Antecedentes

In 2014 the Global Fund issued a call for proposals for strengthening strategic information as part of a wider investment in monitoring and evaluation. Consultation meetings were held and several proposals were submitted from Sudan. One successful proposal was on conducting an AIDS-related mortality analysis by analyzing the data from the ART centres.

The proposal is aligned with Sudan’s National AIDS Strategy 2014-2016 which aims at getting to zero new HIV infections, zero AIDS-related deaths and zero discrimination. In order to reach zero-AIDS related deaths, every person living with HIV should receive quality treatment. The 2014 cohort analysis shows that retention of people living with HIV one year after starting treatment is 69.4% and the remaining people are either dead or lost to follow up. In order to improve adherence and reduce AIDS-related mortality, there is a need to analyze the reasons behind high loss to follow up, and also to track those on treatment to establish future treatment outcomes. This study aims at achieving the above and improve the impact of the programme interventions.

The Directorate of Communicable and Non-Communicable Disease Control at the Federal Ministry of Health will lead  the implementation of this study with technical support from UNAIDS and in close collaboration with the national HIV M&E Technical Working Group.

Deberes y responsabilidades

A national consultant is needed to develop a detailed protocol for the retrospective and prospective parts of this study, take lead on clearing this study protocol from the Ethics Committee, and working closely with the Directorate of Communicable and Non-Communicable Disease Control at the Federal Ministry of Health on all aspects of the study. The consultant will implement the study in the 6 priority states and will lead in coordinating and updating with relevant stakeholders. The consultant will also generate national consensus around the findings of the report and documenting best practices and lessons learnt. The consultant is expected to liaise regularly with and report to UNAIDS Strategic Information Officer.

Key Results Expected:

  • Two reports, one on the AIDS mortality analysis and one on the HIV survival analysis, are expected to be drafted and finalized by the consultant.

Habilidades y experiencia requeridas

Education:

  • At least a Master’s degree in public health, statistics, social science or related field.

 Experience:

  • A minimum of 4 years professional work experience in/for developing countries in health/development;
  • Proven experience in designing and implementing research studies, especially in the field of HIV/health.

Language:

  • Excellent writing and analytical skills in English;
  • Previous report writing experience and a track record of publishing manuscripts and papers preferred.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal (Methodology:

  • (i) Explaining why they are the most suitable for the work;
  • (ii) Provide a brief methodology on how they will approach and conduct the work

Financial proposal:

  •  Personal CV/P11 form including past experiences in similar projects and at least 3 references;

Financial proposal

  • The financial proposal shall specify a daily rate in Sudanese pound (SDG). The payments will be linked to deliverables/milestones as specified in the TOR.

Travel;

  • Travel and per diem to places outside Khartoum will be provided as per UNDP norms. This need not have to be included in the financial proposal.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • a) Responsive/compliant/acceptable; and
  • b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; [70%];
  • Financial Criteria weight; [30%].

Only candidates obtaining a minimum of 70% point would be considered for the Financial Evaluation.
