Antecedentes

Established in 1991, the Global Environment Facility (GEF) is today the largest funder of projects to improve the global environment. GEF unites 183 member governments — in partnership with international institutions, non-governmental organizations, and the private sector — to address global environmental issues. As an independent financial organization, GEF provides grants to developing countries and countries with economies in transition for projects related to biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic pollutants.

These projects benefit the global environment, linking local, national, and global environmental challenges and promoting sustainable livelihoods.

Since 1991, GEF has provided $13.5 billion in grants and leveraged $65 billion in co-financing for 3,900 projects in more than 165 developing countries. India is both a donor and a recipient of GEF.

In India, the Department of Economic Affairs in the Ministry of Finance is the political focal point and the Ministry of Environment, Forest and Climate Change (MoEF&CC) is the Operational Focal Point. The International Cooperation (IC) division of MoEF&CC is responsible for handling the GEF portfolio. UNDP supports a GEF Cell in MoEF&CC. UNDP seeks to engage the services of a Programme Coordinator to support the Ministry in identifying priorities for GEF projects in general and smooth implementation of the GEF 6 cycle in India in particular.

Deberes y responsabilidades

The Programme Coordinator will work under the direct supervision and guidance of the Joint Secretary, International Cooperation (responsible for the GEF Portfolio) in MoEFCC and assist the National Coordinator in processing & monitoring of GEF projects.

The main responsibilities of the Programme Coordinator will include the following:

  • Support the GEF Focal Point in MoEF&CC for effective implementation of the GEF portfolio in India;
  • Coordinate with different stakeholders especially the central ministries and state governments on behalf of MoEF&CC. Also coordinate with GEF Secretariat and GEF Agencies (in India) in implementing the national GEF- programme;
  • Improve GEF coordination mechanism with the involvement of national counterparts of UNFCCC, UNCCD, CBD, central and state governments and international organizations, on need basis and as per new modalities of GEF cycle;
  • Support and facilitate process of follow up in development of project documents, review by national level committee and other experts, and coordinate with regional headquarters of GEF Agencies for onward submission to GEF Secretariat;
  • Develop Country Position and briefing notes on GEF for a range of meetings such as the Global Council and Assembly in addition to other meetings of GEF Secretariat;
  • Support GEF High level and Technical Review Committees as per GEF requirements and convene its meetings, bilateral and multi-lateral meetings with the federal and state governments, GEF funded project proponents (performance status) and other national and international organizations;
  • Deliver presentations and provide GEF related information to GEF Focal Points and competent authorities; to prepare briefs, presentations and working papers in relation to GEF;
  • Liaise closely with the Thematic Focal points in MoEFCC & the line ministries in project development and implementation;
  • Manage the activities of the GEF cell and supervise the work of other consultants within the GEF cell to ensure all activities are delivered within agreed budgets and timelines;
  • Also facilitate interaction between UNDP and GEF cell for smooth implementation and monitoring of GEF projects.

Habilidades y experiencia requeridas

Education: 

  • Bachelor’s degree in  Science/Engineering;
  • Additional specialization in energy conservation or management would be an asset.  

Experience: 

  • Minimum 10 years’ experience of dealing with environmental / infra-structure projects;
  • Experience at state or national government level in leading and implementing development/ conservation programmes is essential;
  • Experience in programme design and management essential;
  • Experience in knowledge dissemination and outreach activities;
  • Thorough knowledge of government procurement processes.

Language:  

  • Proficiency in English. 

Travel: 

  • Willingness to undertake travel largely within the country.
