Antecedentes

  • The Development Planning and Inclusive Growth Team, in the Sustainable Development Cluster at BPPS, works to promote inclusive growth for sustainable development by improving the design and effective implementation of development strategies, policies and programmatic interventions, tailoring support to the development needs of countries;
  • As the world aligns national priorities with the Sustainable Development Goals, we have an unparalleled window of opportunity to position social protection as a critical tool towards achieving progress in sustainable development. However, this requires refocusing how we design, implement and advocate for social protection. Too often policy-making suffers from inefficient design where economic, social and environmental objectives compete or are in conflict with each other;
  • The Development Planning and Inclusive Growth team is developing a Primer for Social Protection in the Context of Sustainable Development to articulate how social protection can play a transformative role towards sustainable development;
  • The purpose of the Primer is to share with UNDP Country Offices, programme staff and relevant partners, the emerging knowledge and lessons of how to advocate for, design and implement social protection to address the interlinked aspects of sustainable development;
  • An important part of the primer will be an in-depth analysis of two countries that have been successful in adopting/reforming social protection so that is becomes a tool towards sustainable development. This includes, making social protection more inclusive;systemic, and sensitive to environmental concerns;
  • Cambodia has been chosen as a Case Study Country for its extensive work of making social protection sensitive to the needs of people living with HIV aids, as well as other traditionally marginalized groups. As an LDC, the case of Cambodia is also an important example of how social protection can be implemented and expanded with limited government budget;
  • The case study will describe and analyze the various actions and interventions that were taken in order to influence the government to achieve reforms that allowed better access to social protection for people living with HIV Aids. It will also look at the political economy that surrounded such reforms.  It will draw some general lessons that will be applicable to other LDCs as well as other countries on how to make social protection systems more inclusive.

The study will be developed by the IC in close collaboration with social protection specialist at HQs, Regional Service Center and County Office.

Deberes y responsabilidades

  • The IC will develop a country case study Cambodia social Protection System. In particular, the case study will show how, with the help of UNDP, social protection policy, programmes and delivery mechanisms in Cambodia were reformed to be sensitive to the need of people living with HIV. Additionally, it will describe how the work with people living with HIV/Aids was used as an entry point to address the needs of other marginalized population;
  • The Case Study will be developed through an in-depth analysis of the country’s social protection systems, interviews with relevant actors to understand the context and actions that lead to more inclusive social protection systems, and an analysis of the results of such actions in the short and medium term;
  • The IC will work in close collaboration with the Social Protection Policy Specialist in HQs to ensure the case study speaks to the principles and frameworks laid out in the Social Protection Primer, and Regional and Country Office colleagues to ensure that the experience is captured in a way that can be useful for the intended audience.

Expected Outputs and Deliverables

  • Annotated Outline to be completed by 6 November 2015. The report will be reviewed by HQs, RSC, CO; certified by Social Protection Policy Specialist, BPPS;
  • First Draft of Case Study to be completed by 4 December 2015. The report will be reviewed by HQs, RSC, CO; certified by Social Protection Policy Specialist, BPPS;
  • Final Case Study to be completed by 18 December 2015. The report will be reviewed by HQs, RSC, CO; certified by Social Protection Policy Specialist, BPPS.

Institutional Arrangement

  • The IC will work closely and under direct supervision of Policy Specialist for Social Protection in NY. The IC will work closely with colleagues in the Cambodia CO as well as colleagues in the Regional Service Center;
  • The IC will have weekly skype calls to discuss progress and seek inputs and guidance with Social Protection Specialist at the Country, Regional and HQ level;
  • In gathering evidence and information to develop the case study the IC should interact with government officials, affected communicates (i.e. People Living with HIV/Aids), other relevant agencies, etc.

Duration of the Work

  • The work is expected to be completed within 45 working days, by no later than 31 December 2015;
  • The work is expected to commence once the IC contract is signed, on 2 November 2015. The work is expect to be completed by 31 December 2015;
  • Given the tight deadline, UNDP colleagues will review inputs as fast as possible but will take no longer than 5 business days to give comments and approve and certify inputs.

 Duty Station

  • The IC will be home based.

Competencias

Habilidades y experiencia requeridas

Educational Qualifications:

  • MA in area related to sustainable development.

Experience:

  • At least 7 years of experience on issues related to social protection;
  • Local knowledge of social protection in Cambodia is an asset.

Language requirements:

  • Fluency of English language is required.

Price Proposal and Schedule of Payments:

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, transportation cost, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

  • Deliverable 1 - Annotated Outline: 15% of total contract amount;
  • Deliverable 2 - Draft of Case Study: 35% of total contract amount;
  • Deliverable 3 - Final Case Study: 50% of total contract amount.

Criteria for Selection of Best Offer:

The award of the contract will be made to the individual consultant whose proposal is determined as having the highest combined score of the technical and financial scores, calculated as follows:

 Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 Relevance of Education – Max 20 points;
  • Criteria 2 Relevance of experience in area of specialization.- Max 20 Points;
  • Criteria 3 Relevance of experience in country context– Max 10 points;
  • Criteria 4 Relevance of analytical, writing and reporting experience – Max 30 points;
  • Criteria 5 Relevance of experience working on tight deadlines and under pressure – Max 20 Points.

Financial Proposal (30%)

 The following formula will be used to evaluate financial proposal: p = y (µ/z) where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal (30 points);
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.
