Antecedentes

UNDP Myanmar has developed a new programme for 2013-17 with the aim to promote local governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. This goal will be pursued through three complementary pillars, where Pillar I focuses on strengthening local governance, Pillar II on Environmental Governance and Disaster Resilience and Pillar III on strengthening responsive and inclusive governance.

Pillar II focuses on strengthening capacities at local, regional and national levels to manage and utilize natural resources in a sustainable way, to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risks of natural disasters.

In July and Aug. 2015, due to heavy monsoon rains and the impact of Cyclone Komen in the Bay of Bengal, widespread floods and landslides occurred in 11 States/ regions across Myanmar, leaving 122 people died, 1,616,761 people displaced and USD 149 million of direct economic losses incurred. As the need for post flood recovery and rehabilitation of the affected communities is massive, the National Disaster Management Committee (NDMC) of the Government of Myanmar set up a Recovery Coordination Center to lead and coordinate recovery processes.

The Government of Myanmar constituted the Recovery Coordinate Center (RCC) under the Recovery Coordination Committee of the National Disaster Management Committee, in order to effectively manage the recovery planning and implementation. The objective of the RCC is to ensure that recovery is undertaken effectively in a manner that is inclusive, builds back better and that recovery assistance is delivered in a timely manner to the affected communities. RCC is deemed as a central facility through which the government can access post-disaster damage and loss data and needs assessments, enable states / regions, international agencies and NGOs to support the process of recovery, and monitor recovery programmes. The key functions of RCC will cover Recovery Needs Assessment, Recovery Planning, Recovery Implementation, Monitoring, Information Management and Communications, Partnerships and Coordination.  RCC’s role will include collecting and managing data related to damages and losses, tracking information related to aid and assistance, and monitoring and reporting a large number of individual recovery projects. It will have the central RCC at Nay Pyi Taw with sub Centers in Yangon and Mandalay.

UNDP is providing its technical assistance to the government of Myanmar in institutionalization of RCC and building the capacity for effective functioning of RCC and its Sub Offices in Myanmar. Under this, UNDP is looking for a Chief Technical Advisor (CTA) who will provide the policy and technical support to the RCC Coordinator and the RCC team under the National Disaster Management Committee for strengthening institutional and operational capacity of RCC at its early stage of establishment.

Summary of Key Functions

Under the direct supervision of the UNDP Country Director, and in close coordination with the Team Leader (Environmental Governance and Disaster Resilience) of UNDP, the CTA will provide the appropriate technical advice to NDMC for strengthening institutional and operational capacity of RCC, covering  Recovery Needs Assessment, Recovery Planning, Recovery Implementation, Monitoring, Information Management and Communications, Partnerships and Coordination. This will be based on good practices in other countries adapted to the context of Myanmar. The CTA will be based in RCC at Naypyidaw and will closely work with the designated government counterparts.

Summary of key functions include:

  • Oversee the strategic direction of RCCEnsure high quality Programme Management in RCC;
  • Provide Policy and Technical advice to Recovery Coordination Committee, UN and stakeholders on institutional strengthening and effective operation of RCC;
  • Lead analytical development of knowledge products and knowledge transfer on resilient recovery;
  • Build strategic partnership for resilient recovery and resource mobilization.

Oversee the strategic direction of RCC

The CTA will be responsible for providing effective guidance for implementation of activities of RCC and work closely with NDMC, Recovery Coordination Committee and RCC staff and contribute to the design, management, implementation, monitoring and reporting of RCC activities.

The functions include:

Advise the NDMC and RCC leadership on positioning and equipping the NDMC to lead the recovery coordination activities across affected regions, addressing immediate support needs while strengthening institutional capacity of the RCC to:

  • Operationalize an enhanced recovery assistance package through national and international technical collaboration;
  • Realize significant improvements in the utilization of data, information management, and communications resources to enhance the RCC’s capability to lead coordinated recovery;
  • Better integrate the Government’s post-disaster recovery coordination with longer-term policy leadership on adaptation to climate change; 
  • Develop and recommend policy and operational actions for ensuring coherence between EOC and RCC within the evolving national frameworks governing disaster response, recovery, and adaptation;
  • Advise RCC leadership on the immediate and future potential for utilization of data analytics and information management resources (i.e. EOC, MIMU, etc.) to significantly expand the RCC’s ability to coordinate national service delivery institutions across sectors and international development partners in delivering coordinated recovery services to affected populations;
  • Collaborate with NDMC and RCC leadership to articulate targets for institutional capacity for enhanced recovery coordination (with particular technical guidance on upscaling the use of data, information management, communication, monitoring of the political economy and social cohesion indicators across the country/sub-region, and post-disaster coordination practices) to formulate a mutually agreed-upon institutional capacity development agenda for the RCC, including milestones, resource requirement considerations, and results monitoring practices;
  • Within the agreed upon capacity development framework for the RCC, provide strategic advice to the effective functioning of RCC, implementation, monitoring and reporting of activities, and identification of activities to be managed by RCC staff
  • Coordinate different streams of activities under the work plan, to ensure a coherent approach of activities;
  • Ensure quality of regular progress reports to Recovery Coordination Committee under NDMC and the UNDP Country Office;
  • Ensure quality of project reports to the UNDP and the donor community.

Ensure high quality Programme Management in RCC

The CTA will ensure high quality design of activities and the professional, effective and efficient management and implementation of the recovery activities, including all aspects of its planning, co-ordination, consultations, deliverables, results, monitoring, reporting, and accountability for all resources, personnel and finances.

The functions include:

  • Co-develop a focused results framework with the RCC leadership, which is consistent with existing national policies and priorities related to recovery assistance in the National Development Plan, and adaptive to dynamic changes on the ground.;
  • Lead the preparation of work-plans and implementation plans for different components of RCC, across Nay Pyi Taw and all field presences, delegating responsibility for updating and adapting work-plans to RCC staff, as appropriate to build institutional capacity to lead recovery coordination services;
  • Foster a very high degree of RCC leadership and staff engagement in the internal processes of defining results, targets, work plans, quality assurance, oversight, and citizen engagement to ensure prominent emphasis on RCC institutional capacity, team performance, accountability, and sustainability of the results achieved through UNDP technical assistance;
  • Co-develop a long-term exit strategy for UNDP and relevant development partners in support of recovery coordination, to which UNDP and the NDMC will work towards and monitor;
  • Ensure that initial and ongoing RCC programme management activities are informed by UN(DP) political economy analysis and regular monitoring of social cohesion metrics / areas of concern for the UNCT;
  • Provide strategic advice on monitoring and evaluation of RCC to the NDMC leadership;
  • Monitor the proper/effective utilization of the budget according to the objectives, outputs and activities stated in the work plan;
  • Under the guidance of the UN Resident Coordinator and UNCT, perform communication, co-ordination and consultation with other UN agencies and international organizations and government counterparts;
  • Ensure accountability for results and implementation of the decisions and recommendations of NDMC and Recovery Coordination Committee relating to RCC through timely production and submission of all reports, including progress reports for the Recovery Coordination Committee, donor reports, and other reports and analysis;
  • Establish protocols, performance targets, and internal discipline for the conduct of Recovery Coordination Committee meetings, project review and/or evaluation meetings, and promote increased national engagement in project governance and assurance activities for ongoing support to the RCC. In so doing, host Recovery Coordination Committee meetings/project review meetings, only as needed, while supporting RCC technical leadership in assuming this responsibility over time;
  • Ensure effective and timely procurement of goods and services, including preparation of technical specifications and ToRs, in line with UNDP rules and procedures, delegating these activities where appropriate;
  • Ensure security considerations and risk mitigation in the management of personnel, assets and project activities, delegating these activities where appropriate.

Provide Policy and Technical advice to Recovery Coordination Committee, UN and the stakeholders on institutional strengthening and effective operation of RCC:

The CTA will serve as Policy and Technical advisor to Recovery Coordination Committee, UN and the stakeholders on institutional strengthening and effective operation of RCC.

The functions include:

  • Collaborate with RCC and NDMC leadership to develop enhanced policy measures to position the newly established RCC in Nay Pyi Taw, and its Sub Offices in Yangon and Mandalay and related agencies, to create the institutional frameworks and mechanisms to lead the coordination of recovery support provided from national and international development partners;
  • Collaborate with the RCC Coordinator to provide leadership of the emerging cross-sector/Ministry collaboration activities and ensure the RCC is equipped to fulfil its mandate and deliver the services for which it has been established: Recovery Needs Assessment, Recovery Planning, Recovery Implementation, Monitoring, Information Management and Communications;
  • Provide culturally and politically sensitive technical advice to the RCC and NDMC leadership on reinforcing and/or establishing good practices in Recovery planning, implementation, monitoring, information management coordinated communications, in line with international standards and local requirements;
  • Establish mutual trust and communication with RCC and NDMC leaders, and international development partners, to identify bottlenecks that hamper the delivery of recovery services and facilitate solutions to address these challenges within the RCC and its Sub Offices, and partner organizations;
  • Identify entry points to achieve short-term and medium term results which produce tangible improvements for resilient recovery and sustainable development, and provide strategic and technical advice to NDMC and Recovery Coordination Committee and Head of RCC;
  • Co-develop principles of engagement for coordinated recovery support across relevant Government institutions and international development partners, with RCC and NDMC leadership, based on results achieved in coordinating recovery support, which contribute to overall institutional strengthening of the Government’s capability to provide disaster response, recovery, and longer-term adaptation and risk governance.

Lead analytical development of knowledge products and knowledge transfer on resilient recovery:

The CTA will be responsible for development of knowledge products and knowledge transfer on resilient recovery.

The functions include:

  • Engage with RCC and NDMC leaders, both technically and politically, to formulate clear positions on the Government of Myanmar’s approach to risk governance, recovery coordination and service delivery, as well as broader investments in national resilience and adaptation to climate change;
  • Co-develop knowledge product(s) which capture good practices, lessons learned, and new areas for investment related to resilience and recovery activities in Myanmar;
  • Ensure that the development of knowledge products and resources is a collaborative effort with RCC and NDMC staff and leadership to facilitate more assertive national ownership of the overall resilience and adaptation agenda in Myanmar and the sub-region;
  • Promote identification and synthesis of best practices and lessons learned from RCC for organizational sharing and learning, as well as external information, to advance the Government’s institutional capacity to effectively manage recovery coordination services as well as longer-term adaptation and risk governance commitments;
  • Raise the visibility of the RCC’s work, within the Government’s overall approach to natural disaster recovery and adaptation, through targeted knowledge sharing and the development of high-quality communication materials;
  • Actively participate in the knowledge networks and take advantage of best practices / lessons learned available in the region and globally, and encourage RCC staff to do so by creating a culture of knowledge and learning;
  • Work with the Head of the RCC to  produce a tailored work plan for capacity- and knowledge building of the respective national counterparts and monitor the status and progress of RCC and Sub Office staff in fulfilling elevated expectations;
  • Promote systematic documentation of lessons learned to feed into UNDP’s corporate knowledge on Resilience and Recovery, as well as the development of signature products and services for UNDP’s crisis response support;
  • Promote knowledge networking with national agencies and UNDP’s global community.

Build partnership for resilient recovery and resource mobilization:

The CTA will lead partnership building for resilient recovery and effective and timely resource mobilization in close collaboration with UNDP country office.

The functions include:

  • Lead the NDMC and RCC efforts to build partnerships in support of the Government’s resilience and adaptation investments, through collaborative alliances focused on strengthening institutional capacity for coordination of recovery services;
  • Collaborate with the RCC and NDMC leadership to identify partnership opportunities / entry points for leveraging the technical and financial support of development partners within the mandate of the RCC, which is consistent with the Government’s overall approach to aid coordination and international technical assistance;
  • Broker mutual understanding between international development partners and Government counterparts around collaborative opportunities in early recovery, resilience, and adaptation to climate change, within the longer-term national vision of strengthened institutional capacity to manage disaster recovery and adaptation efforts;
  • Coordinate recovery programme activities with other UNDP initiatives as well as with other United Nations agencies and donors, to significantly advance inter-agency synergies and protocols for aligning technical and financial support to national frameworks for coordinating development assistance;
  • Build partnerships with agencies working under different sectors via nationally-driven coordination mechanisms and capacity development.
  • Work closely with the UNDP Environmental Governance and Disaster Resilience Pillar, Humanitarian Country Team and the respective Clusters, Early Recovery Network, Disaster Risk Reduction Working Group and Operations team in recovery planning and implementation;
  • Mobilize resources for effective recovery coordination in close collaboration with the UNCT, the UNDP Country Director, and Government counterparts, guided by shared principles of engagement, realistic delivery targets, and real time monitoring of results and challenges in recovery coordination;
  • Ensure, in all circumstances, that the Project does not compromise the credibility of the UN System, the country’s interests and partners implicated in the process.

Habilidades y experiencia requeridas

Education:

  • Masters Degree in Disaster Risk Management, Environment, Climate Change, social sciences, public administration, management, international relations or any other relevant field.

Experience:

  • A minimum of 10 years progressively responsible and relevant professional working experience in the fields of disaster risk management, crisis management, recovery, development planning including at least five years in a senior position in an international role in post disaster recovery;
  • Experience of recovery planning and recovery coordination, including experience working with all of the major actors is required;
  • Excellent analytical and interpersonal skills including oral and written communication;
  • Demonstrated programme management skills including: results-based orientation, preparation of work plans, monitoring and evaluation, and leading cross-cultural teams;
  • Proven management experience, preferably within UNDP or another UN agency, with sound knowledge and experience in all aspects of project cycle (design, implementation, monitoring & evaluation);
  • Prior experience of development work in Myanmar, South-East Asia and/or countries in transition would be an asset;
  • Strong interpersonal and written and oral communication skills. ability to work well in multi-disciplinary and multi-cultural teams.

Language:

  • Excellent command of written and spoken English;
  • Knowledge of another official UN language is an asset.
