Antecedentes

In August 2014, at the invitation of the Government of the State of Eritrea (GoSE), the United Nations (UN) fielded a mission constituted by team of experts to the State of Eritrea with the overall objective of establishing the context, vision, objectives and scope of the statistical capacity strengthening that the Government of Eritrea intends to put in place to actualize its objective of institutionalizing evidence-based planning and policy analysis for the country.

The specific objectives of the Mission were to:

  • Explore the possibility of supporting the Government of Eritrea in strengthening and institutionalizing its statistical capacity;
  • Establish facts on what, how and when of the partnership between the Government and development partners in strengthening the statistical capacity of the statistical agencies in the country; and
  • Lay the foundation for reviewing, strengthening and institutionalizing a national statistical system in the country with particular focus on National Accounts and related statistics.

 In undertaking the assignment, the mission applied literature review of the documents provided by the GoSE, consultations and discussions with the Resident Coordinator of the UN System in Eritrea, UN Country Team (UNCT), Minister for National Development, key Ministries, Departments and Agencies (MDAs), including the National Statistical Office (NSO), the central bank of Eritrea, some development partners, including embassies, selected civil society organizations, and a representative of the private sector.

The mission produced a report and submitted to the Government which adopted it, and as a feedback, requested the UNCT to support preparation of a project to enable implementation of the recommendations in the report. A draft project document has been prepared, but requires refining in consultations with the Government and potential funding sources, as well as proposing a viable funding and implementation mechanisms for the proposed project. The services of a highly qualified international expert is required to carry out this assignment.

Deberes y responsabilidades

The overall objective of this assignment is deliver a refined document on socio-economic data development project in consultation with the GOSE and other key stakeholders. The specific objectives are to:

  • Undertake further consultations with key stakeholders with a view to enriching the existing draft project document;
  • Refine the document based on the results of the consultations; and
  • Deliver a final refined project document.

Scope of Assignment:

  • Consultations with the UN agencies in Eritrea;
  • Consultation with the Ministry of National Development (MND), including the National Statics Office (NSO), Ministry of Finance, and the Bank of Eritrea;
  • Consultation with European Union in Eritrea and African Development Bank (AfDB) through a telephone, skype, or teleconference;
  • Review of relevant literature; and
  • Refinement of the draft Socio-economic Data Development Project Document.

 Deliverables and Reporting

The main deliverable of the assignment is a refined project document based on UNDP Template for projects, and capturing the views of the key stakeholders consulted.  The document should also include the funding mechanism recommended arising from the consultations with the stakeholders.

Reporting: 

The consultant will work closely with the Head of UNDP Strategic Government Unit, Economics Advisor, and Deputy Resident Representative, Programmes, but reporting to the UN Resident Coordinator in Eritrea.

Habilidades y experiencia requeridas

 Academic qualifications:

  • Master degree in a relevant field such as statistics and economics from a recognized university.

Experience:

  • The consultant should have sufficient knowledge and practical experience in national accounts and related statistics, as well as in socio-economic data classification, compilation, and uses in a developing country;
  • They must also be very familiar with statistical development and planning process with not less than ten years cognate experience;
  • Of which more than five years’ experience working with government and or donor projects in the areas of statistics and surveys;
  • Should have extenssive experience in preparation of a similar project document;
  • Strong demonstrated experience in project proposal preparation;
  • Demonstrated practical knowledge in national accounts preparation, as well as compilation of Gross Domestic Product (GDP) and related statistics;
  • At least one sample of work done in preparation of project document involving national accounts statistics or related fields that demonstrate ability to executive the assignment.

Language:

  • Fluency in English.
