Antecedentes

Based on over 20 years of engagements at the local, national, regional and global levels, UNDP is supporting sector- and technology-specific sustainable energy projects at the national and sub-national levels and engages in advocacy campaigns, policy dialogue, knowledge products and coordination efforts at global, regional and national levels. 

2015 is a very important year for international development since four major global processes and summits related to development are taking place of which two will take place in the second half of the year:

  • The United Nations Special Summit on Sustainable Development in New York in September; and
  • The UN Climate Change Conference in Paris in December (COP21), where a post-2020 global climate change agreement is expected to be adopted.

Recently, UN Member States reached agreement on the draft outcome document for the successor framework to the Millennium Development Goals (MDGs) - the Sustainable Development Goals (SDGs). The SDGs will be formally adopted in September at the UN Summit to adopt the post-2015 development agenda.

Proposed SDG No. 7: Ensuring Access to Affordable, Reliable, Sustainable and Modern Energy for All, is placing “sustainable energy” high on the upcoming development agenda for the next decade. Through its engagements in the sustainable energy field for more than 20 years, UNDP has accumulated institutional knowledge and a wealth of experience through the support of over 140 developing and middle-income countries with comprehensive energy programs focusing on energy access, renewable energy and energy efficiency as part of broader efforts to reduce poverty, achieve the MDGs and mitigate climate change. Similarly UNDP will be a significant partner supporting countries as they implement the new global agenda. 

To highlight UNDP’s central role as key partner to support and implement the SDGs including climate change mitigation and adaption related sustainable energy projects, UNDP’s Global Energy Team will produce a serious of data driven and info-graphic based factsheets/brochures. These communication products will emphasize UNDP’s vast experience in providing globally, regionally and nationally tailored policy advocacy, technical assistance, knowledge sharing, and partnership building services in the field of sustainable energy development programming overt the last two decades.

Deberes y responsabilidades

A Communication and Design Specialist is required to support this work over the period of 19 October 2015 – 11 December 2015. The Consultant will support the technical analysts of the global energy team in designing factsheets that consist of data driven graphs and figures using modern computer based design technology and that were identified using UNDP’s sustainable energy portfolio database.

Thus the consultant will be responsible for producing the following main deliverable:

  • Design of 10 fully finalized and ready-to-publish data driven and infographic based communication factsheets/ brochures that are emphasizing UNDP’s current and past role as a key player in the field of sustainable energy with a particular focus on SDG 7 (and other SDGs) as well as COP21 related topics (2 Din-A 5 pages per product).

The Communication and Design Specialist will be part of a global team of around 20 energy specialists under the Bureau for Policy and Programme Support (BPPS). The consultant responsibilities are, but not limited to, the following:


Key output 1:

Output 1 – Layout proposal for UNDP’s Sustainable Energy Framework and 10 communication products (factsheets/brochures) related to the SDGs and COP 21.

Task 1: Based on the proposals from the analysts, develop layout proposals for each of the communication products

In close consultation with the supervisor and the energy analysts, the consultant will be responsible for providing a layout proposal for the UNDP Sustainable Energy Framework and each of the 10 factsheets related to UNDP’s energy portfolio that have been produced by the Global Energy

Team. Specific tasks will involve the following:

  • Brainstorming consultation with the Global Energy team on the topics and trends that have been identified and how to transform data into innovative and innovative design;
  • Producing layout proposals for each of the 10 communication products;
  • Incorporating comments and revisions on the layout proposals as necessary;
  • Delivering 10 finalized layout proposals for 10 communication products.

The 10 layout proposals are expected to take approximately 10 working days.

Key output 2:

Output 2 – Design of UNDP’s Sustainable Energy Framework and 10 fully finalized data communication products related to the SDGs and COP 21.

Task 1: Based on the layout proposals developed under Output 2, design the SE Framework and 10 factsheets duly finalized and ready to web-publish and print communication products.

In close consultation with the supervisor and based on the layout proposals that haven been developed under Output 1, the consultant will be responsible for delivering the design of Sustainable Energy Framework and the 10 communication products.

Specific tasks will involve the following:

  • Provide an initial design for all 10 communication products and subsequently share the final draft communication products with the Global Energy team for their review and input;
  • Review comments and input from the Global Energy team and incorporate the changes in the design of the communication products;
  • Produce 10 fully finalized and ready-to print communication products and
  • Including development, consultation and revisions, the 10 fully finalized and ready-to-print communication products are expected to take approximately 10 working days.

Key output 3:

Output 3 – Assist with the publishing of the UNDP Sustainable Energy Framework and 10 fully finalized data communication products related to the SDGs and COP 21.

The consultant will be responsible for assisting the Global Energy team in publishing the Sustainable Energy Framework and 10 communication products.

Specific tasks will involve the following:

  • Assist the Global energy team in coordinating the printing of the communication products;
  • Provide input as required to the printing company to ensure a high quality printed final product;
  • Assist the Global Energy team in coordinating the delivering of the communication products.

Assisting the publishing of the 10 finalized data communication products is expected to take approximately 5 working days.

Description and place of responsibilities:

The Communication and Design Specialist will be working from home for a period of approximately 25 working days over the period 19 October 2015 until 11 December 2015. Since the communication products are to be presented during COP21, it is expected that the highest workload will take place before and around the COP 21 in Paris (from 30th November until 11th December 2015). 

Responsibility for Expenses and their reimbursement and consultancy fee

The Consultant will be responsible for all personal administrative and travel expenses associated with undertaking this assignment including printing, stationary, telephone and electronic communications, and report copies incurred in this assignment. Any medical costs are also the responsibility of the consultant. In addition, the consultant is responsible for having his/her own travel insurance.

For this reason, this contract will be prepared as a lump sum contract payable in three installments as follows:

  • First Payment: Payment of 40 percent of the total contract amount upon completion of all work under Output 1 (ca. 31th October 2015);
  • Second Payment: Payment of 40 percent of the total contract amount upon completion of all work under Output 2 (ca. 15th November 2015);
  • Third Payment: Payment of 20 percent of the total contract amount upon publishing of all factsheets (ca. 11th December 2015).

Reporting requirements:

  • The consultant will report to the Global Energy Policy Advisor based in UNDP Istanbul Regional Hub

Education:

  • At least an Advanced University degree (i.e. Master degree) in communications, design, international relations, economics, or a related field etc.

Experience:

  • 3 years of work experience in the field of producing communication and information products;
  • Practical experience with data management related tasks is an advantage;
  • Practical experience with data visualization is an added advantage;
  • Practical experience  with producing info-graphic based products and other innovative communication products including web based appliances is an advantage;
  • Prior experience with working with the private sector, including communication and external relation related tasks, is an advantage
  • Prior experience with international organizations (including UNDP) is an advantage;
  • Practical experience with Adobe InDesign, Photoshop, Illustrator, MS Word, Excel, Powerpoint Presentation and email communication software.

Language:

  • Excellent English skills.

Evaluation of applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and     financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A: 3 years of work experience in the field of producing communication and information products – max points: 5;
  • Criteria B: Practical experience with data management related tasks – max points - 5;
  • Criteria C: Practical experience of data visualization –  max points - 5;
  • Criteria D: Practical experience  of producing info-graphic based products and other innovative communication products including web based appliances – max points - 5;
  • Criteria E: Prior experience with working with the private sector, including communication and external relation related tasks  – max points - 5;
  • Criteria F: Prior experience working with international organizations (including UNDP) – max points - 5;
  • Criteria G: Practical experience with Adobe InDesign, Photoshop, Illustrator, MS Word, Excel, Powerpoint Presentation and email communication software – max points - 5.

Financial Criteria - 30% of total evaluation – max. 15points
