Antecedentes

Under the direct supervision of the Head of Engagement and Performance Management Unit, the incumbent contributes to the implementation of the UNDP staff engagement agenda, with a particular focus on staff well-being, occupational health and safety. The expected contribution includes: research and analysis; input into the development of policies and procedures giving effect to the relevant corporate priorities and strategies; support to the implementation of specific projects; maintaining and regularly updating databases. The incumbent is expected to maintain productive partnerships with the ITM team members, HR Business Advisors, Security Office, internal and external knowledge networks dealing with occupational health, well-being and safety, especially as these relate to staff engagement.

The Engagement and Performance Management Unit is part of the Integrated Talent Management (ITM) team. The ITM Team is responsible for designing strategies, solutions, tools and services that enable and facilitate more effective and impactful people decisions, and help shape a great workplace where individuals thrive and teams excel. The Unit offers several service lines in the areas of: competency management, job design and classification; talent sourcing (including oversight of the RC assessment and selection process), onboarding, and succession management; diversity, employee engagement, and staff well-being; performance management, learning and leadership development, and career management. It also includes a distinct service line of internal management consulting which enables strategic positioning, resources alignment and business process reengineering.

ITM Team works closely with the OHR Policy Unit to ensure that UNDP policy framework is based on latest talent management research and practice, and with the Business Partnering Team to deliver talent management solutions and advice to all UNDP manages, HR practitioners, and staff at large.

Deberes y responsabilidades

Contribute to the operationalization of the UNDP strategy on occupational health, safety and well-being:

  • Work with relevant stakeholders to coordinate follow-up to the UN Secretariat Staff Well-Being Survey in UNDP;
  • Coordinate with the UN Secretariat availability of  their  health, safety and well-being programmes to UNDP employees; coordinate the organization of learning and other events for COs and RSCs;
  • Working with other technical experts, coordinate design and conducting of initial risk assessments in UNDP in areas of occupational health and safety;
  • Develop an initial set of proposals with regard to concrete UNDP-specific programmes to enhance UNDP ability to mitigate risks related to occupational health, safety and well-being, effectively respond to residual risks, and otherwise help staff maintain their well-being;
  • Produce communication and awareness materials for staff on health, safety and well-being, and available support options;
  • Coordinate secretariat support to corporate mechanisms dealing with occupational health, safety and well-being (to be established)
  • Act as focal point for interactions with the UN Staff Counselors’ Office and CISMU.

Engage with relevant stakeholders to advance the implementation by UNDP of measures on protection from sexual exploitation and abuse (PSEA):

  • As part of the inter-agency group, contribute to the review of  analysis and recommendations contained in A/69/779 “Special measures for protection from sexual exploitation and sexual abuse”, and to the development of concrete initiatives to ensure their implementation;
  • Working with Business Partners, facilitate the implementation of corporate, including inter-agency, initiatives to identify and reduce SEA risks and incidence in UNDP;
  • Provide COs with procedural guidance on ways to address SEA cases and facilitates their resolution though coordination with relevant UNDP bodies;
  • As part of the sub-working group on PSEA (that is part of IASC Task Team on Accountability to Affected Population and PSEA), contribute to the implementation of interagency PSEA awareness measures;
  • Coordinate PSEA related reporting.

Support development and implementation of staff well-being initiatives related to mobility, including but not limited to:

  • Coordinate design and implementation of a pilot programme to support facilities/spouses/partners, including their employment;
  • Working with the CEB Secretariat and other UN agencies, contribute to the consolidation and further development of a mechanism to collect and share relevant information to facilitate geographical mobility of staff.

In collaboration with other technical as well as learning and development experts, coordinate development and implementation of learning and knowledge sharing initiatives in areas covered by the Engagement Unit, including but not limited to:

  • “engagement videos” internal communications campaign
  • on-line learning module on employee engagement (based on available content)
  • learning materials/guides for leaders/managers and staff at large
  • sessions for HR practitioners workshops

Participate in learning events as resource person and facilitator.

Habilidades y experiencia requeridas

Education: 

  • Advanced University degree (Master) in Human Resources/Talent Management, Learning and Development, Psychology, Social Science, Organizational Psychology, or similar;
  • Specialized training in Occupational Health/Safety/Well-being is an asset.

Experience:  

  • At least 2 years of relevant experience in design and implementation of human resources management, learning and development initiatives; 
  • Experience in design and implementation of occupational health, safety and well-being initiatives in an asset
  • Experience in the UN system, especially on inter-agency projects, is an asset

Language Requirements: 

  • Full proficiency in English, including excellent writing skills;
  • Excellent presentation and facilitation skills;
  • Working knowledge of another UN language is an asset;
  • Excellent communication skills, especially ability to effectively communicate  with various constituencies and clients.

Other: 

  • Ability to work independently, remotely, with limited supervision; as well as a member of a virtual team.
