is expected to perform the following tasks and duties:

  • Provide advice to UNDP CO and ENPARD Ajara Project Team about good practice of rural development policy elaboration and implementation based on the experience of the new EU member states of Eastern Europe and non EU member country with similar to Georgia socio-economic context taking into consideration the approaches of the EU policy of rural development.
  • Develop the methodology for the Strategy elaboration, including the description of analytical background, structural outline of the Strategy, format of the Strategy implementation Action Plan, description of the monitoring and evaluation schemes, indicators, stakeholders mapping, mechanisms of the streamlining of the municipal and sectorial development plans, budgets and other components; ensuring that the process is based on the participatory approach, elaborate communication and the facilitation scheme (sequence of meeting, workshops and seminars and others);
  • Support the UNDP and its contractors in performing socio-economic analysis of Ajara including its municipalities to support the process of elaboration of the Strategy priorities;
  • Assess the data gaps and provide recommendations on additional data gathering and/or generation for informing the process of the Strategy priorities elaboration;
  • Lead the process of the draft Strategy paper consolidation and ensuring its quality.

Deliverables:

The selected Local Consultant should provide the following deliverables:

  • Presentation of at least 2 countries (EU member states) cases which has established rural development policies (1 with matured and 1 with newly established system) including the description of the institutional financial and other mechanisms of the Rural Strategy application. Format of deliverable: written summary document – “Description of the Institutional financial and other mechanisms of the Rural Strategy application”;
  • Methodology for the Ajara Rural Strategy elaboration, including the possible structural outline of the Strategy, format of the Strategy implementation Action Plan, description of the monitoring and evaluation schemes for the strategy and other components (should be compliant to the task 2 above - expected tasks and duties of the consultant). Format of deliverable: written document – “Methodology for the Ajara Rural Strategy elaboration”;
  • Advice for support the UNDP and its contractors in performing socio-economic analysis of Ajara and its municipalities to support the process of the strategy priorities elaboration, assessment ofthe data gaps and provide recommendations on additional data gathering and/or generation for informing the process of the Strategy priorities elaboration. Format of deliverable: written summary document – “Data gaps and recommendations for Ajara Rural Strategy elaboration”;
  • Drafting the Ajara Rural Strategy paper including consolidation of various inputs (described in the report). Format of deliverable: draft Strategy Document – “Ajara Rural Development Strategy”.

Payment Schedule

Payment for the mission will be disbursed in four installments:

  • Transportation and daily allowance (upon first arrival in Georgia);
  • Submission of deliverables 1, 2 and 3 with acceptable quality within September – October 2015 (40 days o/w no more than 30 days in Georgia, Ajara);
  • Transportation and daily allowance (upon second arrival in Georgia);
  • Submission of deliverable 4 with acceptable quality within November – December 2015 (20 days o/w no more than 15 days in Georgia, Ajara).

Evaluation Criteria

Selection of offerors will be based on the cumulative analysis method, i.e. technical (70 points) and financial (30 points). Technical evaluation consists of desk review (50 points) and interview (20 points).

Offerors that do not meet Minimum Qualification Criteria will be automatically rejected, while the rest will form up the long list. The offerors who obtain minimum 35 points as a result of the desk review will be invited for the interview.

Offerors who surpass 70% threshold, i.e. obtain minimum 49 points (out of maximum 70 points assigned for technical evaluation) will be requested to submit the financial proposal.

Financial Proposal

Maximum 30 points will be assigned to the lowest price offer. All other price offers will be scored using the formula (inverse proportion):  Financial score X = 30* the lowest price offer/suggested price offer. All envisaged travel costs must be included in the financial proposal as well.

Habilidades y experiencia requeridas

Education:

  • At least Master’s degrees in Economics, Sociology, Social Policy or other related discipline.

Experience:

  • At least 5 years of professional experience in rural development and its related issues, agriculture and non-agriculture sectors development, development studies, policy papers and concepts in economics, sociology or other related fields (minimum requirement);
  • Hands on experience of development of at least 1 national or regional level rural development strategies and its implementation and monitoring and assessment formats in Eastern Europe and/or in EU member states (minimum requirement);
  • Experience of working with Government and or international organisations and international NGOs preferably on rural development policy related issues (minimum requirement).

Languages:

  • Fluency in English (both written and oral).
