Antecedentes

One of the outcomes of the GOI-UNDP Country Programme Action Plan (2013-2017) is on Sustainable Development. The main objective is “Government, industry and other relevant stakeholders actively promote environmental sustainability and enhanced resilience of communities in the face of challenges of climate change, disaster risk and natural resource depletion”. The project on “Enhancing Institutional and Community Resilience to Disasters and Climate Change” has been formulated under this framework. This project aims to strengthen capacities of government, communities and institutions for disaster risk reduction including risks being enhanced due to climate change, and develop preparedness for recovery. The project with a total resource allocation of US$ 6.235 million will focus on 10 multi-hazard prone states, 25 districts, 10 cities and 10,000 villages.

The main components of the project are:

  • Mainstreaming DRR and CCA in Development Planning;
  • Urban Risk Reduction;
  • Technical Assistance and Capacity Building;
  • Support for Knowledge Management; and
  • Enhancing resilience of vulnerable communities to cope with disasters and climate variability by implementing scalable demonstrative pilot initiatives.

The Ministry of Home Affairs (MHA) is designated as the implementing partner with the Joint Secretary (DM), MHA as National Project Director (NPD) for overall management of the project. UNDP is required to provide implementation support to the project. In this context, the Coordinator (Capacity Development) is expected to provide support to UNDP and MHA for the implementation of the project. 

Summary of Key Functions

The Coordinator (Capacity Development) will be based in Delhi and would be responsible for advising and coordinating the development of institutional and managerial capacities of government, communities and institutions for disaster risk reduction including risks being enhanced due to climate change so as to develop preparedness for recovery. The Coordinator (CD) will work under the direct supervision of Emergency Analyst/ DM Team leader.

Deberes y responsabilidades

The Coordinator (Capacity Development) will be based in Delhi and would be responsible for advising and coordinating the development of institutional and managerial capacities of government, communities and institutions for disaster risk reduction including risks being enhanced due to climate change so as to develop preparedness for recovery. The Coordinator (CD) will work under the direct supervision of Emergency Analyst/ DM Team leader. 

The incumbent will carry out the following tasks:

  • Identify the institutional and managerial capacity gaps of the selected government, communities and institutions identified by the project authorities, i.e., MHA, UNDP and the selected government nodal departments;
  • Guide the development of capacity development strategies and plans for the selected national and state level entities in line with the DM Act 2005 and the National Policy on Disaster Management 2009,National Human Resources Development (HRD) plan and respective state level policies;
  • Lead and provide support for implementation of the capacity development plans of the national and state level nodal departments, e.g. assisting in hiring of specialised institutions and/or technical experts for conducting or arranging training programmes, etc;
  • Formulate strategy/plan for UNDP to exit from capacity development role on the basis of preparedness of the selected states to take over the capacity development function;
  • Monitor and document all capacity development works, progress and results;
  • Assist in obtaining progress reports as per schedule, and highlight technical slippages, if any, to the attention of UNDP and MHA:
  • Support in complying with other requirements as laid down in the approved UNDP project document;
  • Contribute to effective qualitative and quantitative reporting and arrange appropriate documentation and dissemination of information;
  • Organize and participate in technical and monitoring consultations as per UNDP requirements;
  • Any other related tasks assigned by the Energy & Environment  Unit.

Habilidades y experiencia requeridas

Education: 

  • Essential: Post Graduate degree in, social sciences, geography, environment, economics, management or relevant disciplines.

Experience: 

  • 10 years of post Master’s level experience with minimum 7 years of relevant experience, with regard to formulation/implementation of institutional and managerial capacity development plans at the national or state levels, preferably in the field of disaster management;
  • Good understanding of capacity development strategies.  

Language:

  • Fluency in English;
  • Working knowledge of Hindi and/or any other Indian language is desirable.    

Travel: 

  • Travel to the programme states, districts and cities would be required.  

Remuneration package is Rs. 1,36,331/- per month (taxable). UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
