The Inclusive and Sustainable Development is responsible for the design and implementation of UNDP programmes on poverty alleviation, environment and natural resource management, climate change and disaster risk management.

Under the overall direction, guidance and supervision of the ISD Team Leader, the Programme Analyst analyzes political, social, environmental and economic trends and participates in the formulation, management and evaluation of programme activities. S/he performs key functions in programme management and implementation, provision of policy advisory services, creation of strategic partnerships and resource mobilization, and knowledge building and management.   The Programme Analyst is part of the Country Office ISD team and works closely with its team members. S/he may supervise and lead programme support staff. S/he works in close collaboration with the Country Office Programme and Operations teams, the Management Support unit, and programme staff in other UN agencies and the UNDP Regional Hub in Bangkok as well as programme staff in UNDP headquarters, New York.

Deberes y responsabilidades

Summary of key functions:

  • Implementation and management of ISD programme strategies;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Provision of policy advisory services to the Government and UNDP partners;
  • Facilitation of knowledge building and management.

Ensures implementation and management of  programme strategies focusing on achievement of the following results:

  • Undertake  analysis and research of the political, social, environmental and economic situation in the country and provide substantive inputs in the preparation of UN/UNDP planning and reporting instruments (eg. CPD, UNDAF, ROAR Undertake analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned;
  • Design and formulate parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions;
  • Provide quality technical inputs in defining overall ISD strategies, methodologies and approaches ensuring alignment with government objectives and responsiveness of UNDP assistance to the country’s context;
  • Provide guidance to UNDP implementing partners and responsible parties to ensure adherence to relevant UNDP rules and regulations;
  • Perform functions for approval of transactions within delegated authority;
  • Facilitate designing, initiation, implementation and closing of projects;
  • Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects;
  • Ensure financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions;
  • Ensure participation in audit of NIM projects;
  • Preparation of inputs for reporting, including donor reporting.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

  • Undertake analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Contribute to the establishment, maintenance and strengthening of effective relationships with key traditional and non-traditional donors in environment and natural resource management;
  • Keep abreast of the programs and priorities of key donors towards identifying linkages with UNDP priorities and opportunities for resource mobilization and contributing in the achievement of resource mobilization targets;
  • Liaise with donors on matters related to the management of UNDP contribution agreements and contracts;
  • Provide analysis, support and direction for the development of new programs and projects, including the development of concept documents and project proposals;

Provides policy advisory services to the Government and key UNDP partners focusing on achievement of the following results:

  • Identify sources of information related to policy-driven issues; Identify and synthesize best practices and lessons learned directly linked to programme country policy goals;
  • Engage with government agencies and participate in and contribute to the development, formulation and review of policies and programs related to environment and natural resource management;
  • Monitor the development of key UNDP partners’ policies and identify impact on and linkages with UNDP policy and interventions;
  • Gather, analyze and report to UNDP management relevant information on program policy issues and propose strategic recommendations.

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Provide technical inputs to knowledge networks and participate in communities of practice in environment and natural resource management;
  • Identify good practices and lessons learned directly linked to environment and natural resource management and implement strategies for adoption;

Performs other functions as maybe assigned by supervisor.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree in human ecology, biology, environmental science, environmental management or related field;
  • Prince2 training and certification, RMG.

Experience    

  • Progressive experience at the national or international level in  designing, implementation, management, monitoring and evaluation of development projects particularly in environment and natural management or biodiversity conservation

Language:         

  • Fluency in English and Tagalog.
