Antecedentes

The United Nations Volunteers (UNV) programme is the UN organisation that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development.

Volunteerism benefits society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilising and increasing the number and diversity of volunteers, including experienced UN Volunteers throughout the world. UNV embraces volunteerism as universal and inclusive, and recognises volunteerism in its diversity as well as the values that sustain it: free will, commitment, engagement and solidarity.

UNV directly mobilises more than 6,500 UN Volunteers every year nationally and internationally, with 80 per cent coming from developing countries, and more than 30 per cent volunteering within their own countries. These volunteers are assigned within UN programmes, projects, and initiatives at the country level. The financial equivalent of programme activities exceeds US$220 million annually.

In 2014, UNV launched its Strategic Framework (2014-2017), which focuses on the following programmatic areas:

  • Delivery of and Access to Basic Social Services;
  • Community Resilience for Environment and Disaster Risk Reduction;
  • Youth;
  • Peacebuilding; and
  • National Capacity Development through Volunteer Schemes.

In early 2015, the Programme Coordination Section (PCS) was officially established with the key objective to begin positioning UNV as a programmatic entity using four key pillars: Global Programmes, Regional Offices, Fully-Funded volunteer scheme, and partnerships with UN entities.

The UNV Global Programmes requires a robust forward-looking resource mobilisation strategy, which takes into account new aid modalities and actors, and outline a systematic and strategic approach to leveraging existing and new partnerships, as well as recommend how to diversify the resource base for UNV Global Programmes’ global, regional, and country-level activities.

Under the overall supervision of the Chief of PCS, the Resource Mobilisation and Partnerships Development Consultant will develop an overarching UNV Global Programmes Resource Mobilisation Strategy and Action Plan responsive to UNV’s strategic vision and direction for the next three-year period (2015-2017).

The objective of the Strategy and Action Plan is to mobilise the necessary financial resources to build sustainable support for the activities of UNV’s Global Programmes by answering the following key questions:

  • What innovations can be brought in to enhance UNV’s relevance, effectiveness and competitiveness as a credible, go-to-partner for volunteer solutions to development and peace challenges;
  • What does the UNV Global Programmes need in terms of resources for the achievement of UNV Strategic Framework (2014-2017)’s outcomes;
  • How can UNV mobilise resources for the Global Programmes;
  • What traditional/new sources of funding are available to cover the resource gap; and
  • What potential donors should be targeted for each of the Global Programmes?

Deberes y responsabilidades

Research and Assessment Phase:

  • Consult with respective UNV Global Project and Regional Managers and any relevant sections at UNV HQ to identify priorities and opportunities within the Global Programmes;
  • Conduct a comprehensive analysis of potential global and local donors to map the feasibility of securing multi-year and thematic funding;
  • Map donor’s strategic areas of interest, funds available, grantees, funding windows, requirements and guidelines and interest in funding key Global Programmes’ result areas by utilising the new UNV partnership info/data/knowledge management platform.

Explore additional opportunities for partnerships (and mobilising and leveraging resources) from emerging donors – the BRIC countries, south-south and private sector (foundations).

Formulation and Delivery Phase:

  • Formulate a plan that should lead to concrete results in terms of building the capacity of UNV in mobilising resources and ensuring wider support in a sustainable manner;
  • Fine-tune vision, priorities, substantive content and targets for each respective Global Programme areas;
  • Identify priority areas to be targeted for resource mobilisation and key donor organisations and potential funding sources;
  • Identify ways of influencing the perceptions of partners of UNV’s programmatic role to ensure support to its programmatic work in a sustainable manner;
  • Develop plans for diversification of UNV’s funding sources;
  • Draft the UNV Global Programmes Resource Mobilisation Action Plan (2015-2017), discussing it with the Global Programmes team and UNV Strategic Management team, and including their comments in the final draft.

Establish a process and mechanism for the implementation, monitoring,reporting and a partnership engagement plan.

Competencias

  • A good knowledge of the international aid environment as well as bilateral and non-traditional donors’ policies and funding practices is required, as is a sound understanding of best practice with regard to aid effectiveness;
  • Familiarity with the UN and the way in which UN country level operations are currently funded is also essential;
  • Strong quantitative and qualitative analytical skills;
  • Demonstrated ability to establish priorities and to plan, coordinate and monitor tasks to achieve result;
  • Demonstrates strong oral and written communication skills;
  • Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural environment;
  • Proficiency in the usage of computers and office software packages;
  • Demonstrates integrity by respecting the UN’s values and ethical standards;
  • Displays cultural, gender, religion, race, national and age sensitivity and adaptability;
  • High professionalism.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in International Development, Economics, or related Social Science field.

Experience:

  • At least 10 years’ experience in the development sector, preferably in fundraising, resource mobilisation, or partnership building;
  • Solid experience and track record of UN system operations and donor assistance in both normal development and post-conflict settings;
  • Recognised expertise in all aspects of resource mobilisation and funding strategies and a track record of drafting resource mobilisation strategies and action plans in intergovernmental or international organisations, preferably UNDP and UN system;
  • Extensive experience in research and policy level analysis;
  • Demonstrated knowledge of Results Based Management (RBM).

Language:

  • Fluency in both written and spoken English is essential, knowledge of French and/or Spanish is an asset.
