Antecedentes

Anchored within the Integrated Talent Management (ITM) of the Office of Human Resources, the Management Consulting Team (MCT) is an internal consulting set-up which provides advisory services to Country Offices, other UNDP units, UN Country Teams and sister UN funds and programmes to overcome difficult organizational challenges and improve effectiveness and efficiency. Specific services relate to strategic positioning, organizational design, analytics, business process reengineering, and facilitation of comprehensive change management processes. Within this service offer, the MCT is accountable within UNDP for upholding the UN standards on job classification and delivery of job classification services.

Under overall guidance and supervision of the Coordinator of the MCT and day-to-day supervision of the P4 Management Specialist, the Organizational Design Associate manages all information flows, data research, report generation and administrative support for the Unit. The Human Resources Associate (Organizational Design) assures quality control, consistency of service and timeliness of all correspondence issued by the Unit including formal classification requests and memos, budget verifications and ATLAS data entry. The Organizational Design Associate also supports all analytics work related to organization design and job classification, including special assignments related to researching process and technical solutions related to the information management and work processes of the Unit. 

The Human Resources Associate (Organizational Design) works in close collaboration with all OHR Units, Office of Finance and Resource Management (OFRM), HR Advisors, Country Offices (COs) and UNDP HQs staff to exchange information, ensure correctness of classification submissions and ensure consistent service delivery provided by the MCT.

Summary of key functions:

  • Manage information flow and Support to the Job Evaluation and Classification process;
  • Support to change management initiatives;
  • Job information management in Atlas (UN Enterprise Resource Planning system), records maintenance and research;
  • Support to MCT in a variety of administrative procedures and processes;
  • Support to knowledge management and sharing.

Provides support to the Job Evaluation and Classification process in UNDP focusing on achievement of the following results:

  • Review of incoming classification submissions from COs, HQs and Hubs to ensure all required documents are submitted and that the quality of the job descriptions/classification package meet the required standard;
  • Provision of guidance to UNDP Business Units/Country offices, if requested, on the classification process in consultation with the supervisors;
  • Provision of support to change management activities such as whole office reviews and Transformation Plans reviews;
  • Maintenance of classification information management system, the status tracking matrix, which reflects the current status of all classifications at any given point and report of incomplete submissions;
  • Maintenance of an effective electronic filing system for the Unit ensuring the recording of accurate grade levels, titles and post numbering. Check and research of histories of the requested positions to ensure data quality and undertaking measures to correct anomalies;
  • Maintenance and creation of Service Level Agreements for the provision of classification services to other UN Agencies;
  • Liaising with classification consultants to follow up on work in progress, providing statistics and additional information as required to support cross-organizational equity in classification decisions.

Support MCT analytical initiatives and products, with an emphasis on comparative organizational design in UNDP focusing on the achievement of the following results:

  • Collect information for comprehensive classification exercises, special projects (e.g. project on titles review, Country Office typology, grade equivalencies data for ICSC, support to Integrated Talent Management etc.), preliminary analysis of the information;
  • Provide statistical analysis on post classifications by post levels on yearly basis or as and when requested by the supervisor;
  • Perform general data research for special initiatives, such as the development of a dynamic organization modeling tool for UNDP;
  • Provide analysis on UNDP classification and organization design practices, trends, and client needs in support of the potential implementation of a Common UN System job classification service, ensuring UNDP’s organizational interests will be well served;
  • Provision of the assistance to the MCT Specialist in developing capacity building and knowledge sharing to support COs in Job Design & Classification through webinars, online courses and workshops.

Function/Expected Results: Performs Position Management in Atlas, maintains proper records and performs research focusing on the achievement of the following results:

  • Update in ATLAS of all classified posts for reports to monitor trends and patterns;
  • Liaise with OFRM for confirmation of budget availability, funding resources and position numbers when required;
  • Update job information records in Atlas on post titles, levels and classification effective date making necessary comments for reference;
  • Create new titles in the Atlas Job Code Table in consultation with supervisor;
  • Generate Atlas reports for management review and decision making;
  • Identify anomalies with position information data and take corrective actions to resolve them

Supports MCT in a variety of administrative procedures and processes focusing on the achievement of the following results:

  • Monitoring and tracking of project budget resources and MCT engagement cost recovery;
  • Undertake and support preparation of travel requests, Requisition, POs, Vouchers;
  • Support to procurement of consultancy services and recruitments as required by MCT;
  • Maintain assets and inventory and prepare related reports and certifications;
  • Replies to queries and requests information or guidance on MCT related issues and other routine responses;
  • Coordinate with BMS Operations Unit and perform other administrative and coordination duties as requested.

Ensures facilitation of knowledge building and knowledge sharing within UNDP focusing on achievement of the following results:

  • Synthesis of lessons learnt and best practices in terms of classification and organizational design;
  • Support administration of SharePoint site and document libraries;
  • Contribute to communication efforts both within and outside of MCT;
  • Contributions to the Toolkit for Managing Change and other change management tools.

Habilidades y experiencia requeridas

Education:          

  • Secondary Education and training in Human Resources management is required;
  • University Degree in HR, Business or Public Administration or similar field is desirable, but it is not a requirement.

Experience:        

  • 6 years of relevant HR/administrative experience is required;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of ATLAS, web based management systems.

Language Requirements:             

  • Fluency in English is required;
  • A working knowledge of another UN language is an asset, but not a requirement.
