The Human Resource (HR) Section is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources services, i.e. strategic workforce planning, recruitment and selection, personnel administration, organizational and design, learning and career development, the provision of HR management information and tools to support strategic decision making, and for the continuous development and improvement of human resource operations, policies, methods  and advisory services aligned to UN Women evolving business needs.

UN Women is currently using PeopleSoft HCM HR module for its core HR processes including HR, Benefits and Payroll. In next phase of the HR systems, UN Women is designing and rolling out and t additional modules in the area of Recruitment, Performance management, Learning, Business Intelligence and analytics. Under the guidance of the HR Director and in close coordination with the Information Systems and Telecommunications (IST) office, this role will support the design and development of a Human Resources Information System (HRIS) and serve as the subject matter expert and coordinator in the testing, training and rollout of the system to the organization globally.

Deberes y responsabilidades

Lead all facets of the planning, design and implementation of the Human Resources Information System (HRIS):

  • Develop, implement, and monitor HRIS project specifications, work plan and timelines, which include participation in system design, configuration, conversion, testing, process definition, issue identification and resolution;
  • Develop , implement and modify system requirements;
  • Ensure project timelines are adhered to and identify potential issues to ensure project success;
  • Coordinate the roll-out of the HRIS system, including communication on new system and phased approach to implementation
  • Ensure high standards of accuracy and quality through effective quality control mechanisms;
  • Lead the transfer of existing data, to new HRIS system;
  • Identify and correct system data integrity issues, pro-actively develop ways to improve processes/systems, make appropriate recommendations and implement change;
  • Identify and maintain links between HRIS and non-automated processes;
  • Ensure proper maintenance and updates of HRIS.

Coordination and Liaison:

  • Work closely with HR colleagues and important stakeholders gain an understanding of the processes, needs and requirements for the people HR supports;
  • Liaise between HR, IST, colleagues working in finance and budgeting, and the HRIS platform to articulate processes and procedures, identify and resolve problems, perform system maintenance and improvements, implement project tasks and recommend improvements to the HRIS;
  • Collaborate with internal and external auditors and legal specialists to ensure that the HRIS systems policies, processes and procedures comply with UN regulations.

Documentation:

  • Review the mapped business process to align with HRIS technology;
  • Ensure all business process in the HRIS as well documented;
  • Develop and maintain HRIS user procedures and guidelines;
  • Collect, analyze and maintain queries, documents and reports which identify opportunities for improving the effectiveness of processes and systems.

Training and technical support:

  • Develop and implement HRIS user training/education on system functionalities;
  • Evaluate training effectiveness and modifies training and programmes accordingly;
  • Provide analytical and technical support to the Human Resources colleagues and other stakeholders on Human Resources Information Systems (HRIS).

Perform any other duties as assigned by supervisor.

Habilidades y experiencia requeridas

Education:

  • Master’s degree or equivalent in Human Resources Management, IT, Business Administration or related field.

Experience:

  • Minimum of 7 years of progressively responsible experience in systems, preferably in human resources including experiences in designating, testing and implementation of  Enterprise Resource Planning system (HR track);
  • Experience in implementations, working closely with departments to identify and document functional requirements;
  • Advanced experience and knowledge with reporting applications and systems, web based systems and general software typically utilized to support human resources;
  • Thorough understanding of application architecture and application development methodologies is an advantage;
  • Experience in software user testing, roll-out and user training, preferably including the preparation of training tools;
  • Experience in core PeopleSoft HR and Oracle Talent management modules is an advantage;
  • Knowledge of the UN system, or another non-profit environment, would be an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of one of the other UN official working language is an asset.
