Antecedentes

The South Sudan Common Humanitarian Fund (SSCHF) has been established in February 2012 by the Humanitarian Coordinator (HC) for South Sudan, UN Agencies and donors to support the timely allocation and disbursement of donor resources to the most critical humanitarian needs in South Sudan.  The SSCHF is a pooled funding mechanism under the overall authority of the HC, that is intended to support national and international NGOs and UN agencies providing humanitarian assistance to people in need in a strategic and timely manner.

Donor contributions to the South Sudan CHF is utilized to finance projects carried out by the Participating UN Organizations (PUNOs), the International Organization for Migration (IOM), and NGO partners (both national and international).

UNDP serves as Participating UN Organization (PUNO) for NGO implemented projects, performing functions established by global corporate practice as those of ‘Managing Agent’ through its Country Office in South Sudan. The relationship between UNDP and the NGO Implementing Partners will be guided by UNDP rules and regulations. The HC has the overall responsibility for overall fund allocation to NGO projects and other PUNOs.

Under the overall guidance, direction and direct supervision of the Deputy Country Director (Programme), the Programme Specialist, performs overall management of SSCHF Management Agent functions and continued monitoring of implementation.

The Programme Specialist works in close collaboration with the SS CHF Technical Secretariat (TS), of which he/she is also a part of the Clusters, CHF Steering Committee and the UNDP Programme and Partnerships Support Unit (PPSU).

Deberes y responsabilidades

Summary of Key Functions:

  • Ensuring the strategic direction of UNDP programme;

Ensure the strategic direction of UNDP programme:

  • Provide support to the CHF TS during the process of developing the approach, justification and rationale for the project area in consultation with appropriate partners and stakeholders;
  • Provide support to the Clusters/CHF TS in the process of appraisal of individual NGO projects to ensure UNDP minimum standards of project documentation is met;
  • Provide support to the Clusters/CHF TS in the process of project development and quality assurance;
  • Support the CHF TS & Clusters in the process of project management arrangements ensuring that UNDP requirements for oversight are met;
  • Undertake HACT micro capacity assessments of implementing NGO partners and advise the UNDP CO Senior Management on the engagement strategy based on HACT report;
  • Together with CHF TS , undertake orientation and training for NGOs with regard to the programmatic procedures, Financial Management and all other aspects of project management  applicable to the South Sudan CHF;
  • Liaise with Cluster Coordinators, Co-coordinators and other CHF stakeholders, particularly in Monitoring and Reporting (M&R) Working Group in relation to monitoring activities;
  • Support M&R Working group in project monitoring activities by providing required data and information;
  • Ensure project closure in line with the PPAs and UNDP guidelines;
  • Provide consolidated inputs to CHF TS and UNDP on achievements of the NGO-funded projects to the Annual Report of the South Sudan CHF Operation;
  • Strategic oversight of planning, budgeting, implementing and monitoring of the  programme, tracking use of financial resources in accordance with UNDP rules and regulations;
  • Follow with partners on timely reporting to ensure advances are timely liquidated. Bring any issues of late reporting to the notice of UNDP Management;
  • Maintain a data base on the financial over view of CHF NGO projects.

Programme performance and results-based reporting:

  • Maintain regular contact with the partner NGOs and provide support and guidance on the preparation of results-based progress reports; 
  • Prepare consolidated analytical results-based progress reports based on submissions from partner NGOs within the timetable specified in the Memorandum of Understanding and Letter of Agreement of the Funds; 
  • Prepare strategic materials, briefs and/or position papers on emerging results and outcomes of the CHF;
  • Maintain a risk log of the partner based on reporting and audit;
  • Follow up and coordinate with the relevant internal and external audit bodies in carrying out of required audits as specified in the NGO contracts and internal UNDP requirement;
  • Provide all required support to PPSU in conducting external audit of the CHF NGO projects.  Follow up with partners on implementation of audit recommendations.

Strategic partnership and support to resources mobilization:

  • Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes;
  • Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

Knowledge management and advisory services:

  • Identify and articulate lessons learnt on the MA functions of the SS CHF and contribute to the formulation of guidelines, procedures and policies that would further improve the efficiency and effectiveness of such Funds;
  • Support any initiative by the UNDP HQ services in formulation and review of rules related to Pool Fund working;  
  • Supervise the CHF South Sudan UNDP team.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

  • 7 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development/humanitarian projects and establishing inter-relationships among international organization and national governments;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems;
  • Knowledge of Pool Fund Management will be an added qualification.
  • Experience in any conflict or post conflict countries will be added advantage.

Language Requirements:

  • Excellent Knowledge and ability to communicate clearly in written and spoken English.
