Antecedentes

Integrated Communications and Knowledge Management Team is a partnership between UNDP Pacific Centre and UNDP Fiji Multi-Country Office (referred to as UNDP). The team, hereinafter referred to as iComms, provides integrated communications and knowledge management services vis-à-vis UNDP’s main external and internal audiences in Pacific Island countries. By way of designing and implementing communications plans linked to programme priorities in the Pacific, iComms helps position UNDP as a thought leader in ways that boost demand for various service lines and increase overall business opportunities.

Strategic guidance for iComms’ priorities and work objectives is provided by the iComms Board comprised of UNDP Fiji Resident Representative (as Senior Executive), UNDP Pacific Centre Manager (Senior Supplier) and UNDP Fiji Deputy Resident Representative (Senior Buyer).

Under direct guidance and supervision of the UNDP Pacific Centre’s Manager (or member of the iComms Board), this position designs, manages and facilitates the implementation of UNDP’s communications plans with a view to influence the development agenda, to promote public and media outreach and facilitated knowledge services, and to mobilize political and financial support for UNDP in the Pacific.

Deberes y responsabilidades

Ensures planning and design of internal (UNDP), inter-agency (UN) and external strategies for communications and outreach focusing on achievement of the following results:

  • Planning and design of communications needs assessments for UNDP (projects, regional, sub-regional and country programme and corporate change initiatives, etc) and UN-wide/joint programmes and activities;
  • Elaboration of the UNDP communications and outreach plan based on the corporate communications plan;
  • Constructive and timely advice on inclusion of communications components in programme formulations to integrate advocacy and communication strategies into all aspects of UNDP’s and other UN agencies’ development programme.

Ensures implementation of UNDP’s external communications plan and implementation focusing on the achievement of the following results:

  • Implementation of UNDP’s external communications plan based on corporate plans;
  • Identification and development of storylines for publications, substantive articles and press releases and advocacy products contributing to debates on key development issues;
  • Coordinating with the Knowledge Management and Gender Specialist to facilitate the production of publications, including content management, standards for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination.

Supervises the maintenance of UNDP websites and social networks focusing on achievement of the following results:

  • Supervision and preparation of the content for websites (Fiji Multi-Country Office and Bureau for Asia and the Pacific) and social networks ensuring consistency of information;
  • Liaising with Headquarters and Asia Pacific Communications Advisors to ensure corporate standards are incorporated.

Supports the business development and capacity building in communications for UNDP staff (including sub-offices and country presences) focusing on achievement of the following results:

  • Creation and promotion of campaigns to local and regional media that position UNDP and influence the development agenda based on current programmes and new initiatives;
  • Management, promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report;
  • Promotional activities to position UNDP as a leader within the development space;
  • Increased coverage and understanding of the UNDP’s work in the Pacific sub-region, individual Pacific island countries or practice area through development and maintenance of media contacts and providing newsworthy information to national public and donors;
  • Formatting, packaging and submission of programme initiatives for donor review in close collaboration with programme staff;
  • Development and maintenance of close contacts with government officials, Pacific sub-regional organizations, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc;
  • Forging of a “one UN” image through publicizing the significance of sub-regional UN reform efforts, joint presences, joint programmes, common services. Organization and implementation of joint UN information campaigns (UN Day, World AIDS Day, etc.);
  • Ensured access for journalists to subject matter experts;
  • Annual reports and/or regular updates to donors, donor reports, civic education and community awareness where appropriate to support projects;
  • Support, guidance and capacity building of UNDP staff in their efforts towards public outreach;
  • Support, guidance and capacity building of UNDP sub-offices and country presences in Pacific island countries in their efforts towards public outreach, as well as country level launches and campaigns.

Supervision of the Communications Associate focusing on achieving the following results:

  • Preparation of the work plan and roles, staff supervision and when required contractual matters.

Habilidades y experiencia requeridas

Education:

  • Master's  or Bachelor’s degree in media relations/journalism or  related field.

Experience:

  • 2-4 years of relevant experience at the national or international level in public relations, communications or advocacy for Master’s Degree holders or 7 years of relevant experience at the national or international level in public relations, communications or advocacy for Bachelor Degree holders;
  • Previous experience with a multilateral or international organization is helpful but not mandatory;
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.

Language:

  • Fluency in English and the national language of the duty station.
