Antecedentes

The United Nations Development Programme (UNDP) in Sri Lanka supports inclusive and effective democratic governance by advocating, advising, fostering impartial spaces for dialogue, achieving consensus, and strengthening institutions. UNDP helps governance institutions in the country to inter alia engage in constitutional reforms, independent elections, strengthen parliament, and address policy and institutional options for democratic governance, social cohesion, risk-reduction and development through reconciliation, empowerment and inclusion.

Scope and objectives

UNDP Sri Lanka is seeking the immediate services of a National Consultant who can provide research and analytical inputs to the Policy Unit’s work on supporting democratic governance initiatives in the country.

Deberes y responsabilidades

  • Provide in-depth research and analysis of Sri Lankan and comparative legislation and jurisprudence relating to legal and institutional reforms;
  • Provide research and technical inputs as well as administrative support for the conduct of context and institutional assessments, research studies, etc.;
  • Organize consultations, meetings, workshops, conferences, etc, as required, and prepare reports of proceedings and outcomes;
  • Provide research, technical inputs and administrative support for the preparation of concept papers and proposals.

Expected Outputs:

  • In-depth research and analysis provided of Sri Lankan and comparative legislation and jurisprudence relating to legal and institutional reforms;
  • Research and technical inputs as well as administrative support provided for the conduct of context and/or institutional assessments and/or research studies;
  • Consultations and/or meetings and/or workshops and/or conferences organized, and reports of proceedings and outcomes prepared;
  • Research, technical inputs and administrative support provided for the preparation of concept papers and/or proposals.

  • Ability to write well-structured and analytical research briefs, as well as provide research and technical inputs to context and institutional assessments, concept papers, project proposals, etc., in English;

  • Demonstrates good judgment and maturity;
  • A team player;
  • Demonstrated organizational and administrative skills;
  • Good working knowledge of word-processing and internet software applications; and excellent electronic legal research skills.

Habilidades y experiencia requeridas

Education:

  • Degree in Law (LL.B. or equivalent).

Experience:

  • At least 1 year’s research and concept paper and/or project proposal preparation experience, particularly in public law and democratic governance areas.

Language:

  • Excellent English language skills, oral and written;
  • A working knowledge of Sinhala and/or Tamil.

Note:

Payments will be based on invoices on achievement of agreed milestones, i.e., upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication costs such as telephone/internet usage, printing costs, return travel from home to meetings, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on an actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per diems and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.
