Antecedentes

UN Joint Programme on Promoting and Protecting the Human Rights of Women (2012-2015) builds on results and partnerships established among UN agencies, governmental partners, civil society organizations and other (local) partners (including private sector) under the previous UN-led programs aimed at promoting women’s rights in Turkey. The programme is in line with the UN Country Strategy for Turkey (2011-2015) and the implementing UN Agencies’ priorities (UNDP Country Programme and UN Women Strategic Plan for 2014-2015). The programme goal and outputs reflect on recent Observations of Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) Committee, 2010 MDG Progress Report on Turkey as well on the EU Progress report on Turkey observations (2010 and 2011).

The overall purpose of this programme is to accelerate the implementation of gender equality commitments at local level and contribute to development of sustainable capacities to promote, protect and exercise women’s rights and contribute to gender equality in various areas of life. 
Under the joint UN Programme UN Women is responsible for improving capacities of local administrations, local women’s CSOs (including Citizens’ Assemblies, Women Assemblies) and Women’s Studies Units of Universities in 11 provinces to analyze, develop, and monitor local development plans using gender-responsive budgeting skills, knowledge, and tools. Technical assistance will be provided through series of tailor made trainings conducted in the following 11 pilot provinces: Aydin, Çanakkale, Edirne, Erzincan, Eskisehir, Gaziantep, Kahramanmaras, Kastamonu, Kayseri, Kocaeli and Ordu.
The target groups will include municipalities, local women’s CSOs (including Citizens’ Assemblies, Women Assemblies) and Women’s Studies Units of Universities. 

The Terms of Reference at hand is for the Individual Consultant, who will provide support to the UN Women National Project Coordinator responsible for the implementation, monitoring and reporting on relevant parts of the Gender Responsive Budgeting Project.

Deberes y responsabilidades

The Individual Consultant will directly report to the UN Women National Project Coordinator in Ankara and work closely with the UN Women Regional office in Istanbul.

Specific non-core tasks and responsibilities:

Programme Support:

  • Supports the work of the UN Women Project Coordinator as necessary in implementing and monitoring activities under the programme;
  • Assists in the preparation of field visits, special events, coordination of meetings, Project Coordinator’s missions, including the development of background materials and other relevant reports and documentation;
  • Ensures logistics are properly undertaken pertaining to the organization of workshops, seminars, events, and other activities, and prepares relevant budgets and participant lists;
  • At the direction of the  Project Coordinators drafts routine correspondence, and translates as necessary;
  • Provides translation from English to Turkish or vice versa;
  • Maintains ongoing contact with partners, including government, civil society organizations, international organizations, UN agencies, and donors;
  • Assists the Project Coordinator for monitoring and evaluating the performance of partners under contracts/agreements with UN Women;
  • Monitors media coverage for information and articles pertaining to UNW’s scope of interests and programming, and regularly updates the supervisors on the development;
  • Provides assistance in relation to any preparatory work related to new UN programmes, in which UN Women is a leader or participates as a partner;
  • Performs any other tasks assigned by Project Coordinator and Regional Office in Istanbul.

Administration and Finance:

  • Supports day-to-day administrative work related to the smooth running of the UNW office, including oversight of communications/electronic/IT systems, and the coordination of meetings, note taking and follow-up;
  • Supports and coordinates all logistics related to staff travel such as lodging, transportation and prepares Travel Authorizations and ensures Travel Claims are properly filled and original documents kept on file;
  • Receives and approves invoices for purchased goods and services and submits them to the Regional Office for payments in a timely manner.  Ensures that correct information on vendors is provided to the RO.  Ensures all original financial records are kept on file, including both vendor and partner contracts and documentation;
  • Manages electronic /manual registry of all correspondence received, ensures correct distribution, monitors and tracks correspondence to ensure responsiveness;
  • Creates and manages the filing system for the project office;
  • Provides general advice and information on UN rules and regulations and ensures that all operations are in compliance with these rules/regulations.

Habilidades y experiencia requeridas

Education:

  • Bachelors degree in a related field, supplemental training in gender issues, administration and finance an advantage;

Experience:

  • At least 3 years of relevant work experience in administrative jobs and women issues;
  • Previous UN experience an asset;
  • Experience in working with international organizations and supporting similar programmes is an asset;
  • Excellent computer skills (with, at the very least:  MS Word, Excel, and Power Point);

Language:

  • Proficiency in Turkish and English, both written and verbal;
  • Knowledge of other UN and regional languages an asset.

Evaluation of applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • a) responsive/compliant/acceptable; and
  • b) Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation.

Technical criteria and evaluation– 70 % of total evaluation:

  • Criterion A – Relevant education (Max points: 20);
  • Criterion B – Language skills (Max points: 10).

Criterion C – Relevant Experience (Max 60 in total for all of the following criterion):

  • At least 3 years of relevant work experience in administrative jobs and women issues (20 points);
  • Experience in working with international organizations and supporting similar programmes is an asset (20 points);
  • Supplemental training in gender issues, administration and finance an advantage  (10 points);
  • Previous UN experience an asset (10 points).

Criterion D - Excellent computer skills with, at the very least:  MS Word, Excel, and Power Point (Max points: 10)

Only candidates who have obtained at least 70 % of the points under the technical evaluation will qualify to be considered in the financial evaluation round.

Financial evaluation – 30 % of total evaluation

Evaluation of submitted financial offers will be done based on the following formula:

  • S = Fmin / F * 30 % of total evaluation;
  • S - score received on financial evaluation;
  • Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
  • F - financial offer under the consideration.

Payment

The Consultant shall be paid in TL equivalent of USD at the end of each month.  The amount to be paid to Consultant shall be gross and inclusive of all associated social security, pension and income tax etc. The fee for Consultant will be determined upon the financial offer by the Consultant depending on the experience and qualifications. 
In case where the consultant needs to travel for duty, the cost of travel will be covered by the Project.
