Antecedentes

To realize the vision of Ethiopia’s Growth and Transformation Plan, and the role that a growing and dynamic private sector can play in its achievement, the Ministry of Urban Development and Construction and the Federal Micro and Small Enterprises Development Agency (FEMSEDA), in partnership with the United Nations Development Programme (UNDP) Ethiopia, launched the Entrepreneurship Development Programme (EDP) in February 2013. The goal of the EDP is to foster the emergence of a robust and competitive private sector through the development of the micro and small enterprise (MSE) sector.  EDP established the Entrepreneurship Development Centre (EDC), a semi-autonomous organization, to spearhead the implementation of innovative entrepreneurship skills training and customized business development services to new and existing MSEs in the country.  With the aim of expanding its outreach, the EDC has opened regional offices in four cities - Bahir Dar, Mekelle, Hawassa, and Bishoftu - and Centers of Excellence for Entrepreneurship in six selected public universities.

Therefore, EDC is seeking the services of a qualified consultant to develop a three-year Strategic Plan for EDC under the EDP framework.

The EDP framework is composed of four measureable project outputs which include:

  • Institutional capacity building;
  • Development of entrepreneurship knowledge and skills through training services;
  • Establishment of new SMEs and enhancement of the capacity of existing ones; and
  • Creating greater awareness and fostering policy dialogues about MSEs among key stakeholders and donor agencies.  Each of the four project outputs are implemented and managed by a department level manager.

Overall Objective

The selected consultant will work with EDC staff and UNDP to develop a three years Strategic plan for EDC, to enhance effective programme implementation, increase the level of awareness of the EDP among strategic partners and stakeholders, including SMEs, to promote and attract technical support and mobilize resources, and especially recommend strategic options for scaling up and ensuring sustainability. The consultant needs to analyze the existing data and draft the Strategic Plan in line with EDC mandates and the different programme components to develop the appropriate strategy and ensuring sustainability of EDC. The consultant is to review constraints and challenges already identified that affect entrepreneurs, particularly women entrepreneurs, review of existing policies, procedures and strategies for the development of the SME sector, and  develop a sound three years Strategic Plan for EDC to promote effective and successful implementation of the EDP in Addis Ababa and the Regional Offices.

Specific Duties

The specific duties of the consultant will include the following but not limited to:

  • Analyze the EDC program requirements through the provisions of the EDP project document;
  • Work with EDC Staff at HQ and regions to define the strategic role EDC will play within the broader institutional context for entrepreneurship development in Ethiopia;
  • Work with EDC staff members and managers, including the gender manager, at the Headquarters and the regions, and representatives from Centers of Excellence and regional coordinators to define the strategic role EDC could play within the broader institutional context for entrepreneurship development in Ethiopia;
  • Review the draft plan prepared by EDC management staff;
  • Identify risks and mitigation strategies, including gender risks, to the successful implementation of EDC’s strategy, (operational, financial, developmental, and reputational);
  • Align the overall strategy with that of EDC and other programs, seeking to maximize effectiveness through collaboration;
  • Ensure work is conducted within the context of the overall governance and management structure of EDC and the EDP;
  • Develop a plan to scaling up the program in Addis Ababa and the Regional EDC Offices;
  • Ensure the quality of the strategic plan is of the highest standard that includes migration strategy with respect to sustainability;
  • Organize and analyze data, preparation and submission of draft Strategic plan;
  • Organize a validation workshop; and
  • Package the strategic plan for dissemination in soft and hard copy.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree or above in, economics, business studies or related fields.

Experience:

  • Minimum of 10 years of proven senior level strategic experience;
  • Knowledge of and experience in enterprise development;
  • Substantial and proven experience in preparation of Strategic Plans (for known institutions);
  • Use of Balanced Score Card; and
  • Experience in Business Process Reengineering.

 Language:

  • Excellent knowledge of English, including the ability to write reports clearly and concisely, and to set out a coherent argument in presentations and group interactions;
  • Capacity to facilitate and communicate with different stakeholders.

Computer skills:

  • Full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required.
